John Oliver’s February 23, 2025 Last Week Tonight segment examined Facebook’s content moderation changes amid Meta’s January announcement that it would end third-party fact-checking in the United States and shift to a contributor-written Community Notes system. Meta also announced changes to enforcement and political content in feeds; those were the company’s stated plans, not proof of how consistently they would work in practice.
What was John Oliver’s Facebook moderation segment about?
The official Last Week Tonight with John Oliver YouTube channel published the segment on February 23, 2025. Its description says Oliver discusses Facebook’s controversial new moderation plans. The segment followed a news moment shaped by Meta CEO Mark Zuckerberg’s January announcement to loosen some content rules and change fact-checking, as The Guardian reported the next day.
The central issue is not simply whether Facebook moderates posts. It is who decides that a post needs context or action, what happens to the post afterward, and what avenues exist to challenge a decision.
What did Meta announce in January 2025?
On January 7, Meta Chief Global Affairs Officer Joel Kaplan announced changes to the company’s content moderation approach. Meta framed the shift as a response to over-enforcement and mistakes, and as a renewed commitment to free expression. Those are Meta’s stated reasons, not an independent assessment of the policy’s effects.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Fact-checking in the United States: Meta said it would end its third-party fact-checking program in the US and begin moving to Community Notes. Kaplan wrote: “We will end the current third party fact checking program in the United States and instead begin moving to a Community Notes program.”
- Enforcement priorities: Meta said automated systems would focus on illegal and high-severity violations. For less severe violations, it said the company would generally act after receiving a user report.
- Removal and distribution decisions: Meta said it would raise the confidence threshold for removing content and reduce demotions. Removal takes content down; demotion limits how widely it is distributed. They are different consequences.
- Rules and feeds: Meta said it would loosen restrictions on some topics it described as part of mainstream discourse and personalize political content in users’ feeds.
These were announced changes, not a promise that every category of content or every region would follow one identical process. The January announcement specifically tied the end of third-party fact-checking to the United States.
How was Community Notes supposed to work?
Meta’s March 13, 2025 announcement said testing would start in the United States on March 18. In an April 7 update, Meta said notes were beginning to appear on Facebook, Instagram, and Threads in the US. The company described a system in which contributors write and rate notes, with publication requiring agreement among contributors who have differed in their views.

Meta said notes would add context without reducing the distribution of the post they appear on. That distinction matters: a note is not the same as taking down a post or limiting its reach. The announcements describe Meta’s design and rollout plans; they do not establish that notes are accurate, representative, or effective in every case.
Meta said around 200,000 people in the United States had signed up across Facebook, Instagram, and Threads before public notes began appearing. That is a company-reported sign-up figure, not evidence that contributors represent the wider public or that the system produces reliable results.

What do Meta’s moderation figures show—and what don’t they?
Meta has published figures about enforcement volume and mistakes, but each number needs its stated period and qualification:
| Figure | What Meta said it measures |
|---|---|
| Millions of pieces of content each day | In December 2024, Meta said it removed this amount daily, representing less than 1% of content produced each day. |
| One to two out of every 10 | In January 2025, Meta estimated that this share of the relevant December 2024 enforcement actions might have been mistakes. This was Meta’s estimate, not an independently audited rate. |
| Roughly 50% reduction in enforcement mistakes | In a May 29, 2025 update, Meta reported this reduction on its platforms in the United States from Q4 2024 to Q1 2025. It is a company-reported change over that period, not an independent measurement. |
The January estimate and the later reported reduction are not interchangeable: one estimates the possible share of mistakes in a particular set of enforcement actions; the other compares Meta’s reported mistake figures across two quarters. Neither, by itself, establishes the overall accuracy of Meta’s moderation or Community Notes.

What can users do if Facebook removes or leaves up content?
The Oversight Board is a separate review body. It says people may challenge certain Facebook, Instagram, or Threads content decisions after exhausting Meta’s appeals process. In its first five published decisions, it overturned four Facebook decisions, upheld one, and made nine recommendations.
That provides a route for review in some cases, but those early decisions do not settle broader questions about the Board’s independence or whether its recommendations make moderation more effective. Meta’s earlier 2020 account of its review approach described a combination of user reports, technology, human review, and Community Standards; it is historical context, not a complete description of the current process.

How to compare the systems fairly
Third-party fact-checking and Community Notes differ in who assesses a claim and how context is attached. Enforcement decisions are another layer: they determine whether content stays up, loses distribution, or is removed. A meaningful comparison should ask:
- Who makes or rates the determination: professional fact-checkers or platform contributors?
- What follows: a context note, reduced distribution, removal, or no action?
- Where and when does the system apply?
- Can the decision be appealed, and what oversight exists?
Meta’s announcements explain its intended design and rationale, but they do not demonstrate which approach is more accurate. The episode is most useful as an entry point to those questions—not as a substitute for distinguishing policy announcements, platform enforcement, and independent review.
