A villain need not be irredeemable or remain an antagonist throughout the story. Lady Nagant, for example, is included for the role she plays in the conflict, while her history as a pro hero and covert operative remains central to her characterization.
The official character material confirms key details for Toga, Nagant, and Vigilantes’ Kuin Hachisuka, but it does not publish a twelve-character list. The remaining placements are therefore editorial judgments based on their roles in the stories, not an official hierarchy.
The 12 best female villains in the MHA universe
1. Himiko Toga — main series
Toga is the most complete combination of thematic weight, striking ability, and personal conflict on this list. Her Transform Quirk lets her take on another person’s appearance and voice after ingesting their blood; her official profile also says she can use the Quirk of someone she loves. That power makes her fixation on becoming close to others part of the mechanics of the story, not just a character trait. Her presence repeatedly forces the series to confront the gap between how society labels people and what they need from one another. 2. Lady Nagant — main series; former hero turned antagonist
Nagant is compelling because her villain role grows out of her former place inside the hero system. Yomiuri TV describes her as a once top-class pro hero who secretly carried out Public Safety Commission missions before an incident led to her imprisonment in Tartarus. Her Rifle Quirk is described as capable of reaching a target up to three kilometres away. Those details make her a formidable opponent, but her deeper contribution is the way her story exposes the cost of the institution she once served. 3. Chitose Kizuki, aka Curious — main series
Curious brings an ideological edge to the villains’ conflict: she is a journalist and leader in the Meta Liberation Army who sees the struggle over Quirks as a political cause. Her story also gives the League of Villains a conflict that is not simply a contest of strength, showing how competing factions can threaten and reshape one another.
4. Magne — main series
Magne matters less for the scale of her individual actions than for what her presence says about belonging among the League of Villains. She brings a personal history of exclusion into a group largely defined by anger at society, and her choices help establish the League as a collection of people with different grievances rather than a single-minded force. Her role gives the early villain storyline a more human texture.
5. Kuin Hachisuka — Vigilantes spin-off
Hachisuka expands the list beyond the main series. The official Vigilantes anime character page describes her as a high-school girl who commits villain acts as a “part-time job,” controls bees with her Quirk, and appears to be pursuing a plan. The contrast between an everyday student identity and deliberate criminal activity makes her a distinctive spin-off antagonist. 6. La Brava — main series; later ally

7. Melissa Shields — film: Two Heroes; antagonist role
Melissa is a film-specific inclusion rather than a main-series villain. Her connection to the events of Two Heroes gives the film’s conflict a personal dimension and links its threat to the people closest to the central heroes. 9. Slice — film: Heroes Rising

A shorter film role limits the depth of her character writing, but she adds to the movie’s ensemble threat.

10. Rei Todoroki — not a villain; excluded
Rei’s story involves serious harm and family trauma, but she is not a female villain. Including her would confuse victimhood, conflict, and antagonism, so she does not qualify for this ranking.
10. Himiko Toga’s League rivals — not separate entries
Other members of the League are not added simply to make the list longer, and a character’s proximity to villainy is not enough to qualify them. The ranking prioritizes women whose story roles are meaningfully antagonistic.
