For most U.S. households in 2024, YouTube TV was the strongest all-around legal live-TV streaming choice; Fubo suited sports fans, Sling TV offered more control over the bundle, and Philo was a lower-cost pick for entertainment without major sports or broadcast channels. These are licensed internet-delivered TV services—not anonymous sellers promising thousands of premium channels. Prices and channel lineups below are 2024 reference figures, not current quotes, and local and regional coverage depends on your market.
What “IPTV” means here
IPTV is television delivered over internet protocol rather than through a conventional cable or satellite connection. The technology is neutral: licensed broadcasters and streaming providers use it, but unauthorized services may also use streaming to retransmit programming without permission. This guide compares established, licensed services available to U.S. consumers. The U.S. Copyright Office discusses both lawful streaming technology and its misuse to retransmit copyrighted content: Copyright Office discussion of streaming.
The FCC’s 2024 communications-market report identified YouTube TV, Hulu + Live TV, DIRECTV STREAM, Fubo, Philo, and Sling TV among the major virtual multichannel video programming distributors. Quick comparison: legal live-TV services in 2024
| Service | Best fit | 2024 reference price | Local channels and sports | Main trade-off |
|---|---|---|---|---|
| YouTube TV | Best overall for many households | About $72.99/month | Local affiliates vary by ZIP code; sports availability depends on rights, market, and add-ons. | Costlier than budget services; not every event is included. |
| Fubo | Sports-focused households | FCC report listed plans from about $32.99/month for Latino service to about $99.99/month for Premier; plans differ. | Local ABC, CBS, and FOX in applicable markets; sports coverage and blackouts vary. | Plan choice and add-ons matter; no service carries every game. |
| Sling TV | Flexible, narrower bundles | About $40/month for each of two principal packages; add-ons generally about $6–$11. | Local channels in select areas; availability is not nationwide. | Package splits and add-ons can reduce savings. |
| Philo | Lower-cost entertainment | About $25/month | Not aimed at major sports or broadcast stations. | Not a complete cable substitute for local news or sports. |
| Hulu + Live TV | Live TV with Hulu, Disney+, and ESPN content | About $76.99/month | Local stations and regional sports networks in select markets; event rights still vary. | More expensive than entertainment-only options; advertised bundle details matter. |
| DIRECTV STREAM | Large, traditional-style bundle | Packages from about $69.99 to $149.99/month | Local channels and regional sports in applicable markets. | Higher-cost packages may be excessive for light viewers. |
| Pluto TV and Tubi | Free, ad-supported viewing | Free | Some live programming, but not comprehensive local affiliates or premium sports. | Ads and rotating catalogs; neither replaces a full paid bundle. |
FCC figures are approximate 2024 reference pricing. They do not establish a uniform current price, a universal lineup, or the total cost after fees and add-ons. A channel count is not a reliable substitute for checking the actual channels available at your address.

Best overall for many households: YouTube TV
YouTube TV is the best default choice when a household wants a broad general-purpose lineup, local stations where available, and a substantial cloud DVR. Its 2024 reference price was about $72.99 per month for more than 100 advertised channels. The lineup is market-dependent, so enter your ZIP code before subscribing rather than assuming ABC, CBS, FOX, and NBC are all available.
DVR and household use
YouTube TV advertises unlimited cloud DVR storage, with recordings kept for nine months. Its membership supports up to six household accounts and three simultaneous streams; those are different limits, and an account count does not mean six people can stream at once. Features and restrictions can vary by device and plan. Check YouTube TV’s plan and local lineup.
Sports and the trade-off
Sports features such as multiview and add-ons including NFL Sunday Ticket can make it appealing to sports households, but these do not turn it into a pass for every game. Rights are split among local affiliates, national networks, regional sports networks, league packages, and separate services; blackouts can apply. Some premium programming costs extra.
Choose it if you want a broad, family-oriented live-TV service and its ZIP-code lineup covers your essentials. Skip it if you mainly want entertainment channels at a lower price, or if the recurring bill does not justify the channels you actually watch.

Fubo is a natural shortlist choice for viewers who build their TV around sports. Its official site emphasizes live sports and lists leagues, teams, and channels including ESPN, NFL Network, ABC, FOX, and CBS. Local affiliate availability depends on market, and the FCC’s 2024 pricing ranged from about $32.99 per month for a Latino service to about $99.99 per month for Premier, with different lineups and features by plan. See Fubo’s current plans and availability.
Check the actual game, not just the sports label
Before choosing a plan, identify the teams and competitions you follow, then check which channels carry them in your area. A sports network in the package does not guarantee access to every game: regional rights, national broadcasts, blackouts, and separate league or direct-to-consumer subscriptions can all affect coverage. Do not treat a trial or “$0 today” signup message as the ongoing monthly price.
Fubo is most compelling when its specific sports lineup matches your schedule. If you need a broader general-purpose lineup or particular local affiliates, compare the ZIP-code results with YouTube TV and other services rather than assuming sports branding means more complete access.

Best for flexible channel selection: Sling TV
Sling’s Orange and Blue packages let viewers start with a narrower bundle instead of buying one large lineup. In the FCC’s 2024 report, each principal package was about $40 per month, with add-ons generally about $6 to $11. Compare the channels across both packages before opting for the combination; the savings can shrink when you need channels split between them.

Sling says local channels are available only in select areas, so it is a weaker fit if a particular local affiliate is essential. Sling Orange supports one simultaneous stream. The service included 50 hours of DVR storage, with unlimited DVR advertised as a paid add-on. Check Sling’s packages, local availability, and DVR terms.
Sling makes sense for viewers who know which cable channels they want and can build a satisfactory package without accumulating extras. Its month-to-month structure avoids an annual contract, but subscriptions can renew automatically until canceled.
Best lower-cost entertainment bundle: Philo
Philo was about $25 per month in the FCC’s 2024 report and is a strong fit for entertainment, lifestyle, reality, and documentary viewing when major sports and local broadcast stations are not priorities. Its lower cost reflects a different kind of lineup, not a full replacement for every cable household.
Philo advertises unlimited DVR with a one-year retention period when billed directly. Confirm the current channel lineup and billing terms before subscribing; present-day catalog figures should not be read back as 2024 figures. Check Philo’s plans and lineup.
Best live-TV and streaming bundle: Hulu + Live TV
Hulu + Live TV suits viewers who want live channels alongside Hulu’s on-demand offering and access to Disney+ and ESPN content in the advertised bundle. The FCC listed a 2024 price of about $76.99 per month. That historical figure should not be confused with a current quote or with a particular ad-supported or ad-free configuration. See Hulu + Live TV’s current bundle details.
Its combination can be worthwhile if the household will use the included streaming services as well as live TV. Local stations and regional sports networks are available only in select markets, and ESPN access does not mean every sporting event is included. Blackouts and event-specific rights still apply.

Please confirm with your provider before purchase.
Best traditional-style large bundle: DIRECTV STREAM
DIRECTV STREAM is a better fit for viewers who want a large, cable-like package and are willing to pay more for breadth. The FCC’s 2024 report listed packages from about $69.99 to $149.99 per month. Local channels and regional sports networks are available in applicable markets, but lineup and sports coverage vary by location. The brand and product presentation have since shifted toward DIRECTV streaming packages, so verify the name and offer on the official page. Check DIRECTV’s streaming plans.
Compare the recurring cost of the package you need with the actual value of its channels and regional sports coverage. A large bundle is a poor bargain if much of it goes unwatched.

Free services are not substitutes for a complete paid lineup: they generally do not provide comprehensive local affiliates, full premium cable networks, complete live sports rights, or traditional cable-style DVR. Programming can rotate, and advertising is part of the trade-off.
How to choose a service without paying for the wrong lineup
- Enter your ZIP code first. Check each provider’s actual availability for your address, especially for ABC, CBS, FOX, and NBC. YouTube TV offers a ZIP-code local-lineup lookup; Sling says local channels are limited to select areas. YouTube TV local lineup · Sling availability.
- Write down must-have channels. Separate broadcast networks, sports networks, news, entertainment, Spanish-language programming, and premium channels. Verify each channel, not just an advertised total.
- Name the teams and events you watch. Look up the channels and rights for those competitions in your market. Check regional sports availability and blackout rules; a league’s games may be spread across local, national, and separate subscription services.
- Calculate the recurring monthly cost. Add the base plan, required add-ons, equipment charges, and regional or broadcast fees, then subtract only discounts you can actually qualify for. If there is a promotion, compare its duration and price with the standard recurring rate.
- Compare simultaneous streams with household needs. Profiles or accounts are not the same as concurrent streams. Check location and household-sharing rules, particularly if family members watch in different places.
- Check the devices you will use. Confirm support for your television or streaming platform, phone, tablet, or browser. Individual features—such as 4K playback, multiview, or DVR controls—may not work identically on every device.
- Read the DVR terms. Check storage, retention, whether on-demand versions replace recordings, commercial skipping, and any replay restrictions that matter for sports or local programming.
- Read the travel and location rules. Local channels can change when you travel, and international viewing may be blocked. YouTube TV says availability depends on location, device, and partner restrictions and that the service is U.S.-only. YouTube TV location and availability rules.
- Verify the seller is an authorized service. Look for a recognizable provider, official app, public terms, transparent billing, and a normal support channel. An implausibly broad lineup at an unusually low price warrants caution.
Are IPTV services legal?
Internet delivery itself is legal. The key distinction is whether the provider has permission to distribute the programming it offers. Services redistributing copyrighted channels, movies, or sports without authorization are unlawful; a provider’s marketing claims alone do not establish that it is licensed. The Copyright Office’s overview explains copyright protections and the DMCA framework: U.S. Copyright Office DMCA overview.
Be wary of sellers promising thousands of premium channels, all worldwide programming, or pay-per-view events for roughly $10–$20 a month without clear rights information. Other warning signs include cryptocurrency-only or unusual payments, sideloaded APKs instead of official apps, changing domains, no identifiable company or support process, reseller panels, and credentials delivered through messaging apps. These signs do not prove the legal status of a particular service, but they merit caution.
Unauthorized streaming apps and devices may also create security risks. The FTC has warned that illegal video-streaming apps can expose consumers to malware and related problems. FTC consumer alert on streaming-app risks.
