A condição de balneabilidade foi atribuída à reportagem contemporânea; não foi localizado um boletim histórico do INEA para o dia do episódio que a confirme de forma independente.
O que aconteceu na Praia da Urca
Leonardo Torres publicou no POPLine, em 12 de julho de 2014, que Rihanna e amigas foram à Praia da Urca durante a visita da cantora ao Brasil e que ela entrou na água. Segundo a matéria, a viagem foi a convite da Budweiser e Rihanna estava hospedada em Copacabana. Leia a reportagem do POPLine.
O título da matéria usou a expressão “nadando no esgoto”, e o texto caracterizou a praia como imprópria para banho e parte da Baía de Guanabara que recebia esgoto sem tratamento. Essa é a descrição publicada pelo POPLine, não uma conclusão aqui atribuída a um registro oficial do INEA referente àquele dia.
O que significa dizer que a praia estava imprópria
Balneabilidade é uma classificação da qualidade da água para banho em um local e período determinados. Portanto, uma notícia sobre a condição da Praia da Urca em julho de 2014 não estabelece que a praia seja imprópria em outras datas; tampouco um resultado posterior confirma retrospectivamente o estado da água naquele episódio.

Esse dado vale para aquele ponto e para o boletim daquela data: não comprova nem refuta a condição relatada em 2014, e não informa a classificação vigente hoje. Como o INEA classifica a balneabilidade
O boletim consultado informa que os critérios seguem a Resolução CONAMA 274/2000 e usam resultados de Enterococos. Segundo o documento, a água é considerada imprópria quando o resultado mais recente supera 400 NMP/100 mL ou quando pelo menos dois resultados das cinco campanhas mais recentes superam 100 NMP/100 mL. A classificação se refere ao ponto monitorado; o mesmo boletim, por exemplo, listava pontos de Botafogo como impróprios, enquanto o ponto UR00 da Urca aparecia como próprio.
