Why were penguins in Trump tariff memes?
On April 2, 2025, the White House published a reciprocal-tariff list that included Heard Island and McDonald Islands. Know Your Meme dates the penguin jokes to the list’s publication and reports that it specified a 10% tariff for the territory. The islands are an Australian external territory with no human inhabitants and several penguin species, according to that account. How the penguin joke turned into protest videos
The joke quickly lent itself to an imaginary response: penguins marching in protest against tariffs. The Los Angeles Times reported on “over-taxed penguins” jokes and a mock “Protest March of the Penguins” video made by Penguins International. Its narrator says: “This year, they march in protest. They are peaceful. They are flightless. But they are certainly not voiceless.”
David Schutt, the organization’s executive director, told the Los Angeles Times: “We wanted to take an unusual current event and make light of it and stir up some support for some penguins that are endangered and threatened to go extinct.” In this case, the video used current-event humor to draw attention to penguin conservation as well as to the tariff story. What “fantasy lands” means—and what is not established
The sources behind the documented examples do not define “fantasy lands” as a meme category or connect the phrase to specific posts. It would be misleading to invent examples or present the phrase as an established part of the tariff-meme wave.

Why the humor spread beyond penguins
The memes were not only about an unusual place on a tariff list. The Los Angeles Times describes tariff humor as an international response to anxiety and political conflict. Patrick Giamario, a professor at the University of North Carolina at Greensboro and author of Laughter as Politics: Critical Theory in an Age of Hilarity, told the newspaper: “The fact that we’re laughing so much now is a sort of sign of how broken things are.” That is Giamario’s interpretation, not a measure of public opinion.
The joke also entered formal political rhetoric. In an April 10, 2025 speech recorded in the Congressional Record, Senate Minority Leader Chuck Schumer referred sarcastically to tariffs on penguins while criticizing the tariff plan. What the policy sources can—and cannot—tell you
The meme’s trigger was the April 2, 2025 list, as described by Know Your Meme. The White House fact sheet available for policy context is dated September 5, 2025, and says the administration modified the scope of reciprocal tariffs first announced on April 2. It says specified Annex II changes would take effect September 8, 2025, and gives the administration’s rationale and claims. Those are the administration’s stated positions, not independently established outcomes.
