There is no official Ōtsutsuki strength leaderboard, so any ranking is an editorial judgment, not canon fact. This list covers Ōtsutsuki characters from both Naruto and Boruto, ranking demonstrated combat threat, range of abilities, and performance while accounting for temporary forms, vessels, teamwork, and other special conditions. It focuses on biological clan members—not descendants or reincarnations—while noting when a member acts through a vessel or transformation. Because the available official reference material does not establish a complete feat-by-feat comparison for every candidate, this is a focused ranking of the members whose evidence can be discussed responsibly, not a definitive ranking of the entire clan.
How to read this Ōtsutsuki ranking
The Ōtsutsuki are described by the NARUTO OFFICIAL SITE as parasitic aliens who travel the universe and consume chakra fruit produced when a planet’s life is absorbed. That background establishes the clan’s threat, but it does not settle who would win a fight between any two members.

The order below weighs shown combat performance, the range and scale of demonstrated abilities, and survival or recovery. It also accounts for the circumstances behind a feat: a vessel’s limits, outside assistance, borrowed power, or a temporary transformation. Where there is no direct matchup, placement is an inference rather than a canon result. A striking victory in one encounter does not prove universal superiority.
This is a manga-canon-centered comparison. Anime-only material is not used to elevate a character without clearly identifying it, and this list does not attempt to rank descendants, reincarnations, or characters whose connection to the clan is only inherited. It does include a member acting through a vessel, since the vessel is central to that member’s combat record.

Strongest Ōtsutsuki members, ranked
1. Isshiki Ōtsutsuki
Isshiki ranks first among the members covered here because his combat threat is supported by both his role in the story and the exceptional opponent needed to stop him. The official Isshiki profile says he invaded alongside Kaguya, was betrayed by her, and persisted inside Jigen while waiting for a chance to resurrect. His long-term survival through that vessel is part of his record, although it should not be mistaken for a straightforward display of Isshiki’s full power in an ordinary body.
His defeat also needs context. Naruto used Baryon Mode in their battle, but the official Baryon Mode entry says Kurama bore the burden as the actual user of the jutsu. Isshiki’s loss under that exceptional condition does not by itself show that every other Ōtsutsuki would defeat him—or that Naruto could reproduce the same result without that cost and circumstance. Ranking Isshiki first is an interpretation of the scale of threat and the circumstances required to overcome him, not an official verdict.
Rank #2
2. Kaguya Ōtsutsuki
Kaguya is placed just below Isshiki. The official Isshiki account establishes that the two arrived together and that she betrayed him, but that detail alone cannot determine how a direct fight between them would end. Her position here is therefore comparative inference, not a documented head-to-head result. The available official reference material does not provide enough consistent, character-by-character combat detail to treat the second-place slot as settled fact.
3. Momoshiki Ōtsutsuki
Momoshiki ranks third on the basis of his continuing threat after death as well as his combat role. The official Momoshiki profile says he implanted Karma in Boruto. After Momoshiki died, his soul continued to exist within Boruto and could manifest and temporarily take control when Boruto used too much chakra or became exhausted. That persistence makes Momoshiki’s influence more than a one-fight danger, but it does not mean Boruto’s actions in every such moment are simply Momoshiki fighting at full strength.

Rank #3
Karma provides relevant context, not a ranking shortcut. The official Karma entry describes enhanced combat abilities and power to protect a vessel, as well as an Ōtsutsuki shinjutsu associated with cheating death. Those capabilities explain why a vessel relationship can complicate comparisons; they do not establish that a Karma-bearing fighter automatically outranks every clan member.

Other names associated with the franchise—including Hagoromo, Hamura, Toneri, Kinshiki, Urashiki, and Shibai—are often brought into fan rankings. A fair order for them would require consistent, directly checked evidence about which version or adaptation is being compared, what each character actually demonstrates, and how much a feat depends on an unusual opponent or circumstance. The official reference material cited here supplies useful clan and character context, but not a full comparative feat record for those candidates. Their omission should not be read as proof that they are weaker than the three ranked above.
Rank #4
For readers comparing the story themselves, the key distinction is between what the narrative shows and what a hypothetical matchup assumes. Revisit the relevant Naruto and Boruto manga encounters with the character’s form, vessel, allies, and opponent’s condition in view; those conditions can change what a feat actually demonstrates.
