Vancouver Shelter, Supportive Housing, and Affordable Housing: What’s the Difference?

In Vancouver, shelters provide temporary accommodation, supportive housing is a rented home with services, and affordable housing describes cost or eligibility. Supportive homes can be affordable, but the terms are not interchangeable.

In Vancouver, a shelter is an immediate or temporary place to stay; supportive housing is a rented home with support; and affordable housing describes rent or eligibility, not whether services are provided. These categories can overlap: supportive housing can also be affordable, but an affordable home is not automatically supportive housing.

How the three housing terms differ

Category What it means in Vancouver What it is for Support and payment
Emergency shelter Immediate or temporary accommodation, including permanent year-round shelters, temporary shelters, and extreme-weather response options. A place to stay during homelessness or crisis, with connections to services and help finding more appropriate permanent accommodation. It is a shelter stay rather than a permanent home category. The City’s definition emphasizes access to health, social, and housing services. City of Vancouver: Shelters
Supportive housing Subsidized or affordable rental housing that combines a home with on-site support and connections to services. A home for people who need help to live independently or maintain housing stability. Residents pay rent. Supports can include life-skills assistance and connections to primary health care, mental-health, or substance-use services. City of Vancouver: Rapid response to homelessness
Affordable housing Housing that meets an affordability measure or the requirements of a program or project. Housing for people whose income or circumstances meet the relevant criteria. The affordability label alone does not establish whether services are offered. Vancouver’s rental inventory refers to Housing Income Limits and lower-end-of-market rents as distinct measures. City of Vancouver: Rental housing inventory

The simplest way to keep the terms straight is to ask what each one describes. “Shelter” describes a temporary response to an immediate need. “Supportive” describes a home combined with help. “Affordable” describes the cost or eligibility rules. They are not three mutually exclusive levels of accommodation.

For a practical comparison, look at four things: whether the stay is temporary or a home, how rent and affordability are defined, whether supports or service connections are included, and which organization handles access. A shelter may connect someone to services, but that does not make the stay supportive housing. A supportive home may meet an affordability measure, but that does not mean every affordable rental includes support.

Is supportive housing the same as a shelter?

No. A shelter offers immediate or temporary accommodation; supportive housing is a rented home. The City of Vancouver makes the distinction explicit on its Rapid Response page: “These buildings are not being used as shelters – they will be homes and all residents will be pay rent.” That is the City’s wording, and its central point is that supportive housing is housing, not a shelter stay.

Supportive homes may include on-site assistance as well as referrals or connections to outside services. The specific supports vary by building and program. Examples cited by the City include life-skills training and connections to primary health care, mental-health, or substance-use services. Support is intended to help residents maintain housing stability; it does not make the home a shelter.

The City’s definition also helps distinguish support from the physical accommodation: supportive housing pairs a home with support, while a shelter is an immediate or temporary place to stay that can connect people with health, social, and housing services. The presence of service connections alone is not the deciding factor; the intended housing arrangement matters.

What “affordable” means—and what it does not promise

Affordable housing is an umbrella description tied to rent levels or eligibility criteria, not a guarantee of a particular support package. Vancouver’s rental inventory points to two different ways projects may describe affordability:

  • Housing Income Limits (HILs): BC Housing describes HILs as maximum gross household incomes for affordable-housing eligibility. The City’s rental inventory links to a 2023 HIL reference; consult the current BC Housing table for applicable limits rather than treating an older figure as current.
  • Lower-end-of-market rents: The City describes these as rents discounted from appraised market rents for each project by neighbourhood. The amount and eligibility rules depend on the project.

These are not interchangeable measures. An income limit describes the maximum gross household income used for eligibility in a relevant program; a lower-end-of-market rent is described as a discount from the appraised market rent for a specific project and neighbourhood. Neither label, on its own, tells an applicant the exact rent and full rules for a particular unit.

Some policies use a narrower definition than the general phrase “affordable housing.” For example, the City’s June 2025 description of its social-housing initiative says at least 30% of units must be at or below Provincial Housing Income Limits and that all units must be owned by non-profit organizations or government entities. The same City page says social housing can include supportive housing. Those criteria apply to that initiative; they should not be assumed to govern every home advertised as affordable.

  • No more fumbling in the dark: See what you’re pressing with backlit buttons.
  • Say goodbye to batteries: Keep your remote powered for months on a single charge.

Because affordability can be defined in different ways, a prospective applicant should check the rent calculation, income limits, household rules, and application process for the particular building or program. The broad label alone does not tell you the monthly rent or whether a unit includes support services.

How the categories overlap

Supportive housing can be affordable housing because it is often subsidized or offered at an affordable rent. But the words answer different questions: supportive housing tells you that accommodation is paired with support, while affordable housing tells you that a rent or eligibility measure applies. A home can be both.

Likewise, a shelter may connect someone with housing and support services without becoming supportive housing. Service connections are part of a shelter’s role, but the accommodation remains an immediate or temporary stay. The distinction is the nature of the place and the intended housing arrangement, not simply whether a worker or service is available.

It is therefore more accurate to think of these labels as describing different dimensions than as three steps on one ladder. “Shelter” says something about the immediate or temporary role of a place. “Supportive” says that housing and help are combined. “Affordable” says that a price or eligibility condition applies. To understand a specific option, ask what it offers on each dimension rather than infer one feature from another.

How many supportive homes are in Vancouver?

The City reported approximately 8,000 supportive-housing units on its page accessed in 2026. Its total includes permanent supportive housing, temporary modular housing, single-room-occupancy hotels operated as supportive housing, and former hotels repurposed as supportive housing. This is the City’s reported estimate, not an independently verified count, and it combines several kinds of stock.

A separate City project page describes a partnership with BC Housing to create approximately 350 planned permanent supportive homes on City-owned land. The City also says it issued an implementation note on March 13, 2025, after Council’s February 26, 2025 motion temporarily pausing new supportive-housing investments; the note describes a focus on upgrading existing stock. These are distinct pieces of information: the project page describes planned homes, while the later implementation note describes policy direction. Project timing, status, and policy can change, so check the City’s current pages before relying on either figure.

The 8,000-unit estimate and the 350 planned homes are not directly comparable counts: one is a reported estimate of existing supportive-housing stock across several types, while the other is a project description of planned permanent homes. The policy update should also be read alongside the project information, not treated as proof that a specific project has been completed or cancelled. Recheck both pages for current status.

How to find a shelter or apply for housing

If you need a shelter or a winter response site

Use live listings rather than an old directory or article. The City directs people to BC 211’s shelter list and its own winter-response listings and maps. Shelter availability can change quickly, so confirm current locations and access details through those services.

The City’s winter-response information says warming centres activate when the temperature drops below -4°C or feels like -4°C. This operational threshold may be updated; check the City’s current winter-response page for active locations and current criteria before travelling.

If you are seeking supportive housing

The City says it does not manage supportive housing and directs applicants to BC Housing. Start with BC Housing’s current application information and follow the eligibility and referral instructions for the relevant housing option. A City page is useful for understanding the category, but it is not itself an application channel.

If you are looking for affordable rental housing

Consult the City’s rental housing inventory for non-market housing information and links to BC Housing application routes. Eligibility, rent calculations, and application steps vary by project; check each listing’s criteria rather than assuming that one income limit or application form covers all affordable rentals.

If you already live in Vancouver supportive housing

A resident who is stable and ready for more independence may be eligible for referral to the City’s STEP program. STEP is voluntary and choice-based. The City reports a 90% one-year retention rate for STEP clients on its program page accessed in 2026; that figure applies to STEP clients, not to all supportive-housing residents or to a comparison among shelters, supportive housing, and affordable housing.

The retention figure should be read narrowly: it describes STEP clients over one year, as reported by the City. It is not evidence that every resident in supportive housing has the same outcome, nor a score that can be used to compare housing categories. The City material does not provide a common outcome measure for shelters, supportive housing, and affordable housing as a whole.

Which option fits a particular need?

  • Immediate place to stay: Look for an emergency shelter or an active extreme-weather response option using current BC 211 and City listings.
  • A home with support to sustain housing: Look into supportive housing and the BC Housing application route identified by the City.
  • A lower-cost rental home: Check the specific affordability measure, rent, income eligibility, and application process in the City inventory and the project’s own information.
  • More than one need: Ask whether a particular home combines affordability with support. The category names alone do not establish the details of a specific unit.

These are starting points, not guarantees of availability or eligibility. Shelter listings are time-sensitive, supportive-housing applications go through the route identified by the City, and affordable-rental terms depend on the project. Use the relevant live listing or program information to verify next steps.

Why the distinction matters

Calling supportive housing a shelter can obscure that residents have homes and pay rent. Treating every affordable rental as supportive housing can create the opposite misunderstanding: a below-market or income-qualified unit does not necessarily include on-site support. Keeping the terms separate helps people find the right application route and sets clearer expectations about duration, rent, services, and eligibility.

There is no common outcome measure in the City material that fairly compares shelters, supportive housing, and affordable housing as a whole. The City’s STEP retention statistic concerns one program’s clients only; it cannot be used to rank the three housing categories.

Frequently Asked Questions

Do people pay rent in Vancouver supportive housing?

Yes. The City describes supportive housing as a home, not a shelter stay, and says residents pay rent. The exact rent and eligibility terms depend on the particular housing option, so check the relevant BC Housing information.

How do I apply for supportive housing in Vancouver?

The City says it does not manage supportive housing and directs applicants to BC Housing. Use BC Housing’s current application information and follow the eligibility and referral instructions for the housing option you are considering.

Does affordable housing include support services?

Not necessarily. Affordable housing refers to an affordability measure or program/project criteria. The label alone does not promise on-site support or service connections. Supportive housing combines a home with support and may also be affordable.

Where can I find a shelter in Vancouver right now?

The City directs people to BC 211’s shelter list and its own winter-response listings and maps. Availability can change quickly, so check current listings and access details rather than relying on a static directory.

Does Vancouver’s 90% STEP retention rate apply to all supportive housing?

No. The City reports a 90% one-year retention rate for STEP clients. It is a program-specific figure, not a general rate for all supportive-housing residents or a comparison with shelters and affordable housing.

The Bottom Line

In Vancouver, shelters are an immediate or temporary response, supportive housing is a rented home paired with support, and affordable housing describes cost or eligibility. The labels can overlap, but they are not interchangeable. Check current City and BC Housing information for live availability, project-specific rent and eligibility, and the right application route.
