What Is a Trident Submarine? How Italy’s NATO Deterrence Role Works

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A Trident submarine is a submarine equipped to carry Trident ballistic missiles. Italy does not operate one. The submarine-based nuclear force relevant to NATO is the United Kingdom’s, while Italy contributes as a NATO Ally to the Alliance’s wider deterrence arrangements.

What “Trident submarine” means

“Trident submarine” is shorthand for a ballistic-missile submarine assigned to the United Kingdom’s Trident nuclear system. It describes the delivery platform and its weapon system, not a class of Italian naval vessel. A ballistic-missile submarine is designed to keep a nuclear force survivable at sea, making it difficult for an opponent to eliminate every launcher in a first strike.

NATO identifies the United Kingdom as the Ally whose nuclear forces include a submarine-based system maintained under a Continuous At-Sea Deterrent posture. The UK has assigned those nuclear forces to the protection of NATO Allies since 1962. That assignment does not transfer ownership of the submarines or their weapons to Italy, and it does not make them Italian assets.

NATO describes the fundamental purpose of its nuclear forces as “deterrence.” In practical terms, the objective is to convince a potential aggressor that an attack would carry unacceptable consequences, rather than to provide a routine war-fighting capability.

Does Italy have a Trident submarine?

No. Italy does not operate a Trident submarine, a submarine-launched nuclear arsenal, or a nationally owned continuous-at-sea nuclear deterrent. NATO identifies the United States, the United Kingdom and France as the Alliance’s nuclear-weapon states. The British submarine-based system is the part of that structure that is often confused with Italy’s role.

Italy’s participation is alliance-based. It is a NATO member involved in consultation, planning, exercises and support for the collective deterrence and defence posture. Membership in NATO’s nuclear institutions does not give Italy unilateral custody of nuclear weapons or the authority to launch another Ally’s force.

How the UK system fits NATO’s deterrence posture

NATO presents nuclear forces as one element of a broader deterrence and defence policy that also includes conventional forces, missile defence, cyber capabilities, space assets and political solidarity. Public NATO descriptions deliberately stay at a strategic level; they do not establish every national base, inventory, wartime assignment or operating procedure.

The UK’s assigned contribution

The United Kingdom maintains its submarine-based nuclear system under a Continuous At-Sea Deterrent posture. NATO says the UK has assigned its nuclear forces, including that submarine-based system, to the protection of NATO Allies since 1962. “Assigned to NATO protection” means the capability supports the Alliance’s security objectives; it does not mean NATO owns the boats or that Italy controls them.

US weapons forward-deployed in Europe

NATO says its posture relies on United States nuclear weapons forward-deployed in Europe, together with capabilities and infrastructure supplied by participating Allies. The United States retains control and custody of its forward-deployed weapons. Allied participation can include aircraft, bases, security, communications, logistics, consultation and exercises connected with the nuclear mission.

Dual-capable aircraft and support

NATO refers to dual-capable aircraft and other allied support as part of the deterrent posture. “Dual-capable” means an aircraft type can be configured for conventional or nuclear missions; it does not mean every aircraft carries a nuclear weapon or that the host nation owns one. The public policy description does not provide a complete, current list of aircraft, locations or national assignments, so those details should not be inferred.

Who makes nuclear decisions in NATO?

NATO says Allies retain political control over all aspects of nuclear decision-making. The Nuclear Planning Group (NPG) is the Alliance’s senior forum for nuclear consultation and decision-making. It allows governments to discuss doctrine, readiness, risk reduction, exercises and the relationship between nuclear and conventional forces.

The NPG’s history

The NPG was established in 1966 and held its first meeting on 6–7 April 1967. Italy was represented at that first meeting. All NATO Allies except France participate in the NPG, regardless of whether they possess nuclear weapons. France maintains an independent nuclear policy and does not take part in the NPG’s work, while remaining a NATO Ally.

What participation does—and does not—mean

Italy’s NPG participation gives it a seat in Alliance consultation and policy discussions. It does not create an Italian nuclear force, a national launch authority or ownership of British or American weapons. Decisions remain subject to the political processes of the participating Allies and to national responsibilities for forces and territory.

What is Italy’s role in the Alliance’s nuclear arrangements?

Italy contributes to NATO’s collective posture as an Ally. Its role is best understood through four functions:

  • Political consultation: Italian representatives take part in NATO’s nuclear discussions, including the NPG.
  • Conventional and enabling capabilities: Allies provide forces, infrastructure, communications, security and other support that make the overall deterrence posture credible.
  • Exercises and readiness: NATO conducts consultations and exercises so participating governments and military commands can coordinate responsibilities.
  • Alliance solidarity: Italy’s commitment supports the principle that NATO security is collective rather than divided into separate national deterrents.

Public NATO material confirms this general arrangement but does not establish an Italian-owned arsenal, a specific number of weapons in Italy or every operational task assigned to Italian units.

Are nuclear weapons hosted in Italy?

Some secondary discussions describe US B61 bombs as being associated with European bases, including Aviano and Ghedi in Italy. A 2023 volume from the Istituto Affari Internazionali cites an external estimate by the International Campaign to Abolish Nuclear Weapons of approximately 30 B61 bombs at those two locations. That figure is an attributed estimate, not an official inventory published by NATO or the Italian government, and it should not be presented as a independently verified current count.

The important distinction is between hosting or supporting an Alliance arrangement and owning a national nuclear arsenal. NATO states that the United States retains control and custody of its forward-deployed weapons. Italy’s participation therefore does not make those weapons Italian, and it does not turn Italy into a nuclear-weapon state under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Italy’s stated nuclear policy

Italy’s Permanent Representation to the Conference on Disarmament describes the NPT as resting on three pillars: disarmament, non-proliferation and peaceful uses of nuclear energy. The Italian government says it assigns the treaty primary importance and supports progressive movement toward disarmament that is effective, verifiable and irreversible.

The same government page records 191 NPT States Parties, a count accessed in 2026. The treaty entered into force in 1970 and was extended indefinitely in 1995. Because membership can change, the 191 figure should be read as the count stated on that page at the time it was consulted, not as a permanent total.

This policy language is compatible with Italy’s participation in NATO’s deterrence structures. Non-proliferation commitments address the spread and control of nuclear weapons; alliance deterrence arrangements address how NATO seeks to prevent aggression. Neither the policy statement nor NPG membership is evidence that Italy possesses nuclear weapons.

Did Italy ever consider nuclear propulsion for its navy?

Italy’s naval history includes proposals for nuclear propulsion, but those proposals do not amount to an operational nuclear deterrent. A 1991 Istituto Affari Internazionali study of naval arms control reports that the Italian Navy had no nuclear weapons, did not share nuclear weapons with the United States under a dual-key arrangement and had no nuclear-propelled vessels in the period covered by its account. It says proposals to acquire nuclear propulsion were seriously considered and then discounted in the 1960s.

Nuclear propulsion and nuclear weapons are separate technologies. A reactor can power a ship without providing a warhead, missile or launch system. Conversely, a navy could operate a nuclear-armed delivery system without owning nuclear-powered ships. The historical study is useful context for understanding what was debated, but because it was published in 1991 it should not be treated as a present-day inventory source.

Italy’s naval cooperation beyond nuclear deterrence

NATO’s institutional history records an important Italian naval connection that is unrelated to nuclear weapons. On 2 May 1959, the Alliance inaugurated an Anti-Submarine Warfare Research Centre in La Spezia. The centre studied anti-submarine warfare and oceanographic measurements.

Anti-submarine warfare research helps navies detect, track and understand underwater activity. It does not create a ballistic-missile submarine, a nuclear warhead or a national deterrent. The La Spezia centre is therefore an example of Italy hosting NATO maritime cooperation, not evidence that Italy operated a Trident capability.

UK Trident and Italy’s NATO role compared

Feature UK Trident submarine-based system Italy’s NATO role
Operator and ownership United Kingdom; the UK maintains and operates its submarine-based nuclear force. Italy does not operate or own a Trident submarine or national submarine-launched nuclear force.
Delivery platform Ballistic-missile submarines maintained under a Continuous At-Sea Deterrent posture. Italian naval participation and other allied capabilities; no Italian Trident platform is identified by NATO.
Political control UK national authority, with the force assigned to protect NATO Allies. Italian political participation in NATO consultation; no unilateral custody or launch authority over another Ally’s weapons.
Alliance connection NATO says the UK has assigned its nuclear forces to NATO protection since 1962. Italy contributes to the wider NATO deterrence and defence posture and participates in the NPG.
Publicly established weapon quantity in Italy Not applicable to Italy. Official NATO sources used for this explanation do not state an Italy-specific quantity; a 2023 IAI chapter cites an external estimate of approximately 30 B61 bombs at Aviano and Ghedi, which is not an official current inventory.

How NATO’s nuclear consultation works in practice

The NPG provides a standing political mechanism rather than a separate military chain owned by one non-nuclear Ally. Ministers and officials use it to examine the role of nuclear forces in deterrence, coordinate policy and consider how nuclear issues interact with conventional defence and crisis management.

  1. National governments set their positions. Each Ally brings its legal, political and military responsibilities to NATO consultation.
  2. Allies consult through NATO bodies. The NPG is the senior forum for nuclear consultation and decision-making, with Italy participating alongside other Allies except France.
  3. Military commands plan within political guidance. Exercises and readiness activities test coordination without transferring national ownership of weapons.
  4. Control remains political. NATO’s stated principle is that Allies retain political control over nuclear decision-making; participation is not automatic authorization for nuclear use.

This framework is why describing Italy as having “its own naval deterrent” is misleading. Italy can contribute to a collective posture while lacking a national nuclear delivery system.

How much has NATO’s European nuclear stockpile changed?

NATO’s policy page, updated 25 September 2026, says the size of the Alliance’s land-based nuclear weapons stockpile in Europe has fallen by more than 90 percent since the height of the Cold War. The scope matters: the statement concerns NATO’s land-based stockpile in Europe, not every nuclear weapon worldwide and not the total number of weapons associated with every NATO nuclear-weapon state.

The reduction figure also does not imply that NATO has abandoned nuclear deterrence. NATO continues to describe nuclear forces as part of its deterrence and defence posture, while emphasizing political control, consultation and the contribution of participating Allies.

Common misconceptions about an “Italian Trident submarine”

“Italy owns British Trident boats.”

It does not. The UK operates its submarine-based system. Its assignment to NATO protection is an alliance commitment, not a transfer of ownership.

“NPG membership gives Italy nuclear weapons.”

It does not. NPG participation provides consultation and involvement in Alliance policy. NATO says the United States retains custody of its forward-deployed weapons and Allies retain political control of nuclear decisions.

“A nuclear-powered ship would be a nuclear-armed ship.”

Those are different capabilities. Italy’s historical consideration of nuclear propulsion, as described in the 1991 study, is not evidence of a nuclear weapon or a missile submarine.

“A reported bomb count proves Italy has a national arsenal.”

It does not. The approximately 30 B61 estimate cited in a 2023 IAI chapter is attributed to an external advocacy organization and is not an official, independently verified current inventory. Hosting or supporting an Alliance arrangement is not the same as national ownership or custody.

What viewers should remember

A Trident submarine is a British ballistic-missile submarine associated with the United Kingdom’s Continuous At-Sea Deterrent. Italy has no Trident submarine and no independent submarine-launched nuclear arsenal. Its relevant naval-deterrence role is collective: Italy participates in NATO consultation, supports Alliance capabilities and infrastructure, and contributes politically and militarily to a posture that also includes US forward-deployed weapons and the UK’s assigned nuclear forces.

That distinction separates three ideas that are often collapsed into one phrase: the UK’s national delivery system, NATO’s alliance-wide deterrence policy and Italy’s role as a participating non-nuclear Ally. Keeping those categories separate is essential for understanding what Italy does—and does not—do in NATO’s nuclear arrangements.
