After the Academy reviews eligibility, participating members vote first to create a 15-film shortlist and then to select five nominees. A final vote chooses the winner.
First, separate a country’s submission from the Academy’s nominees
The process has distinct decisions that are easy to conflate. Under the country-or-region route, an approved local committee chooses an official film to submit. That choice does not itself make the film an Academy nominee, and it does not guarantee that the film will pass the Academy’s eligibility review. For the 99th Awards, a film may also reach the eligibility stage through a newly introduced festival-award route, without being selected through a national committee.
Once submissions have been reviewed, Academy members—not national committees—choose the shortlist and the five nominees. A later Academy vote selects the award winner. The rules set out eligibility conditions, viewing requirements, and ballot stages, but do not publish a detailed category-specific vote-counting formula or explain members’ private deliberations. They therefore do not establish a public artistic scoring rubric or a particular reason why voters favor one eligible film over another.
The rules discussed here are for the 99th Academy Awards, covering the 2026–27 cycle. The Academy can change rules from one cycle to the next, so deadlines, qualification routes, and voting procedures should not be carried over to another year without checking that year’s rules.

What counts as an International Feature Film?
For the 99th Awards, the Academy defines an international film as a feature-length motion picture that runs for more than 40 minutes, is produced outside the United States and its territories, and has a predominantly non-English dialogue track. “Predominantly” means that more than 50% of the dialogue is non-English; the film does not have to be entirely in another language. English subtitles are required. Animated and documentary features are allowed, so the category is not limited to live-action fiction films.
Meeting that definition is only part of qualification. A film must also qualify through an accepted entry route and satisfy the applicable release, submission, format, language, creative-control, documentation, and other Rule Sixteen conditions. A festival prize or a committee’s selection does not remove the need for Academy review.
The two routes into 99th Awards eligibility
The 99th Awards introduced a second way for a film to qualify. A film may be put forward as the official selection of an Academy-approved country or regional committee, or it may qualify by winning one of six specified festival awards. The festival route is limited to those awards; winning any prize at one of the named festivals is not enough. This change is specific to the 99th Awards and should not be assumed to apply retroactively to earlier cycles.

Which festival awards qualify?
- The Golden Bear for Best Film at the Berlin International Film Festival.
- The Busan Award – Best Film Award at the Busan International Film Festival.
- The Palme d’Or at the Cannes Film Festival.
- The World Cinema Grand Jury Prize at the Sundance Film Festival.
- The Platform Award at the Toronto International Film Festival.
- The Golden Lion at the Venice International Film Festival.
The Academy’s new route is tied to winning one of these awards. It does not mean that all films screened at these festivals—or all winners of other awards there—qualify through this route. Cycle-specific deadlines and submission procedures still matter, and the 99th Awards rules should be consulted for the applicable dates and documentation.

Release and submission conditions for the country-or-region route
Under the country-or-region route, the film generally must first be released theatrically for paid admission in its country or region of origin within the eligibility window set for the cycle. The rules require at least seven consecutive days in a qualifying commercial theater. They also describe a qualifying alternative exhibition outside the country or region of origin, subject to conditions. Because the window and detailed conditions are cycle-specific, an earlier year’s release dates should not be treated as current.
The film must meet the remaining Rule Sixteen requirements as well as the route-specific conditions. That includes format, language, creative-control, documentation, and other eligibility requirements. The rules do not make a national selection a substitute for evidence or for Academy review.
Who chooses a country or region’s official submission?
An Academy-approved selection committee chooses the official film for the country-or-region route. The committee is formed by one approved organization, jury, or committee, and at least half of its members must be artists or craftspeople from the motion-picture field. Only one official film from each country or region is accepted through this route.
The country or region must also confirm that creative control of the film was largely held by its citizens, residents, or people with refugee or asylum status. That condition concerns who held creative control; it is not a general requirement that every person involved in production have a particular nationality or residency status.

After the committee selects and submits its film, Academy administrators review the documentation. The International Feature Film Executive Committee resolves eligibility and rules questions. The committee’s decision is therefore an official local submission, not a guarantee of Academy eligibility, a place on the shortlist, or a nomination.
How the Academy creates the 15-film shortlist
After eligibility review, the process moves to the preliminary voting round. All active and life Academy members are invited to participate, but members opt in and must meet a minimum viewing requirement established by current procedures. The published Rule Sixteen text does not state the numerical threshold, so there is no reliable number to quote from that rule alone.
Participating voters use a secret ballot and rank no more than 15 films. The 15 films receiving the highest number of votes advance to the next round. The published rules describe that outcome but do not provide a category-specific formula for translating rankings into a detailed tally. It would be inaccurate to infer a more elaborate counting method from the public description.
The shortlist is a cut from the eligible submissions, not a list chosen by national committees. In the prior, 98th Awards cycle, the Academy reported that 86 countries and regions submitted eligible films. That is a historical example, not a participation count for the 99th Awards.

How the five nominees are selected
For nominations voting, all active and life Academy members are invited to view the 15 shortlisted films. A ballot only counts if the voter has watched all 15. Members rank up to five films, and the five receiving the highest number of votes become the nominees.
Academy announcements describe nominations voting in this category as open to members from all branches who opt in and meet the eligibility requirements. That does not mean every Academy member automatically casts a ballot: participation is optional, and the complete-viewing condition applies to the nominations ballot.
The 98th Awards announcement described that cycle’s ballots as being tabulated by independent accounting firm PricewaterhouseCoopers. That is a prior-cycle description; it should not be presented as a confirmed 99th-cycle tabulation detail unless a current-cycle source establishes it. The Academy’s general voting information describes Oscars ballots as secret and online, but the public category rules do not disclose a detailed tally formula.

Final voting is limited to active and life Academy members who have watched all five nominated films. The final vote determines the award winner; members who have not seen all five are not eligible to vote in this category’s final round.

For the 99th Awards, the film is credited as the nominee. The director accepts the award on behalf of the film’s creative talents, and the director’s name is listed after the film title and country or region, if applicable. This changes the convention used in the 98th Awards rules, which credited the country. Older descriptions of the country as the nominee should not be used for the 99th Awards.
The selection process, stage by stage
- Qualification and submission: A film meets the category definition and qualifies through an approved country-or-region selection or one of the six designated festival awards. The applicable release, documentation, and other Rule Sixteen conditions still apply.
- Academy eligibility review: Academy administrators review submissions, and the International Feature Film Executive Committee resolves eligibility and rules questions.
- Preliminary vote: Opt-in active and life members who meet the current minimum viewing requirement rank no more than 15 films. The 15 films with the highest number of votes make the shortlist.
- Nominations vote: Opt-in active and life members must watch all 15 shortlisted films for their ballot to count. They rank up to five; the five with the highest number of votes are nominated.
- Final vote: Active and life members who have watched all five nominees vote for the winner.
What the public rules do—and do not—tell viewers
The published rules make the sequence and viewing obligations clear: eligibility review, a 15-film shortlist, five nominees, and a final vote. They also identify who may participate at each stage and the conditions that make a ballot count. This information is enough to distinguish local selection from Academy voting and to understand how a film advances.
The rules do not explain how individual members privately assess films, disclose deliberations, or publish a detailed category-specific vote-counting formula. They therefore do not support claims about a mandatory artistic rubric, how voters weigh particular qualities, or how advocacy affects a result. Those are separate questions from the formal selection procedure.
