What Broadcasters and Streaming Platforms Look for When Acquiring Documentaries

There is no universal documentary-buying checklist. Commissioners and acquisition teams make outlet- and project-specific decisions, but the strongest proposals consistently combine a distinctive story, credible access, compelling characters, visible narrative movement, a clear audience promise and a practical delivery plan. They also need to fit the buyer’s current brief, platform and economics.

The route matters as much as the idea. A broadcaster may commission a proposal, an acquisitions team may buy a finished film or negotiate a pre-buy, and a distributor may license a completed or financed project. Each route requires different materials, rights and submission eligibility.

What buyers are really deciding

A buyer is not simply asking whether a subject is important. The decision is whether this particular project can become a programme that viewers will choose, that the outlet can schedule or surface on its platform, and that the production company can deliver at an acceptable price and level of risk.

Channel 4’s 2025 commissioning framework identifies four considerations: creative quality, fit with current strategy and briefs, price, and confidence in the supplier’s ability to deliver. Those criteria apply to commissions for its television channels and designated streaming service. They are a useful model of the decision, not a universal formula used by every buyer.

Public information from Netflix explains how projects are submitted but does not publish an internal documentary scoring system. A public BBC Northern Ireland brief from Autumn 2025, covering proposals for 2026 onward, gives a more specific example of how a buyer can translate broad editorial goals into format, audience and presentation requirements.

Commissioning, acquisition and distribution are different deals

Before preparing a pitch, identify what stage your project is at and which kind of transaction you are seeking.

Route What the documented routes support Questions to answer
Commissioning an idea Channel 4 publishes editorial priorities and accepts ideas through its commissioning processes. BBC Northern Ireland issues specific briefs. Netflix requires a pitch to come through an established intermediary with an existing relationship. Does the project fit a live brief? Is the submitter eligible? What audience, format, rights and delivery plan are proposed?
Acquisition or pre-buy Channel 4 Acquisitions describes buying finished programmes and films, factual content and unscripted pre-buy opportunities. How complete is the project? Which rights and territories are available? Can the buyer commit before completion, and what delivery materials exist?
Distribution or licensing PBS Distribution considers eligible completed programmes and films in production when funding is attached. It asks for a viewing link or trailer, treatment, budget and finance plan where applicable. What territories and rights can be licensed? Is the project complete or financed? What deliverables and clearances are ready?

A distributor is not automatically a broadcaster. PBS Distribution states that it does not license programmes for PBS broadcast in the United States or the United Kingdom, so a distribution inquiry should not be presented as a PBS broadcast submission.

The editorial qualities buyers repeatedly emphasise

A proposition that feels new now

Channel 4 asks whether a proposal is genuinely new, says something about society now and tells a story that has not previously been told in that way. Its documentary description also calls for work that is distinctive and eye-catching. Novelty can come from the subject, but it can also come from access, point of view, structure, visual language or the moment in which the film is being made.

  • No more fumbling in the dark: See what you’re pressing with backlit buttons.
  • Say goodbye to batteries: Keep your remote powered for months on a single charge.

Do not claim that a familiar topic is new merely because it has a new title. State exactly what the audience will see that previous coverage could not show, and why the story has urgency or relevance at this point.

Authentic, demonstrable access

Channel 4’s documentary language highlights authenticity and extraordinary access that feels like a privilege to the viewer. Access is useful only when it creates scenes, evidence or relationships that carry the film. A letter saying that someone is willing to talk is weaker than a realistic description of what the crew will be allowed to witness, for how long and under what restrictions.

  • Name the people, places, records or processes that can be filmed.
  • Explain what access is confirmed, what is being negotiated and what depends on consent or legal clearance.
  • Show how the access produces moments of change, conflict, discovery or consequence rather than simply supplying background interviews.

Characters and narrative movement

Commissioners need a reason for viewers to continue watching. The BBC Northern Ireland brief sought story-led factual work with scale, drama, impact, compelling characters and unpredictable developments. It specifically described an appetite for story-led factual rather than programmes driven only by an issue, theme or location.

Build the proposal around people whose choices and circumstances can change. Identify the central question, the obstacles and the developments that could alter the direction of the film or series. A subject can be socially important and still lack a workable narrative if nothing unfolds on screen.

A clear audience promise

A buyer should understand the viewing experience from the title, logline, synopsis and proposed imagery. The BBC Northern Ireland brief asked for bold titles and striking images that make an unambiguous promise. That is a buyer-specific instruction, but the principle travels: communicate the programme’s tone and proposition quickly without reducing it to sensationalism.

Platform and format fit

The BBC Northern Ireland brief asked suppliers to pitch with iPlayer consumption in mind, relate episode lengths and shapes to the story arc and consider binge viewing. These are dated, buyer-specific requirements, not a rule that every streamer prefers the same structure. They demonstrate why a proposal should explain why its length, episode breaks and release pattern serve the story and the intended platform.

A supplier the buyer can trust

Creative quality does not remove delivery risk. Channel 4’s guidelines explicitly include confidence in the supplier’s ability to deliver and the price alongside editorial fit. Include the relevant producing experience, access plan, schedule, key personnel, compliance approach, budget logic and any dependencies that could change the cost or timetable.

Remit and tone

Channel 4’s documentary description has historically covered contemporary and entertaining films, director-led series and experiments with documentary form. That page dates from 2011, so its strands, examples and contacts should not be treated as current instructions. It remains useful as an illustration of how an outlet describes range and ambition: study the current brief and recent commissions instead of copying old labels.

How to pitch a documentary to Netflix

Netflix’s public submission information is procedural rather than a statement of documentary preferences. It says that an idea or production must be pitched through a licensed agent, producer, attorney, manager or industry executive who already has a relationship with Netflix. It does not accept unsolicited submissions without that route.

The same page says Netflix finds projects through creative executives and buyers, relationships with the creative community and talent agencies, and finished works shown at festivals or other established venues. Therefore, an unsolicited email from an individual filmmaker is not a viable submission path. Work through an eligible intermediary and prepare materials that make the project easy for that intermediary to advocate: a precise logline, character access, story trajectory, status, rights position, budget range and delivery plan.

Do not present a general list of supposed Netflix documentary rules as fact. The public information does not reveal how Netflix ranks projects internally or which subjects it will commission at a given time.

How to build a buyer-ready proposal

  1. Define the one-sentence story. State who the film follows, what is happening and what is at stake. Add what is new about the telling now.
  2. Introduce the central characters. Explain their roles, motivations, vulnerabilities and relationships. Identify what could change for them during production.
  3. Map the narrative. Describe the opening situation, likely turning points, escalating complications and possible resolution. For a series, show how each episode advances the larger arc rather than repeating the premise.
  4. Prove the access. Separate confirmed access from hoped-for access. Give concrete scenes, locations, documents, events or processes that the access could make possible.
  5. State the audience promise. Describe the viewing experience, tone and emotional or intellectual payoff in language appropriate to the buyer’s audience.
  6. Explain the platform fit. Address proposed duration, episode shape, release logic, visual approach and why those choices suit the story and outlet. If the buyer has a live brief, answer its wording directly.
  7. Show production control. Include schedule, budget assumptions, production team, safeguarding and compliance considerations, legal or access dependencies and a realistic plan for delivery.
  8. Clarify stage and rights. Say whether the project is an idea, developed proposal, in production or finished. List available territories, underlying rights, archive permissions, music status and any existing commitments.
  9. Ask for the correct transaction. Specify whether you seek a commission, co-production, pre-buy, acquisition or distribution arrangement. A buyer cannot assess a project properly if the commercial request is unclear.

BBC Northern Ireland strand Example tariff Qualification
High-impact, story-led factual documentary £90,000–£130,000 per hour BBC Northern Ireland example in the 2025 brief for proposals for 2026 onward; not a general market rate or guaranteed budget.
True North/Our Lives documentary strand £55,000–£65,000 per half hour BBC Northern Ireland example in the same 2025 brief; not a rate for other BBC regions or buyers.

Use these numbers only when your project matches the stated region, strand and brief. They do not establish what a commercial streamer, another broadcaster or an international distributor will pay. A credible budget should connect each major cost to the proposed access, schedule, rights and deliverables rather than adopting a tariff as an assumed price.

Submission routes and eligibility

BBC proposals

BBC PiCoS information states that proposals from production companies must be submitted through the BBC’s online system for formal consideration. It is not described as a route for members of the public or individuals outside a production company. Because online terms and eligibility can change, verify the live system’s current requirements before submitting.

Channel 4 commissions and acquisitions

Channel 4’s commissioning framework describes how it assesses ideas, while its acquisitions team describes sourcing finished programmes and films, factual programming and unscripted pre-buy opportunities. A finished film should be presented as an acquisition opportunity with clear delivery materials and rights, not as though it were still an unformed idea.

PBS Distribution inquiries

PBS Distribution says a filmmaker may inquire about a completed film or a project in production with funding attached. Its requested materials include a viewing link or trailer, detailed treatment, budget and finance plan where applicable. Confirm the distribution territories and rights position before approaching, and distinguish the distributor’s licensing role from PBS broadcast commissioning.

Common reasons otherwise strong pitches fail

  • The subject replaces the story. A serious issue is not enough when no characters, scenes or unfolding stakes are identified. Build a narrative around people and decisions.
  • Access is asserted but not demonstrated. Replace vague promises with named access, likely scenes and a plan for permissions.
  • The proposal ignores the buyer’s brief. Explain the fit with the current strategy, audience and platform instead of sending the same deck everywhere.
  • The format is imposed before the story is understood. Let episode length and structure follow the arc; explain why the proposed shape helps viewers follow developments.
  • The stage is ambiguous. State whether the work is an idea, in production or complete, and identify what finance, rights and materials are already secured.
  • The route is ineligible. Netflix requires an established intermediary; BBC PiCoS is described for production companies; distribution inquiries have their own material and rights requirements.
  • The economics are missing. Include a budget rationale, schedule and delivery capability. Price is considered alongside creative quality by Channel 4.

A practical final check before submission

  • Can a reader repeat the story and its new element after one sentence?
  • Are the central characters, stakes and likely developments visible?
  • Is access specific, realistic and tied to scenes?
  • Does the title, synopsis and imagery make the same clear promise?
  • Does the format serve the story and the named platform?
  • Is the project stage, rights position, budget and delivery plan explicit?
  • Are you using the correct eligible route for this buyer?
  • Have you treated dated briefs and tariff examples as limited evidence rather than universal rules?

The most defensible strategy is to treat every buyer as a particular editorial and commercial environment. Lead with a story viewers will follow, support it with access that creates real scenes, show why the project belongs on that outlet now, and make delivery and rights easy to understand. That combination answers the questions commissioning and acquisition teams can actually act on.
