Science Fiction Cities: How Imagined Futures Shape Urban Planning

Fictional cities can make urban futures tangible and help communities debate technology, power and climate. Their influence is best understood as a planning lens, not proof of direct copying.

Science fiction shapes real city-making less by supplying blueprints than by giving planners, designers and communities vivid ways to examine urban futures. Fictional cities make questions about surveillance, segregation, climate adaptation, infrastructure and social life easier to see and debate. The evidence supports influence on planning conversations and design research—not a simple chain in which a particular fictional city caused a real one to be built.

How fictional cities enter real planning

A city in a novel, film, comic or game can turn an abstract proposal into a place people can picture. That makes imagined urban futures useful in discussion: residents and decision-makers can consider not only what a technology might do, but how it could change daily life, access and relationships. Natalie Collie’s 2011 article argues that science-fiction narratives can help communities make sense of place and contribute to discussion of future planning. Collie’s article in Futures connects this approach to community engagement and social sustainability.

Fiction also gives planning researchers a body of stories to examine for recurring ideas. A project commissioned by Germany’s Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR), and carried out at Brandenburg University of Technology, considered films, comics, novels and computer games in which cities are central. The work asked what those stories might contribute to planning discourse; it did not establish that fictional designs were adopted as construction plans. The project and its planning discussion describe fiction as material for examining urban possibilities.

What science-fiction cities help us question

Technology, surveillance and dependence

Technological systems are not neutral scenery. In fictional urban futures, they can expose who controls infrastructure, what happens when people depend on it, and how monitoring can reshape public life. Peter Klimczak identifies technologization as a useful planning theme, including technical dependence, surveillance, social isolation and spatial segregation. He compares some fictional control systems with systems associated with smart-city settings, but that comparison is a critical resemblance—not evidence that science fiction caused those systems. Klimczak’s discussion frames fiction as a way to visualize possible consequences of technological development.

Power, access and social life

The central question is often not whether a city looks futuristic, but who gets to shape it and who benefits from it. A polished urban vision can still contain exclusion, segregation or isolation. When using a fictional city as a planning lens, ask who is monitored, served or left out; who owns the systems; and whether residents have a meaningful voice in decisions. These questions follow from the planning themes identified in the BBSR-supported work and from research on narrative, place and community engagement.

Climate and shared infrastructure

Speculative design can help explore alternatives to a single technology-led future. Architect CJ Lim’s work, as described by UCL’s Bartlett School, combines science-fiction and futurology scenarios with current scientific knowledge to investigate climate-responsive, multi-use urban infrastructure. This is an example of speculative methods in design research, not evidence that a fictional city has been built. Fiction and urban theory shape each other

The relationship is not simply a matter of writers predicting what planners later construct. Carl Abbott’s 2007 analysis of cyberpunk traces how ideas from urban theory entered a popular-fiction subgenre, and suggests that science fiction can help planners understand how social theories affect public understanding of planning questions. Fiction can translate urban ideas into memorable settings; those settings, in turn, can influence how people discuss the city. Abbott’s article in the Journal of Planning Education and Research offers this account of the exchange.

A 2025 systematic review maps research on fictional cities and the architectural imaginary, examining how fictional representations reflect social and ideological contexts and how future-oriented narratives help explore urban futures. Its abstract supports that broad description of the field, but it does not provide a numerical estimate of science fiction’s impact on real-world construction. The review by Marji, Thibault and Hamari is useful for understanding the research landscape, not for quantifying city-building influence.

How to assess a claim that a real city copied fiction

A visual resemblance is not proof of influence. To claim that a specific city, project or planning decision borrowed from a named fictional source, look for documentation connecting the relevant designer or decision-maker to that reference. Without that evidence, describe the relationship more carefully: a project may echo a fictional theme, resemble a scenario, or be discussed alongside science fiction as a way of thinking about urban change.

  • Technology and control: What systems manage the city, who owns them, and what happens if they fail?
  • Power and access: Who is monitored, segregated, served or excluded?
  • Community voice: Can residents shape the future being proposed, or are they merely represented in a top-down vision?
  • Climate and infrastructure: Does the vision connect environmental change with protection, provision and participation?
  • Social life: Does advanced infrastructure support everyday relationships, or can isolation persist despite technological sophistication?
  • Evidence of influence: Is there a documented reference in a design or planning process, or only a thematic or visual similarity?

These are useful analytical questions drawn from the work described above, not a standardized evaluation framework issued by one organization. They help separate a productive comparison from an unsupported claim of direct copying.

CJ Lim’s Inhabitable Infrastructures: Science fiction or urban future? (Routledge, 2017; ISBN 9781138119673) explores speculative scenarios, futurology and scientific knowledge through the lens of climate-related, multi-use infrastructure. The University of the Arts London-hosted publication Tomorrows: Urban fictions for possible futures presents design-research examples and critical discussion of smart-city imagery. Its value here is as an example of speculative and critical design being used to challenge a single, polished vision of the future and bring alternatives into public or policymaking conversations—not as evidence that its projects became built plans.
