What happened during the Mariupol Drama Theatre bombing? On 16 March 2022, shortly after 10 a.m. local time, a powerful explosion destroyed much of the Donetsk Regional Academic Drama Theatre in besieged Mariupol, Ukraine. Hundreds of civilians were sheltering in or around the building. Amnesty International concluded that Russian forces deliberately carried out the air strike and called it a war crime; the OSCE found strong reasons to believe Russian forces were responsible, while making its legal conclusion conditional on confirmation of the circumstances. The final death toll remains unresolved: estimates range from at least a dozen to about 600, because investigators used different evidence and methods.
The theatre was a civilian refuge during the siege
Russia’s full-scale invasion of Ukraine placed Mariupol under siege in February 2022. As fighting and bombardment intensified, the Donetsk Regional Academic Drama Theatre became one of the city’s most important civilian gathering points. People sheltered there, searched for relatives, collected food, water and medicine, and waited for information about possible evacuations.
The building’s civilian function was not hidden. Large Cyrillic letters spelling “Дети,” meaning “children,” were painted on the forecourts on both sides of the theatre. Amnesty International said the markings were visible in satellite imagery, making the presence of civilians apparent from above. The OSCE report also describes the theatre as a food and water distribution site and an evacuation meeting point.
That context matters because international humanitarian law requires an attacking force to distinguish civilian objects and civilians from military objectives. Whether a particular strike violated that rule depends on the facts surrounding the target, the attacker’s knowledge and the precautions taken. The theatre’s use as a shelter and aid point is therefore central to the later investigations.

What happened on 16 March 2022
The explosion
At around 10 a.m. local time on 16 March, a powerful explosion struck the theatre. The roof and large sections of two main walls collapsed. Hundreds of people were inside or in the immediate vicinity, although the number present at the moment of the blast cannot be established with certainty.
The OSCE described the destructive event as involving a powerful explosive, most likely an air bomb. Amnesty’s investigation, which included blast modelling and analysis of the building, assessed that two 500-kilogram bombs of the same model were the most likely weapons. That is an investigative inference, not a conclusively identified weapons record or a court finding about a specific aircraft.
What survivors reported
Survivors described a sudden blast and the building lifting or collapsing. Ihor Moroz, an architect who was nearby, told Amnesty International: “It all happened in front of our eyes. We were 200 or 300 metres away [when] the explosion happened… I could hear a plane and the sound of bombs dropping. Then we saw the roof [of the theatre] rise up.” His account is a first-hand description of what he heard and saw, rather than an independent identification of the aircraft or bomb.
Grigoriy Golovniov, an entrepreneur who was also in Mariupol, said: “I couldn’t believe my eyes because the theatre was a sanctuary. There were two big ‘children’ signs.” His statement conveys both the building’s role as a refuge and the visibility of the warning markings.

How investigators assessed responsibility
Amnesty International’s finding
Amnesty International interviewed witnesses, examined satellite imagery, radar data, digital material and building plans, and conducted blast analysis. Its investigators reported no witness information indicating that Ukrainian forces used the theatre as an operations base, weapons store or launch site. They concluded that a deliberate Russian air strike on a civilian object was the most plausible explanation.
In its 30 June 2022 investigation, Amnesty called the attack a war crime. Secretary General Agnès Callamard stated: “After months of rigorous investigation, analysis of satellite imagery and interviews with dozens of witnesses, we concluded that the strike was a clear war crime committed by Russian forces.” Amnesty also urged the International Criminal Court and other bodies with jurisdiction to investigate the attack. The organization’s findings are an investigation’s conclusion, not a final criminal judgment by a court.
Amnesty’s full methodology and findings are published in its investigation of the Donetsk Regional Academic Drama Theatre.
The OSCE Moscow Mechanism report
The OSCE Moscow Mechanism report reached a closely aligned responsibility assessment. It said there were strong reasons to believe that Russian armed forces carried out the attack. The report records Russia’s denial and its claim that Ukraine’s Azov regiment destroyed the building from inside as a “false flag operation.” It also records survivors and eyewitnesses, including people interviewed by OSCE Office for Democratic Institutions and Human Rights monitors, reporting an aircraft shortly before the strike.

The OSCE’s legal language is deliberately conditional. It says that, if the circumstances described in the report were confirmed, deliberately targeting civilians would violate the principle of distinction and amount to a war crime. This wording reflects the difference between a fact-finding mission and a judicial ruling: the report evaluates available evidence but does not itself convict named individuals.
The report’s account and legal discussion appear in the OSCE/ODIHR Moscow Mechanism report.
How many people died?
There is no confirmed final death toll in the available investigations. The OSCE report says the number is unknown and records estimates that the theatre and its surroundings held anywhere from a few hundred people to more than a thousand. Mariupol’s city government initially announced about 300 deaths. That announcement was made during the chaos of the siege and is reported by the OSCE as an early estimate, not as a subsequently verified count.
| Figure | Publisher and timing | What the number represents | Evidence or method |
|---|---|---|---|
| About 300 deaths | Mariupol city council announcement in 2022, recorded by the OSCE | An initial reported toll | Information available to local authorities during the siege; not established as a final count |
| About 600 deaths | Associated Press reconstruction, 2022 | An investigative estimate | Accounts from 23 survivors, two sets of floor plans, photographs and video from inside the destroyed theatre, and a 3D model developed with expert input |
| At least a dozen, likely many more | Amnesty International investigation, 2022 | An assessment of confirmed and probable deaths | Witness testimony, imagery, building analysis and an assessment that many people had left before the strike while others were sheltered in less exposed areas |
The Associated Press estimate of about 600 was not a recovered official register. AP reconstructed likely occupancy and casualties from testimony and visual and architectural evidence. Its reporting is available in the AP visual investigation.

Why the casualty estimates differ
Different moments of measurement
The city council figure was announced soon after the strike, when access to the ruins, communications and records were severely disrupted. Later investigations had more time to interview survivors and analyse images, but they still faced a destroyed building, incomplete records and people who had escaped or died without being documented.
Different definitions of who was present
“How many people were in the theatre” is not the same question as “how many people died.” Estimates of occupancy include people in the main hall, basement, side rooms, forecourts and nearby areas. Some people had reportedly left during the two days before the attack. Others were in the basement or other parts of the structure that offered greater protection from the blast. Those factors can produce a lower assessed death toll even when the building was crowded.
Different evidence and uncertainty language
Amnesty’s wording—“at least a dozen” and “likely many more”—expresses a lower bound and substantial uncertainty. AP’s “about 600” is a reconstructed estimate based on spatial modelling and witness accounts. The city council’s “about 300” was an early local report. “About,” “at least,” “likely” and “estimate” are not interchangeable terms, so none of these figures should be presented as a definitive total or added together.
Amnesty said it collected 53 first-hand testimonies between 16 March and 21 June 2022; 28 witnesses had been inside or adjacent to the theatre during the attack. Its Crisis Evidence Lab examined 46 public and 143 privately shared photographs and videos. Those numbers describe the scale of the investigation, not the number of victims.

What weapon was probably used?
Amnesty commissioned blast modelling and judged that two 500-kilogram bombs of the same model were the most likely weapons. The organization assessed that they were probably dropped by a Russian fighter aircraft and listed possible aircraft types, but it did not establish one exact aircraft. The OSCE report summarizes this assessment.
The distinction between “most likely” and “proven” is important. Damage patterns, blast effects and witness observations can support a weapon assessment, yet they do not necessarily identify the individual aircraft, crew or chain of command. The bomb description should therefore be reported as an investigative inference rather than a conclusively adjudicated fact.
What is established, and what remains unresolved?
Strongly supported findings
- The strike occurred on 16 March 2022, shortly after 10 a.m. local time.
- The theatre was being used by civilians as a shelter, aid distribution point and place to organize evacuation.
- Large “Дети” (“children”) markings were painted outside and were visible in satellite imagery.
- The blast destroyed the roof and major sections of two walls while civilians were inside or nearby.
- Amnesty concluded that Russian forces deliberately attacked a civilian object and called the act a war crime.
- The OSCE found strong reasons to believe Russian forces were responsible, while making its legal assessment conditional on confirmation of the circumstances.
Questions that cannot be answered with a settled number or judgment
- The final number of people killed has not been independently confirmed in the cited sources.
- The exact number of civilians inside and around the theatre at the instant of impact is unknown.
- The specific aircraft, crew and unit that delivered the bombs have not been conclusively identified in these findings.
- The available material does not establish a final court judgment assigning criminal responsibility to named individuals.
Why the attack is treated as a possible war crime
The legal issue is not simply that a building was destroyed during a battle. International humanitarian law requires parties to distinguish civilians and civilian objects from military objectives and prohibits intentionally directing attacks against civilians. A theatre functioning as a shelter, with prominent children’s markings and no evidence in Amnesty’s investigation that Ukrainian forces used it as a military base, presents a fundamentally different case from an identified military target.
Amnesty’s conclusion is categorical because it considers the deliberate air strike explanation best supported by the evidence. The OSCE uses conditional wording because its mandate was to establish facts and assess legal implications rather than issue a criminal verdict. Those formulations can be read together without treating either as a substitute for a court ruling.

The most reliable way to read reporting about the Mariupol theatre is to keep four elements separate: what happened to the building, who investigators believe was responsible, how many people may have died, and what legal process remains. The first two have converging investigative findings. The third remains disputed because the evidence is incomplete and methods differ. The fourth requires judicial proceedings that are not supplied by these reports.
For a source-by-source account, consult Amnesty International’s investigation summary, its detailed report, the OSCE report and AP’s reconstruction. Reading the original qualifications prevents an early announcement, a modelled estimate or an institutional conclusion from being mistaken for a final official count or verdict.
