What Is an Encoding Ladder for Live Streaming?

An encoding ladder gives adaptive players multiple versions of one video to choose from. Learn what its rungs do, how to build a starting set, and why bitrate targets depend on the content and workflow.

An encoding ladder is a set of versions of the same live video, each encoded at a different resolution and bitrate. An adaptive streaming player can switch among those versions as a viewer’s connection and device change, balancing picture quality with smooth playback. There is no universal ladder: the right set depends on the codec, content, delivery system and audience.

What an encoding ladder contains

Each rung is a rendition of the same source video. A rendition may differ in resolution, bitrate, frame rate or codec. The HLS multivariant playlist describes the variants available to a compatible player; when a variant includes video, its playlist must describe the video resolution. Apple’s HLS authoring specification also calls for multiple video bitrate variants.

During playback, the client chooses among available renditions based on factors such as network throughput and device characteristics. If bandwidth falls, it can move to a lower rung; if conditions improve, it can select a higher one. The ladder gives the player choices, rather than guaranteeing a particular quality or preventing every interruption.

Why the ladder needs to be designed

Quality and delivery cost

Higher-bitrate renditions can preserve more detail, but they need more delivery capacity and processing. The top rung should reflect the source quality and the resolution and bitrate that are useful to the audience—not simply the largest numbers the encoder can produce.

Coverage and number of rungs

Too few renditions may leave available bandwidth unused, or force a large quality drop when the player switches. More rungs offer finer choices, but increase encoding and delivery work and can contribute to frequent rendition changes. The useful count depends on the application, playback devices, network conditions and operating cost.

Latency, quality and stability

Low-latency delivery involves trade-offs among picture quality, reliability and buffering. Latency also depends on segment length, processing, delivery and player buffering—not just on the ladder. AWS gives a general range of 3 to 90 seconds for possible streaming latency depending on design choices; that is context for streaming systems, not a measure of ladder performance.

How to choose a starting ladder

  1. Set the delivery and playback requirements. Identify the delivery format, supported devices, audience network conditions and latency goal. The ladder should offer useful choices to the clients you actually need to serve.
  2. Choose a practical top rung. Match its resolution and bitrate to the source, audience displays, expected bandwidth and quality target. An upscale cannot add detail that is absent from the source.
  3. Build lower rungs for constrained connections. Keep the steps useful for viewers with less available bandwidth. AWS offers dividing the maximum bitrate by roughly 1.5–2 at each step down as a general starting heuristic, not a standard or requirement.
  4. Account for content and encoding choices. Motion and visual complexity affect bitrate needs, as do codec, encoder implementation, resolution, frame rate and target subjective quality. A ladder that works for one programme may not suit another.
  5. Validate with representative material and playback conditions. Check visual quality and switching behavior on the actual encoding and delivery workflow, across relevant devices and network conditions. Adjust the rungs based on those results rather than treating an example table as a universal prescription.

Apple’s example targets—and their limits

Apple’s HLS authoring specification gives initial 16:9 H.264/AVC targets that can illustrate how a ladder is expressed. These are authoring examples, not a general live-streaming standard. Apple says to evaluate and adjust the targets for the particular content and encoding workflow; the same specification provides separate HEVC and HDR examples with different values.

These figures apply to Apple’s stated 16:9 H.264/AVC initial targets. They do not establish the right bitrate for another codec, frame rate, content type, platform or encoder. Apple’s HLS authoring specification and its appendixes provide the relevant format-specific context.

How this relates to a YouTube live stream

An encoding ladder is most directly relevant when a streaming workflow creates and presents multiple renditions for an adaptive player to select. A creator sending one encoded feed to a live platform should not assume that an Apple HLS example table is a recommended encoder configuration for that platform. Use the delivery service’s supported settings and the requirements of the production workflow.

For documentaries or other prerecorded programmes, keeping a YouTube channel live continuously is a different operational problem from designing an ABR ladder.
