In Hong Kong in 2019, pro-democracy protesters reworked Pepe the Frog, a cartoon character already burdened by contested online politics. In Portland in 2025, an inflatable frog costume became a visible part of demonstrations outside an ICE facility. The symbols look related; the available reporting does not establish a direct link between them.
What “the long history” actually shows
The phrase suggests a continuous lineage, but the documented cases here do not establish one. They show how a frog image can take on different meanings in different settings: a digital meme adapted within Hong Kong’s 2019 protest movement, and a wearable costume used at Portland demonstrations six years later. The distinction matters: visual resemblance alone does not prove that one episode inspired the other.

How Pepe became a contested political image
Cartoonist Matt Furie created Pepe. Far-right online communities later appropriated the character, and by 2016 it was associated with hateful imagery and far-right trolling, as WIRED describes. That history shaped how audiences read the character, but it did not give Pepe one permanent meaning.

During Hong Kong’s 2019 Anti-Extradition Bill and Law Movement, pro-democracy protesters adapted Pepe for their own political and emotional expression. A peer-reviewed 2022 study by Katrien Jacobs, Degel Cheung, Vasileios Maltezos and Cecilia Wong examines how images circulated on the LIHKG forum, including their relationship to politics, gender and democracy. Why inflatable frogs appeared at Portland protests
In 2025, Portland protester Seth Todd wore an inflatable frog costume outside the city’s ICE facility. The Associated Press reported that video circulated of an officer spraying into the costume’s air vent, an episode that helped draw attention to the image. Inflatable animal costumes subsequently appeared at demonstrations elsewhere. The Portland Frog Brigade says its organization grew out of that event; that account comes from the group itself, not an independently established origin story. What the two frog symbols meant—and who says so

These are not interchangeable meanings. In either case, distinguish what participants say they intend from what opponents, journalists or online audiences infer. For example, AP quoted Department of Homeland Security spokesperson Tricia McLaughlin describing costumes as “a bizarre effort to obstruct ICE law enforcement.” That is the spokesperson’s characterization, not a neutral definition of the costumes’ purpose. The quotation is reported in AP’s coverage.
What costumes can do—and what the evidence does not show
Participants and organizers told AP that costumes offered a playful way to attract attention, express resistance and counter portrayals of demonstrators as violent or threatening. Todd said the costume helped “combat that specific narrative that we are violent and we are agitating.” Portland State University historian Marc Rodriguez told AP that the costumes played well on social media; he also characterized Portland by saying, “Portland has always prided itself on this spirit of protest.” These are attributed observations about intent, visibility and local identity—not measurements of public opinion or proof of a particular historical pattern. Coverage supports the conclusion that the costumes attracted attention and appeared beyond Portland. It does not establish that they changed public opinion, government policy or protest outcomes. Nor does it show that Portland’s costume protest drew directly from Hong Kong’s Pepe imagery.

Inflatable costumes belong to a wider use of clothing and visual performance in political protest, a connection explored in commentary by the University of Technology Sydney. That broader context helps explain why a conspicuous outfit can communicate playfulness, defiance or solidarity, but it should not be mistaken for evidence that the Portland frog inherited a specific earlier frog-symbol tradition.
