Donald Trump became chair of the Kennedy Center on February 12, 2025, after a rapid reshuffle of the institution’s board. The move gave him substantial authority because the chair is also the center’s chief executive officer under federal law. What happened in February 2025?
In February 2025, Trump announced that he intended to remove multiple Kennedy Center trustees and replace them with people who shared his views about arts and culture. He also said he planned to become the center’s chair. The announcement came with criticism of programming he considered too “woke.” Trump acknowledged that he had not previously attended the institution, but said he wanted to change its programming, management, finances and physical condition.
On February 12, 2025, the Kennedy Center board voted to appoint Trump as chair. David Rubenstein, the center’s previous board chair, was among the leaders displaced in the restructuring. Several trustees appointed during Joe Biden’s presidency were removed or replaced. Trump ally Ric Grenell was elevated to an executive leadership position that had not previously existed.

Why the board’s legal structure matters
The Kennedy Center is not simply a private theater whose owner can change its name or close it at will. Federal law established the board of trustees for the John F. Kennedy Center for the Performing Arts and describes the center as both a national center for the performing arts and a living memorial to John F. Kennedy.

The board includes general trustees appointed by the president, ex officio government officials and congressional representatives. The statute gives the board responsibility for maintaining and administering the center. It also authorizes the board to:
- appoint a chairperson, who serves as the center’s chief executive officer;
- administer gifts and trust funds;
- appoint employees; and
- manage the center’s operations.
The same legal framework makes board actions reviewable by a court. That is why the dispute is not only about who controls the board. It is also about whether the board’s decisions are consistent with the statute that created the center and defined its mission.

What the takeover changed
1. Governance
The most immediate change was control of the board. Trump said he wanted to end programming he considered “woke.” White House and administration statements emphasized a move toward performances and events they characterized as less political or less ideologically progressive.
The programming dispute had practical consequences. Several performers and productions canceled or withdrew from the Kennedy Center after the leadership changes, according to contemporary reporting. Critics also pointed to reduced ticket demand and concern among donors. Trump’s supporters, by contrast, argued that the institution’s programming and management needed a major reset.
Those positions should be kept separate from independently verified financial conclusions. The administration said it was improving the center’s finances and physical condition. The board later ratified a plan for a two-year closure. That plan became a legal issue because the center’s statutory role is not merely to own a building; it is to operate as a continuously maintained living memorial and national performing-arts center.
Why the attempted renaming became a court fight
In December 2025, the White House announced that the board had voted unanimously to rename the building the “Trump-Kennedy Center.” Workers added Trump’s name to the facade. Democratic Rep. Joyce Beatty, an ex officio trustee, said she had been muted during the meeting and prevented from voicing her opposition.
The controversy quickly focused on Title 20 of the U.S. Code, which designates the building as the John F. Kennedy Center for the Performing Arts. On May 29, 2026, U.S. District Judge Christopher R. Cooper ruled that the board could not change that statutory name on its own. His order required the altered signage to be removed and directed the center to remove related references from websites, communications and other materials.
The ruling’s scope is important. It did not automatically resolve every question about the board’s membership, the center’s programming or the future of its renovations. It specifically held that Congress had given the center its name and that only Congress could change it. It also addressed whether the board’s closure-related decisions complied with the center’s governing law.

- accepting a construction schedule that could last longer than two years.
Reported planning scenarios included approximately $25 million per year for options that preserved orchestra activity and approximately $10 million for a more limited approach. Those annual figures were separate from the roughly $250 million renovation expenditure Trump had discussed. They were planning estimates under consideration, not a final approved budget or an announced final operating plan.
Is the Kennedy Center closed?
It should not be stated as a settled fact that the center has definitively closed for two years. The board approved a closure plan, but the court ruled that parts of the plan could not proceed without addressing the center’s statutory mission. Later planning focused on phased construction and off-site or limited programming.
The unresolved operational questions include where the National Symphony Orchestra will perform, whether other resident or affiliated programs can continue, how much activity can take place at REACH, and whether construction will be staged rather than conducted through a complete shutdown.
What remains unresolved as of August 12, 2026?
- The name: The board must determine how to comply with the order to remove Trump’s name from the facade and related materials. An appeal or request to modify the ruling could affect the timing, but no legally effective congressional renaming has been established.
- The renovation model: The institution has not settled whether to close fully, renovate in phases or use a combination of alternate venues and limited on-site activity.

It does not mean that the president can treat the Kennedy Center as personal property, rename a building Congress named, or shut down the institution without regard to its statutory mission. The February 2025 board reshuffle changed who exercises authority inside the organization. The May 2026 ruling demonstrated that the authority remains subject to federal law and judicial review.
The central story is therefore larger than a change in a theater’s programming. It is a dispute over how much control a president and a reconstituted board can exercise over a federally created cultural institution—and where the legal limits remain.
