A “WebRTC server” is not one required component of WebRTC. It is a broad term for one or more services that can help a real-time application set up connections, get through restrictive networks, or route and process audio and video. For a simple two-person call, media may travel directly between devices; group calls, broadcasts, and server-side media features often call for an SFU or MCU.
What “WebRTC server” means
WebRTC is a set of browser APIs and real-time communication protocols, not a requirement that every call pass through a central media server. The W3C’s WebRTC Recommendation defines APIs for exchanging media and application data with another compatible browser or device. The application still needs a way to coordinate the connection, and it may need network-assistance or media-routing services.
People use “WebRTC server” to mean several different things. The distinction matters: a signaling service, a STUN or TURN server, and a media server solve different problems and are not interchangeable.
What the different servers do
Signaling service: arrange the call
Before two endpoints can connect, they need to exchange session descriptions and ICE candidates—the information used to negotiate media and test possible network paths. WebRTC does not prescribe one signaling protocol. An application commonly uses its own server or signaling service for this exchange, often over a persistent connection. The signaling service coordinates setup; it does not necessarily carry the audio or video.

ICE and STUN: find a workable path
ICE gathers possible connection addresses, then checks candidate pairs to find a path that works. STUN can help an endpoint discover the address that it presents to the wider internet. These are parts of connectivity establishment, not conferencing or room-management features.
TURN: relay when a direct path will not work
If network address translation, a firewall, or another network policy prevents a usable direct route, TURN can relay traffic between endpoints. TURN is a fallback path, not an SFU: it does not, by itself, select tracks for subscribers or mix a conference.

IETF RFC 8835 requires WebRTC browsers to support TURN, including TCP and TLS-over-TCP modes for networks that block UDP. RFC 8445 notes that STUN or TURN may be unnecessary on some networks, while also noting that TURN can be costly. In practice, plan a reliable relay fallback and measure how often calls use it; do not assume that every call will be direct or that every call will be relayed.
SFU: forward selected media tracks
An SFU (Selective Forwarding Unit) receives tracks from publishers and forwards selected tracks to subscribers without mixing the underlying media. A client can receive the tracks it needs, which supports independent audio and video, selective subscriptions, and adaptable layouts. Publishers generally send a stream to the SFU, which then carries traffic onward to interested subscribers.

MCU: mix or compose media
An MCU (Multipoint Conferencing Unit) processes media to produce mixed audio or a composite video output. That can give every endpoint a fixed, simpler feed, but it requires server-side media processing and gives participants less independent control over individual tracks than an SFU design.
Do you need a server for WebRTC?
You need some way to exchange call-setup information, but you do not automatically need a server that carries or processes the media. A small peer-to-peer call can use signaling and ICE to establish a direct media path when the network allows it. TURN remains important when direct connectivity fails or is blocked.

Whether to add a media server depends on the job the product must do: how many media streams need to reach whom, whether users need independent tracks or a composed feed, network conditions, latency and privacy requirements, and the team’s operating capacity. Participant count alone does not determine the answer. Even a design that works for a small group needs testing on the devices and networks it is intended to serve.

These are starting patterns, not fixed participant limits. Capacity depends on the implementation, codecs, resolutions, network conditions, and application behavior. The cited documentation does not establish a universal benchmark that can size every deployment.

Tradeoffs to account for
- Peer-to-peer: When the direct ICE path succeeds, media avoids a conferencing media server. Restrictive NAT or firewall conditions can prevent that path, so plan for TURN.
- TURN relay: A relay can improve reachability, but it carries traffic and may add path length, bandwidth cost, and latency.
- SFU: A publisher generally uploads its stream once to the server, which forwards tracks to subscribers. This can reduce publisher upload demands and preserve track choice, but subscribers may receive several streams and the SFU must carry substantial network traffic.
- MCU: A mixed or composited output can reduce the number of streams an endpoint handles, but shifts processing to the server and limits track-level flexibility.
- Self-hosted or managed: LiveKit documents both self-hosting its open-source server and using LiveKit Cloud. Self-hosting leaves deployment and operations to your team; a managed service shifts some of that work to the provider. Compare current features, operations, regions and data residency, traffic, security controls, pricing, and support. The available documentation does not support a price comparison.
- Scaling an SFU: Scaling design is implementation-specific. For example, mediasoup documents worker, router, and host distribution, and notes that larger broadcast scenarios may need multiple routers. Benchmark the chosen implementation with representative codecs, resolutions, room sizes, and network conditions rather than treating one implementation’s guidance as a universal limit.
Security is more than adding a server
The IETF WebRTC security architecture describes DTLS-SRTP keying for media, ICE reachability checks, and continuing consent mechanisms. These protocol protections do not replace application-level controls. Secure signaling, authorization, short-lived relay credentials, abuse prevention, and careful handling of logs and recordings still matter. Adding a WebRTC server alone does not establish that an application is secure.

A WebRTC server is for real-time communication infrastructure.
