When people ask how projects are selected for “its collection,” they are usually referring to America’s Time Capsule, a record of the country at 250 intended to be opened for the 500th anniversary in 2276.
The capsule does not use one publicly documented, nationwide scoring rubric. America250 established commissions with every state and territory and asked those bodies to decide what should represent them. America250 selected some material for its own national programs, while federal institutions, programs and selected partners supplied additional contributions.
What is America250?
America250 is the national, nonpartisan organization responsible for coordinating the United States’ semiquincentennial celebration in 2026. Its remit is broader than a single exhibit or archive: it supports commemorative programs, educational initiatives, public events and efforts to preserve a record of American life at the 250-year mark.
One of those efforts is America’s Time Capsule. America250 describes the capsule as a long-term record containing letters, artifacts, records and objects that help tell the story of the United States in 2026. The intended audience is not only people living through the anniversary. The collection is designed for people marking the nation’s 500th anniversary in 2276.

That long time horizon explains why the capsule combines official records with cultural and everyday material. A government document can establish what institutions did; a student project, sports item or ordinary object can show how people experienced the period.
Which “collection” does the question mean?
America250 uses several collection and story-gathering concepts, and they should not be treated as interchangeable.
America’s Time Capsule
This is the physical and documentary collection associated with the 250th-anniversary record. America250’s June 15, 2026 announcement says most of its contents came from the states, Washington, DC and the U.S. territories, with additional material from the federal government, America250 programs and selected national partners. The capsule is located at Independence National Historical Park in Philadelphia and is intended to preserve a snapshot for 2276.
Our American Story
Our American Story is a separate America250 story-gathering initiative. It invites people to contribute personal or community narratives, but its existence does not mean every story submitted there is automatically an item in America’s Time Capsule. A reader should identify the specific initiative before assuming that the same selection rules apply.

America250 also runs programs with their own goals and, in some cases, their own judging procedures. A contest, educational award or public event may select participants under rules that have no role in choosing capsule contents.

What is in America’s Time Capsule?
America250 presents the capsule as a deliberately broad snapshot rather than a single-theme exhibit. Its announcement identifies civic records, cultural artifacts, scientific innovations, sports memorabilia, examples of everyday life and student work connected with America250 programs. Federal institutions and national partners add other perspectives.
The official contents listing is organized by the contributing state, territory or partner. That organization matters: it identifies who supplied an item, but it does not imply that America250’s national staff applied an identical test to every contribution.

The documented process is federated. Responsibility is divided among jurisdictions, institutions, programs and partners instead of being concentrated in one independent jury.

1. America250 established state and territorial commissions
America250 says it worked closely with every state and territory to establish commissions. These commissions provided a local structure for planning anniversary activities and deciding what their jurisdiction would contribute.
2. The commissions were asked to determine their own contributions
America250 put out a call to the commissions to decide which items should represent their states or territories. This is the clearest explanation of how most geographic contributions were chosen: the jurisdictions had primary responsibility for identifying and selecting their material.

3. America250 selected some national-program material
The organization separately states that “Some content was selected by America250 to represent its national programming.” That category can include student work or other material produced through America250 initiatives. The statement confirms America250’s role, but it does not publish a single scorecard for those decisions.
4. Federal institutions and partners supplied additional items
The contents page lists contributions from the three federal branches, selected national partners and institutions. Their participation expands the collection beyond state government and means that provenance must be read item by item.

5. The contents page records the result
America250’s itemized contents page groups entries by contributing state, territory or partner. It is the best starting point for identifying who supplied a particular object and whether it came through a jurisdiction, a federal institution or an America250 program.
Is there one scoring rubric for the whole capsule?
No universal capsule-wide rubric is published in the official account. The public descriptions explain who was asked to contribute and the broad purpose of the collection, but they do not provide one common application, weighted score or complete decision record covering every item.
That absence should not be overstated. It does not prove that commissions, agencies or partners used no internal standards. It means those standards are not presented as one America250-wide system in the public material. A state may have consulted historians, educators, cultural organizations or residents; another may have used a government working group. Unless that jurisdiction has documented its method, the national record does not establish the details.

Consequently, it is inaccurate to describe every capsule contribution as having passed the same competitive review. The stronger and more supportable description is that each contribution was selected through the responsible jurisdiction, institution, program or partner, within a coordinated national framework.

Use a contribution’s provenance rather than assuming that America250’s national office made the decision.
- Locate the item on the America250 contents listing. Note the state, territory, federal body, program or partner named with the entry.
- Identify the responsible commission or institution. A state entry points to the state’s process; a federal entry points to the named branch or agency; a student entry may point to the America250 program through which it was produced.
- Check that contributor’s own announcement or archive. The public record reviewed for the national capsule does not supply every local meeting, nomination call or deliberation.
- Separate selection from participation. An item created through a contest may have been judged under contest rules, while its inclusion in the capsule reflects a later program or America250 decision.
- Record the qualification with the item. Say who contributed it and, where documented, who selected it. Do not imply a national jury if the listing only identifies a contributing body.
Why America’s Field Trip rules cannot be applied to the capsule
America’s Field Trip illustrates why America250 initiatives must be examined separately. For its 2024 awardees, a panel of current and former educators selected entries using three published judging weights:

The 2024 prompt asked students, “What does America mean to you?” Student submissions connected with America250 programs may appear in the time-capsule story, but the Field Trip percentages are contest criteria, not capsule-wide criteria. They should not be presented as the test used for state selections, federal records or partner contributions.

A similarly named federal project was created by the Semiquincentennial Congressional Time Capsule Act, Public Law 119–79, approved February 18, 2026. It is separate from America250’s capsule at Independence National Historical Park.

The law directs the Architect of the Capitol to create the congressional capsule. Decisions about its contents are assigned jointly to the Speaker of the House, the House Minority Leader, the Senate Majority Leader and the Senate Minority Leader. The four leaders must issue a joint letter and may jointly determine that other items are appropriate.
The statute also limits materials to items posing a low risk of degradation. It schedules sealing by July 4, 2026, with opening on July 4, 2276. Those legal requirements are specific to the congressional capsule and do not describe how America250’s state, territorial or partner contributions were selected.

What does the selection model say about the collection?
The process makes America’s Time Capsule a multi-contributor snapshot rather than an anthology chosen solely by one independent panel. Its representativeness comes from the number of participating jurisdictions and institutions and from the range of material they supplied.
That model has two consequences for readers. First, the collection can preserve forms of evidence a single curator might overlook: local records, cultural objects, scientific work, sports material, student expression and ordinary items. Second, the meaning of an item depends partly on the contributor that selected it. A state commission’s choice carries a different institutional provenance from an object selected for an America250 national program.
The capsule therefore should be read as a map of participation as well as a set of objects. Asking “Who chose this?” is often more informative than asking whether it passed a nonexistent national score.
What is established—and what remains unknown?
- America250 leads the national 250th-anniversary effort and describes America’s Time Capsule as a record intended for 2276.
- The capsule includes contributions from the federal government, all 50 states, Washington, DC, five U.S. territories, America250 programs and selected partners or institutions.
- States and territories were asked to determine their own contributions through commissions established with America250.
- America250 selected some content to represent its national programming.
- The official descriptions do not publish one universal scoring rubric or a complete decision trail for every item.
- America’s Field Trip and the congressional capsule have distinct decision-makers and rules.
For a particular object, the most precise account is therefore contributor-specific: identify the item, name the body that supplied or selected it, and state only the criteria that body has publicly documented.
