Reaper Scans, one of the largest English-language scanlation sites for Korean webtoons and web novels, announced a permanent shutdown on May 9, 2025. The closure followed a cease-and-desist notice from Kakao Entertainment and pressure from Kakao’s anti-piracy team, known as P.CoK. Available reporting describes a voluntary agreement to stop operating—not a court-ordered shutdown.

What happened to Reaper Scans?
In its shutdown statement, Reaper Scans said it had received a cease-and-desist notice from Kakao Entertainment and would end the distribution of unauthorized fan translations. The operators said the site had run for approximately six years and that the market had changed significantly since its launch: official English translations were now available for many more series, often much closer to their original release dates.
Kakao separately said that P.CoK had brought the site’s operations to a halt the previous Friday. Kakao characterized Reaper Scans as a major English-language piracy site carrying Korean webtoons and web novels.

The distinction between a legal warning and a court judgment matters. The reporting available for this case says P.CoK identified the operators, contacted them using their real names, warned them about possible legal action, and secured their agreement to close permanently. It does not establish that a court ordered the site to shut down.
How Kakao identified the people behind the site
According to reporting by The Korea Times, P.CoK began investigations and database comparisons in 2022. The team reportedly identified three operators located in the United States, India, and Croatia.
P.CoK then sent warnings by email and addressed the operators by their real names. Faced with the possibility of legal action, the operators agreed to close Reaper Scans permanently. The case demonstrates why rights holders increasingly focus on identifying operators rather than pursuing only the latest domain name.
A domain can disappear and reappear under another address. Identifying the people managing the operation, its infrastructure, and its revenue channels can make that cycle more difficult. Kakao’s anti-piracy materials describe a broader approach involving technical monitoring, open-source intelligence, database analysis, legal action, and cooperation across national borders.

Cross-border enforcement is complicated when the rights holder, operators, servers, payment services, and audience are in different countries. Kakao has said that partnerships with overseas organizations and authorities are therefore important to its enforcement strategy.

How large was Reaper Scans?
Reaper Scans was not a small forum serving a handful of readers. The Korea Times reported approximately 10 million visits per month and a Discord community of about 95,000 subscribers.
Traffic estimates published by Anime Corner, citing Similarweb, were higher during the months immediately before the closure:
| Month | Reported estimated visits |
|---|---|
| February 2025 | 10.7 million |
| March 2025 | 13.1 million |
| April 2025 | 12.8 million |
These figures should be treated as traffic estimates, not audited counts of unique users. The approximately 10-million monthly figure and the higher month-by-month estimates are not necessarily contradictory: they come from different reports, measurement methods, and time windows.
In a later anti-piracy whitepaper, Kakao described Reaper Scans as receiving roughly 10 million monthly visits and estimated the resulting damages at 676.9 billion Korean won, or approximately $520.7 million. That is Kakao’s estimate, not an independently verified court finding or an audited calculation of lost sales.
What did the site distribute?
Reaper Scans distributed unauthorized English translations of Korean webtoons and web novels. Reporting said the site worked with professional translation groups, updated frequently, and built an audience partly through high-quality releases and rapid publication.
Rank #3
Its business model reportedly included advertising and sponsorships. Some content was also placed behind a paywall. Unauthorized translations were additionally redistributed by other websites, extending their reach beyond Reaper’s own domain.
Anime Corner reported that the site carried material associated with several publishers and included Kakao-licensed content such as Solo Leveling: Ragnarok. That does not mean every title on Reaper Scans belonged to Kakao Entertainment or that every work was handled under the same license arrangement. The site’s catalog was broader than any single publisher’s library.
Reaper’s operators presented the original purpose of the service as filling a gap: giving readers access to stories that did not yet have timely official English releases. That explanation helps clarify why scanlation communities gained readers, but it does not make the distribution lawful. Fan production, translation quality, or the absence of an official release does not remove the copyright holder’s exclusive rights.
Why this shutdown is significant
The Reaper Scans case reflects a shift in online copyright enforcement. Earlier efforts often concentrated on domain takedowns, search removals, or notices to hosting providers. Those measures can be useful but may be temporary if the same operators launch a replacement site.
Operator identification creates a different kind of pressure. It can connect an anonymous brand to identifiable individuals, reveal relationships among domains and databases, and support legal warnings in the countries where the operators are located. In this case, the reported three-country footprint also shows why a Korean rights holder cannot rely only on domestic enforcement.
Rank #4
Kakao’s broader figures illustrate the scale of its anti-piracy operation. Its 2023 whitepaper said P.CoK blocked approximately 208,579,380 instances of illegal content between June and December 2023. That number covers Kakao’s wider anti-piracy activity—including direct removals, changed domains, and deleted sites—and is not a count of Reaper Scans pages.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →The commercial context has changed as well. When a series has no licensed English edition, readers may perceive an unauthorized translation as the only practical option. The growth of official international services has reduced that gap for many titles, even though availability still varies by territory, publisher, release schedule, and platform.
Where can former Reaper readers read legally?
Reaper Scans’ own shutdown notice directed readers toward official services including Tapas, WEBTOON, Wuxiaworld, Manta, Toomics, Lezhin, and Wattpad. These platforms do not necessarily carry the same series, and a title available in one country may be unavailable in another. Readers should search each platform’s current catalog rather than assume that a particular Reaper title has an official replacement.
- WEBTOON focuses on digital comics and offers web and app access, with availability and usage terms governed by territory and licensing arrangements. Readers can use the official WEBTOON platform to check its current catalog.
- Tapas offers comics and web novels and was one of the destinations named in the shutdown notice.
- Wuxiaworld is especially relevant to readers looking for officially licensed translated web novels.
- Manta, Toomics, and Lezhin are digital-comics services that may carry licensed Korean webcomics, subject to regional availability.
- Wattpad was also named in the notice, although readers should distinguish authorized publisher releases from user-uploaded material whose rights status may differ.
WEBTOON’s terms state that its digital content is owned by WEBTOON or licensed to it, while access is subject to geographic and usage restrictions. That is a useful reminder that “official” does not always mean every title is available everywhere or permanently accessible under identical conditions.

Readers who prefer to support a licensed print release can look for publisher-issued editions rather than unauthorized downloads. For example, Yen Press lists Solo Leveling, Vol. 1 (comic) as a paperback and digital webcomic adaptation, with ISBN 9781975319434 and Amazon listed as a retailer. It is an authorized physical edition connected to the wider Korean webtoon ecosystem, not evidence that every series formerly hosted by Reaper Scans has a print release.

What the closure does—and does not—prove
- It does show that a large unauthorized translation site can be pressured through operator identification and cross-border legal warnings.
- It does not show that every scanlation site will disappear or that a single cease-and-desist notice ends online redistribution permanently.
- It does not establish a court judgment against Reaper Scans.
- It does not independently verify Kakao’s estimated $520.7 million in damages.
- It does not mean every title once listed on the site was owned by Kakao Entertainment.
The clearest industry lesson is that the justification for scanlation sites has weakened as licensed services have expanded, while the enforcement tools available to major rights holders have become more systematic. For readers, the safest route is to locate a title through its publisher, an authorized digital platform, or a licensed print edition—and to verify availability in the relevant country.
