The Powerpuff Girls has no official villain power scale, and a fair ranking cannot treat mind control, money, inventions and brute strength as the same kind of power. This is an editorial ranking of 20 notable threats, weighing what each has been shown or described doing, how widely the danger could spread, and how hard it is to stop. It draws chiefly on the original series, with a few clearly identified examples from the 2016 series; it is a curated selection, not a definitive ranking across every series and film.
How to read this ranking
“Powerful” here means capable of endangering the Girls or Townsville, not simply likely to win a fistfight. Direct combat, reach, planning and the ability to bypass a confrontation are different measures. For example, the Rowdyruff Boys are framed as direct physical counterparts, while Him’s threat works by turning the public against the Girls. Rankings are therefore qualitative, not a canon scorecard.
The entries are ordered by the documented threat and evidence available for each, but the evidence is uneven: episode-guide summaries establish some specific schemes, while several lower entries are known here mainly from a roster or brief synopsis. Those limits are noted rather than filled in with invented feats.
The 20 villains, ranked
-
Him
In “Tough Love,” Him turns Townsville’s affection for the Girls into hatred. That makes him a top-tier threat not because this synopsis establishes a physical strength advantage, but because he attacks the support system around the heroes and affects the city at large. TheTVDB’s episode guide describes the scheme.

-
Mojo Jojo
Mojo combines persistence and planning with technological schemes. In “Mr. Mojo’s Rising,” he kidnaps Professor Utonium to steal the Girls’ powers. He also creates the Rowdyruff Boys, whose direct threat is described below. Those plans make him more dangerous than a foe defined only by a single confrontation. TheTVDB’s episode guide summarizes both plots.
-
The Rowdyruff Boys
As Mojo’s engineered counterparts to the Girls, the Rowdyruff Boys are explicitly created to pulverize them. That gives the group one of the clearest direct-combat threat records in this selection. It does not make them a broader strategic danger than Him or Mojo; it makes their particular kind of threat unusually direct. TheTVDB’s episode guide describes their origin and purpose.
-
Princess Morbucks
Princess’s danger can come from what she can command, not just what she can do herself. In “Mo Job,” she hires Mojo to plan to obtain the Girls’ powers and destroy them. The alliance combines her resources with his planning, making this a stronger threat than a simple one-on-one contest. TheTVDB’s episode guide summarizes the scheme.
-
The Sandman
“Dream Scheme” describes a plan to put the world to sleep forever. The scope makes the Sandman one of the most consequential threats in the list, although the available episode-guide synopsis—not a detailed account of the episode—supports that description. TheTVDB’s episode guide provides the summary.

-
The Smith family
In “Just Desserts,” the Smith family returns with high-tech weapons to take revenge on the Utonium family. The described threat combines preparation and technology, though the summary does not establish the weapons’ exact capabilities or range. TheTVDB’s episode guide summarizes their return.
-
The Gangreen Gang
The Gangreen Gang are recurring troublemakers whose threat varies by episode. The episode guide records both prank calls and a school invasion, showing that their danger can extend beyond a direct fight, but the cited summaries do not establish a consistent high-end capability. TheTVDB’s episode guide documents those incidents.
-
The Amoeba Boys
The Amoeba Boys are often framed as would-be villains, but one episode-guide summary has them accidentally getting hold of Mojo’s destructive plan. That makes them unpredictable participants in a larger scheme rather than proven master planners in their own right. Their inconsistent threat keeps them below the major strategists. TheTVDB’s episode guide records the incident.
-
Fuzzy Lumpkins
Fuzzy is volatile and physically imposing; one episode-guide synopsis describes him taking the mayoralty after being angered. That points to a capacity to disrupt civic life, but the available account does not quantify his combat strength or establish how broadly he could sustain control. TheTVDB’s episode guide summarizes the episode.

-
Sedusa
Sedusa, also identified as Ima Goodlady, appears in a scholarly table of first-season villains. That supports her inclusion as an antagonist, but the material cited here does not verify a specific feat for comparing her directly with the stronger documented threats above. A University of Montevallo-hosted analysis lists her in its first-season roster.
-
The Evil Cat
A first-season episode-guide synopsis describes the Evil Cat hypnotizing Professor Utonium and using him to power a machine intended to enslave Townsville. The combination of influence over a key person and a city-scale plan makes the threat more than a conventional attack. TheTVDB’s episode guide summarizes the plot.
-
Abracadaver
Abracadaver is named among the first-season villains in the scholarly roster. The source cited here does not establish a specific feat or episode-level threat, so this placement reflects inclusion as a documented antagonist, not a claim that his power has been measured against the others. The University of Montevallo-hosted analysis provides the roster.
-
The Boogie Man
The Boogie Man is also listed among first-season antagonists in the scholarly analysis. The material cited here does not verify the episode’s exact threat or outcome, so there is not enough support to assign him a more specific capability or a higher comparative position. The University of Montevallo-hosted analysis includes him in its roster.

-
The Crooks
The scholarly analysis names Crook #3 among the season’s villains, but the cited material does not establish a high-end feat. The group belongs in a curated villain selection; the available evidence does not support calling them a major power on the level of the first entries. The University of Montevallo-hosted analysis lists Crook #3.
-
Roach Coach
Roach Coach appears in the scholarly first-season antagonist roster. The available source material does not verify a specific feat, so this entry should be read as a lower-confidence inclusion rather than a definitive placement by strength. The University of Montevallo-hosted analysis lists the character.
-
The Blowfishes
The academic table identifies the Blowfishes in its season-one analysis, while noting that they were removed from its analytic sample. It does not supply a comparative power feat in the material cited here, making their placement among the lower-confidence entries. The University of Montevallo-hosted analysis provides that roster context.
-
Man-Boy (2016 series)
This entry comes from the 2016 series, not the original-series-centered portion of the ranking. Disney+’s episode description says Buttercup’s aggression lets Man-Boy escape. That confirms an antagonist and an escape in the reboot, but does not establish a comparative power level. Disney+’s episode descriptions provide the summary.

-
The Fashionistas (2016 series)
The 2016-series episode description identifies the Fashionistas’ mind-controlling perfume as a danger to Townsville. A device that alters people’s behavior is a meaningful bypass threat, but the brief description does not establish its limits or duration. Disney+’s episode descriptions summarize the plot.
-
Duplikate (2016 series)
In a 2016-series synopsis, Duplikate blasts Blossom, turning her into a triple threat. That demonstrates an unusual effect on one of the Girls, but the listing gives little further evidence about Duplikate’s capabilities or the scope of the danger. Disney+’s episode descriptions describe the incident.
-
The unnamed new villain (2016 series)
Disney+ describes a new villain arriving and offering the old villains something enticing. The synopsis confirms a recruitment premise, but does not name the character or establish the scale of the threat. This is the least specific entry and is included only as a reboot example, not as a claim about a named, canonically ranked powerhouse. Disney+’s episode descriptions provide the available description.
Why the strongest threat is not always the strongest fighter
The top entries illustrate why a single power ranking is inherently editorial. The Rowdyruff Boys are the clearest direct physical challenge in the documented summaries. Him’s “Tough Love” scheme targets public opinion across Townsville, while Mojo’s plans depend on preparation and invention. Princess Morbucks adds resources and an alliance; the Sandman’s described plan is defined by its reach. A villain can rank highly by making the Girls’ usual response—fighting the immediate opponent—insufficient.
The series also spans more than one continuity. The 2016 examples show that familiar and new threats continued in that version, but their episode descriptions do not provide enough comparable detail to merge them into a definitive all-series scale. The ranking is best read as a guide to different kinds of danger, with confidence strongest where a specific scheme is described.
