A proposed AI data centre should come with a public timeline, proposal-specific electricity and water figures, off-site infrastructure plans, enforceable neighborhood protections, and a clear accounting of public costs and benefits. The label “AI” does not create one national approval process: zoning, utility regulation, environmental permits, water rights and public-record rules depend on the site and the project.
Use the questions below with the developer, planning staff, utility, water authority and elected officials. Treat a projection, a permit condition, a signed agreement and a measured operating result as different kinds of evidence, and ask who will verify each promise after opening.
Start before the key decisions are made
Get a written project timeline at the first public meeting. It should show when the developer will submit applications, when technical studies will be available, the dates of hearings and comment periods, and when each decision-maker can still change the design or impose conditions. Ask the clerk or planning department where one complete set of plans, studies, draft agreements and decision dates will be posted. If documents are split among agencies, request an index with links and the responsible contact for each item.
Ask residents to be notified before an application is deemed complete, not only before a final vote. Early notice lets a community identify missing studies, request alternatives and organize independent review while changes are still possible. The University of Iowa Data Center Decision Tool suggests public meetings, informational sessions, surveys and a dedicated city or county web page. Canada’s federal principles similarly call for early, transparent engagement, but that policy wording is not automatically a legal requirement in every jurisdiction.

For a model of the kind of disclosure a government can require, Maryland’s 2026 executive order calls for project data, commitments, annual reports and public comment through a public dashboard (Executive Order 01.01.2026.16). Ask your own officials whether an equivalent dashboard, public file or recurring report can be required under local law.
Define the proposal and the parties behind it
Before debating impacts, establish exactly what is being proposed. Ask for the legal names of the developer, property owner, long-term operator, parent or controlling entities and any known anchor tenant or major user. Maryland’s disclosure model is a useful question to copy; it is not a rule that automatically applies elsewhere.
- What is the surveyed site boundary, and how many buildings, generators, substations, transmission lines, pipelines or other related facilities are planned?
- What computing capacity, peak electricity demand, average load, water demand and backup-generation capacity are expected?
- What is the construction sequence, with dates for site work, each building, utility connections and commissioning?
- Is this one campus or several phases under common control? Which thresholds apply to the entire campus rather than to each building separately?
- Which local, regional and state approvals are required, who issues them, and where can residents comment or appeal?
The Iowa tool advises local governments to consider treating multiple buildings and phases under common control as one campus, with thresholds based on building size, megawatts, water demand, backup generation or other measurable impacts. Ask the zoning authority to explain in writing how it will aggregate phases and connected off-site infrastructure.
Examine land use and neighborhood conditions
Ask whether the zoning code defines a data centre as a distinct use and whether a conditional- or special-use review is appropriate. Request the exact standards that will govern building height and mass, setbacks, landscaping and buffers, visual screening, lighting, ordinary noise and low-frequency sound. The Iowa guidance identifies property-line sound limits, dBA and low-frequency dBC measurements as issues local standards can address; ask planners which standards are legally available at this site rather than assuming another state’s limits apply.

Map homes, schools, hospitals, wetlands, watersheds, parks and other sensitive receptors. Ask for site-specific studies that explain baseline conditions, measurement locations, methods and the duration of monitoring. Require the proposal to show related transmission lines, substations, pipelines and generation equipment, not just the main building. A quiet building can still bring noise, light, traffic or safety impacts from equipment several miles away.

Construction questions
- What are the allowed construction hours, haul routes, truck counts and worker-parking arrangements?
- Where will equipment, soil, fuels and temporary utilities be staged?
- How will the project control dust, mud, runoff, vibration and nighttime lighting?
- How will emergency vehicles reach nearby properties while roads or water mains are under construction?
- Who receives complaints, what response time is promised, and will a public log show the issue, action and resolution?
Ask for periodic post-construction sound and lighting testing, with the method, locations and corrective action written into a permit or agreement where local law allows. A voluntary statement that equipment will be “quiet” or “dark-sky friendly” is not the same as a measurable limit.
Get project-specific electricity numbers and cost allocation
Do not accept a single headline megawatt figure. Request average and peak demand by phase and year, the expected ramp-up schedule, operating hours and the assumptions that could change those figures. Ask whether the number is the facility’s meter load, the total campus load or an estimate that includes future expansion.
- Trace the supply. Identify the serving utility, proposed transmission, substations, distribution work, on-site generation, storage and temporary connections.
- Assign every cost. Ask which upgrades the developer will pay for and which could reach other customers, public budgets or ratepayers. Request an independent utility or rate-impact analysis.
- Describe backup operation. For each generator, ask the fuel, rated output, testing schedule, expected emergency hours, air permit, noise controls and emissions monitoring. Include batteries and any temporary generation.
- Test flexibility claims. Can computing loads be curtailed or shifted during grid stress? What renewable or lower-emission supply is proposed, and how will certificates, contracts and actual consumption be verified?
- Set reporting terms. Seek monthly or annual disclosure of peak demand, total electricity, fuel use, generator hours and compliance with any procurement or curtailment commitment.
Canada’s responsible-development principles state that project-driven electricity costs should not be shifted to existing customers and that directly attributable connections and upgrades should be borne by proponents (Canada’s Responsible Data Centre Development Principles). That is federal guidance, not a universal local tariff rule, so ask the relevant utility regulator how the principle is implemented in your jurisdiction.
When residents ask, “Will a data centre raise my electricity bill?”, the answer depends on the utility’s tariff, the allocation of network costs and any incentives. Insist on a written analysis of those items instead of a guarantee that bills will or will not change.
Demand a complete water and wastewater accounting
Use the Iowa tool’s precise prompt in meetings: “What amount of water will the data center need each day and each year (average day, maximum day, annual total, peak hours, and consumptive use versus water returned as wastewater or discharge)?” Request the answer in the same units for every phase, with the assumptions behind weather, utilization and cooling.

- What is the source: municipal supply, groundwater, surface water, reclaimed water or a combination?
- What is withdrawn, consumed through evaporation or other processes, and returned as wastewater or discharge?
- Which cooling system is proposed, and what alternatives were evaluated?
- Can the utility and watershed meet average and maximum demand during drought, low-flow periods and competing uses?
- Are water mains, fire flows, sewer capacity and treatment facilities adequate, and who pays for expansion?
- Can reclaimed or non-potable water, closed-loop equipment or other lower-impact designs work at this site?
- How will withdrawals, consumption, discharge quality and unusual events be metered, reported and independently checked?
The Iowa guidance warns that forecasts can be difficult and that a gap between projected peak demand and actual use can burden a water utility. Canada’s principles call for minimizing freshwater consumption and transparently reporting water use and environmental impacts with recognized standards. Do not assume closed-loop cooling is water-free, or that two facilities with the same building size use the same amount of water.
Ask for drought and low-flow triggers, curtailment plans, fire-flow calculations and the remedy if the facility exceeds its allocation. Separate a one-time connection charge from recurring treatment, pumping and expansion costs, and identify which customers bear each cost.

Review environmental, health and cumulative effects
Request every study and permit record covering air emissions from generators, water withdrawals and discharges, stormwater, wetlands and habitat, noise, traffic, light and construction dust. Ask analysts to include cumulative effects from related power infrastructure and nearby facilities, not only the parcel under review.
For each monitoring program, ask for the baseline, instruments, locations, sampling frequency, data retention period, public-access method and threshold that triggers action. Who receives an alert when a limit is exceeded? What correction, shutdown or financial remedy follows? Ask whether an independent technical reviewer can examine the developer’s models. The Iowa tool identifies third-party technical review as one possible community response when specialized questions exceed local capacity.
Separate health evidence from general concern. A permit may control a specific pollutant or sound level without proving that every cumulative effect is harmless. Ask agencies to explain the legal standard they are applying, the uncertainty in the model and the alternatives considered.

Calculate public costs, benefits and enforceability
Request a net fiscal and economic analysis that shows construction and permanent jobs separately, expected local hiring, wages, tax receipts, fees, public-service demand and infrastructure costs. Compare those results with alternative land uses and the full term of any incentive. Pennsylvania’s Data Center Planning Toolkit treats infrastructure and fiscal effects as core local-government review subjects.
- List every proposed abatement, exemption, grant, utility discount, publicly financed road or utility and other incentive.
- Identify each affected taxing entity and the services it must provide during construction and operation.
- Ask whether the analysis includes fire protection, emergency planning, road maintenance, water and sewer expansion, debt service and eventual site security.
- Require measurable targets, dates, reporting duties, remedies and successor or assignee obligations in a signed agreement.
- Ask what happens if investment, jobs, tax receipts or community benefits fall short. Is there a clawback or another enforceable remedy?
- Establish who funds decommissioning, equipment removal, environmental cleanup and site restoration at the end of operations.
Job announcements, tax projections and clean-energy claims are forecasts until binding terms and verification exist. Ask whether benefits were defined with residents and whether they address locally identified priorities rather than substituting for required mitigation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Make participation and records usable
Ask the developer and government to name a community contact, publish a document index and explain how questions will be logged and answered. Request accessible meeting times, remote participation, language access and plain-language summaries of technical studies. Ask what information is claimed confidential, the legal basis and duration of that restriction, and what nonconfidential summary will be released before a decision.
Canada’s policy wording is explicit: "Proponents must engage early and transparently with impacted local governments and Indigenous communities on data centre projects and respect local approval processes." — Innovation, Science and Economic Development Canada. It is a federal principle, not a blanket legal mandate. Residents should still ask local officials to identify the applicable notice, hearing, records and consultation rules, including any obligations to Indigenous communities.
Keep a dated question register. For every answer, record whether it is a projection, permit condition, signed commitment or measured result; the unit and boundary; the responsible party; and the date when verification is due. That record makes it harder for a later presentation to quietly replace one definition with another.

Set conditions for opening and continued operation
Approval should not end public oversight. Ask for annual or more frequent disclosure of actual electricity and fuel use, peak demand, water withdrawals and consumption, generator hours, employment and wages, mitigation performance, complaints, ownership or tenant changes and progress against every commitment. Specify who verifies the reports, whether raw data will be available and how residents can request correction or trigger a review.
Maryland’s executive order offers a jurisdiction-specific model: a public dashboard and annual reporting on electricity and fuel, water by source and use, employment, environmental measures and progress against commitments. Ask whether your locality can adopt a similar system, even if it cannot copy Maryland’s order.
Include change-of-control rules. A sale to a new operator, a different anchor tenant, a larger computing load or a new cooling system can alter impacts. Ask which changes require a new permit, public notice or amended agreement, and whether obligations follow the property and successors.
Compare sites, designs or conditions on the same axes
When more than one proposal is available, use one worksheet for all of them. The sources support the following decision dimensions, but they do not establish a universal numerical scoring formula:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Comparison axis | Questions to record for every option |
|---|---|
| Land-use fit | Zoning status, nearby homes and sensitive receptors, setbacks, buffers, visual effects and off-site infrastructure. |
| Electricity | Peak and annual demand, ramp-up, supply route, required grid work and allocation of connection and upgrade costs. |
| Water | Source, average and maximum demand, annual consumption, cooling design, wastewater, drought resilience and fire flow. |
| Environmental and safety effects | Generator emissions, sound, light, traffic, habitat, stormwater, construction disruption and emergency readiness. |
| Public value | Taxes, fees, jobs, incentives, service costs, alternative land uses, clawbacks and decommissioning responsibility. |
| Accountability | Quality of disclosure, independent review, monitoring, complaint handling, reporting frequency and remedies. |
Do not rank an option highly because it has a larger promised benefit while leaving its costs unpriced. A smaller facility with transparent limits and funded infrastructure may present less public risk than a larger proposal with impressive but unenforceable projections.
A meeting-ready checklist
- Obtain the site plan, campus phases, ownership structure and approval timeline.
- Request peak and average electricity by phase, supply routes, upgrades and cost allocation.
- Request daily, maximum-day, peak-hour and annual water figures, with withdrawals, consumption and returns separated.
- Map receptors and require studies for noise, low-frequency sound, lighting, air, traffic, stormwater, habitat and cumulative effects.
- Put construction hours, haul routes, complaint response, monitoring and corrective action into proposed conditions.
- Calculate incentives, public-service costs, jobs, taxes, alternatives, clawbacks and decommissioning funding.
- Secure a public document location, named contacts, accessible hearings and a dated response log.
- Write measurable commitments, verification methods, successor obligations and recurring reports into permits or signed agreements.
The most useful outcome is not a promise that an AI data centre will be harmless or beneficial. It is a record of specific limits, costs, responsibilities and data that residents can check before construction and after the facility is operating.
