TikTok began rolling out Footnotes in the United States on July 30, 2025, as a pilot that lets approved contributors write and rate short pieces of context on videos. Notes are intended to appear when TikTok’s “bridging-based” system finds that contributors with differing viewpoints agree a note is helpful. The rollout is not proof that Footnotes is available to every user, in every country, or that it replaces professional fact-checkers.
TikTok has described Footnotes as community-written context alongside its existing moderation and fact-checking systems. The latest materials supplied for this article do not establish the feature’s exact availability or contributor count as of August 18, 2026, so users should check what their current app displays.
What TikTok Footnotes are
A Footnote is a short written addition attached to a TikTok video. It can clarify a statistic, add a date or missing qualification, provide another perspective, or point viewers toward information about a science, health, technology, or breaking-news claim. TikTok’s launch examples include videos whose statistics are technically real but give an incomplete picture.
That makes “crowdsourced fact-check” useful shorthand, but not a precise definition. A Footnote is a community annotation and a signal that contributors consider the added context helpful. It is not automatically an expert ruling that the video is true or false, and it is not itself a finding that the creator violated TikTok policy.

TikTok announced an initial U.S. test on April 16, 2025, then described the July 30, 2025 rollout as a U.S. pilot/public launch. The announcement is at TikTok’s newsroom.
Who can write, rate, and see a note?

At launch, TikTok said contributors had to be U.S.-based, at least 18 years old, have an account more than six months old (TikTok also used “at least six months” in its wording), and have no recent Community Guidelines violations. The available announcements do not establish a current 2026 application path, acceptance rate, geographic expansion schedule, or a requirement that contributors hold professional credentials. Do not assume that a contributor is a verified subject-matter expert.
How a Footnote becomes visible
- An approved contributor writes a note about a public short-form video.
- Contributors rate whether the note is helpful.
- TikTok’s ranking system looks for broad agreement, including agreement among contributors who tend to hold different viewpoints.
- If the note reaches TikTok’s undisclosed helpfulness threshold, it can become visible.
- The wider U.S. community can see and rate a visible note.
- Automated and human moderation can remove notes that violate TikTok’s rules, and users can report notes they believe break those rules.
TikTok calls this a “bridging-based” approach. The intended safeguard is that a note supported only by one partisan or coordinated group should be less likely to surface than one that people with different perspectives independently find useful. TikTok has not publicly specified in the launch material the vote threshold, weighting formula, identity protections, anti-coordination controls, appeal process, or audit data.

Cross-viewpoint agreement is therefore a ranking signal, not a proof system. A note can be broadly considered helpful without establishing every factual claim it contains. Conversely, a well-supported minority correction may struggle to gain agreement. TikTok also warned that notes could initially take time to appear while contributors and systems matured.

- Statistics that omit an important denominator, date, or comparison.
- Science, health, or technology claims that need a qualification or source.
- Videos about unfolding events whose facts are changing.
- Posts that leave out material context.
- Claims where a creator may be mistaken or out of date rather than deliberately deceptive.
The launch materials do not provide a complete topic list or say that Footnotes appear only on misinformation-related videos. A video can remain online while receiving a contextual annotation.
Footnotes do not replace TikTok’s fact-checkers
TikTok said Footnotes would add a community layer to, rather than replace, its existing integrity work. That work includes content labels, search banners, automated and human moderation, media-literacy efforts, and a global fact-checking program. TikTok said it continued working with more than 20 International Fact-Checking Network-accredited organizations across more than 60 languages and 130 markets. The distinction matters: an independent fact-checker evaluates evidence through a professional editorial process; a platform label enforces or communicates a policy decision; a Footnote records community-written context that passes a consensus-oriented ranking process. These mechanisms can overlap on the same video, but they do not have the same authority or purpose.

Are ads included?
TikTok’s Q3 2025 safety report described the next phase as allowing eligible contributors to add context to public posts, excluding ads. That means readers should not assume that sponsored content receives the same annotation treatment as ordinary public posts. The report does not resolve whether “ads” also includes boosted or Promote content, and this is a dated rollout description rather than proof of the rule in every later app version. Strengths and unresolved risks
What the design could improve
- Context appears on the video instead of requiring viewers to leave TikTok.
- Community contributors may react faster than a formal editorial fact-check to a rapidly changing claim.
- People with specialized knowledge may identify missing qualifications.
- Cross-viewpoint agreement is intended to make one-sided brigading less effective.
- Professional fact-checking remains available as another layer.
What the design cannot guarantee
- Consensus measures perceived helpfulness, not necessarily factual accuracy.
- Contributors may lack relevant expertise, and a technically correct minority note may fail to attract cross-group agreement.
- Coordinated users could try to manipulate ratings, while the public materials do not disclose the full anti-coordination system.
- Notes can lag behind fast-moving events.
- Users may mistake a visible note for an official TikTok determination of truth.
- Notes themselves can be incomplete, misleading, or partisan.
- Performance may vary for niche subjects or languages with smaller contributor pools.
- Excluding ads leaves a significant category of persuasive content outside the rollout described by TikTok.
The launch materials provide goals and process descriptions, not independent error rates or evidence that Footnotes improve factual accuracy at scale. They also do not answer how TikTok handles corrections, appeals, contributor harassment, politically sensitive delays, or the treatment of notes that later become outdated.

How to read a Footnote responsibly
- Read the note as a lead or context signal, not conclusive proof.
- Check the note’s linked source, author, publication date, and whether it cites primary documentation.
- Compare the claim with independent reporting or authoritative records, especially for health, elections, emergencies, and financial decisions.
- Separate a note saying “this needs context” from a demonstrated correction of a specific fact.
- Remember that a note may not appear because the feature is still staged by geography, rollout phase, app version, account status, or the availability of a qualifying note.
What the July 2025 launch does—and does not—tell us
Footnotes shows TikTok borrowing the community-context model popularized by other platforms while retaining its professional fact-checking partnerships. Its central experiment is whether agreement among people with different viewpoints can add useful, timely context without simply moving misinformation into the annotation layer.
The July 30, 2025 announcement established a U.S. pilot, not a universal global switch-on. The later Q3 report described expansion to more U.S. users, reinforcing that deployment was staged. As of August 18, 2026, the supplied sources do not establish universal availability, a current contributor total, or a confirmed expansion beyond the United States.
