Why is my Raspberry Pi YouTube live stream buffering? First find out whether the problem is at the Pi, on the upload connection, or only in viewers’ playback. Measure stable upload speed against the stream’s total bitrate, then check YouTube Live Control Room stream health. Increasing an FFmpeg buffer is not a general fix for insufficient bandwidth or viewer-side stalls.
First identify where buffering happens
“Buffering” can describe different symptoms. Check YouTube Live Control Room while the stream runs and note its stream-health status and messages. Compare that with what viewers report.
- Encoder or ingestion warning: investigate whether the Pi can sustain the chosen encode, whether upload capacity is sufficient, and whether the network connection is stable.
- YouTube reports a healthy feed, but viewers see stalls: look at the stream’s latency mode and viewer playback conditions. A healthy incoming feed does not rule out playback trouble.
Use the indicators together; a viewer report alone does not identify which layer is failing.
Measure upload speed against the whole stream
A live encoder sends data out, so download speed is not the relevant measurement. YouTube says the stream’s total bitrate must fit within available upload bandwidth and recommends leaving 20% room. This is YouTube’s guidance, not a guarantee that any connection will remain stable. Measure outbound performance under conditions like the actual broadcast, including normal use by other people on the connection. A brief speed-test peak is not evidence of sustained capacity. YouTube’s streaming tips also note that upload can be lower than download, shared connections can limit an individual stream, and a connectivity disruption can break a stream.

Compare the result with the total configured bitrate—not just the video track. Include audio and any other stream output that uses the same connection. As a practical application of YouTube’s 20% headroom recommendation, a stream with a total bitrate of 8 Mbps needs more than 8 Mbps of stable upload; merely matching the bitrate leaves no room for variation.
Choose a sustainable YouTube ingest target
YouTube’s current live-encoder guidance lists these H.264 targets. The recommended figures are recommendations for ingest, not proof that a particular Raspberry Pi can encode those settings in a specific setup.

These are YouTube’s published H.264 live-stream settings, not its VOD upload recommendations. YouTube also recommends constant bitrate (CBR) and a 2-second keyframe interval, and says not to exceed 4 seconds. Consult the YouTube live encoder settings guide for the current recommendations and stream-health guidance.
If the measured upload cannot reliably carry the total bitrate with room to spare, try reducing bitrate, resolution, or frame rate, or address the connection constraint. That is a diagnostic response to the bandwidth requirement, not a claim that every Pi can encode a particular alternative. Before depending on the stream, test privately or unlisted with representative movement and audio and monitor stream health.

Check Pi encoding separately from network capacity
A connection can have sufficient upload while the Pi still fails to sustain the chosen encode; conversely, a capable encoder cannot compensate for a weak or unstable upload path. During a representative test, observe whether the Pi keeps producing the intended output and whether YouTube reports healthy ingestion.
Raspberry Pi’s H.264 performance note addresses Pi 5-series computers and evaluates software libx264 configurations, including a low-latency configuration intended for real-time applications such as live camera streaming. It does not establish a guaranteed resolution or frame rate for an unspecified Pi, camera, operating system, temperature, FFmpeg build, or command. What an FFmpeg buffer can—and cannot—fix
Do not increase a buffer until you know which protocol, direction, and stage it applies to. FFmpeg documents rtmp_buffer as an RTMP client buffer time, with a documented default of 3000 milliseconds. RTMP is a streaming protocol over TCP/IP. The option is specific to the RTMP client; its documentation does not say that increasing it supplies missing upload capacity or cures viewer playback stalls. See the FFmpeg protocol documentation.
FFmpeg’s fifo_size and overrun_nonfatal options concern a circular buffer for UDP receiving. They are not interchangeable with settings for an RTMP or RTMPS publishing path. Inspect the actual command and determine whether buffering occurs before upload, during YouTube ingest, or at the viewer before changing protocol flags. A copied option may have no effect if it belongs to a different transport or direction.

Use latency mode for the audience, not as an upload fix
YouTube’s latency settings affect the delay between the live event and playback, with a trade-off against viewer buffering. YouTube states, “Lower latency may mean more playback buffering.” Normal latency has the lowest viewer buffering; low latency is intended for limited interaction; ultra-low latency is intended for real-time interaction and may increase buffering. Low and ultra-low latency do not support 4K. These trade-offs can help explain viewer-only stalls, but latency mode is not an explanation for every playback problem. See YouTube’s latency guidance.
Troubleshoot in this order
- Locate the symptom. Check Live Control Room stream health and messages, then establish whether the Pi/ingest reports trouble or viewers alone report stalls.
- Measure outbound capacity. Test under normal network contention and compare stable upload with the total configured stream bitrate, leaving the headroom YouTube recommends.
- Run a representative preflight. Include the real audio and movement, monitor the Pi’s encoding output, and watch YouTube’s stream-health indicators.
- Reduce an unsustainable target or fix the connection. If the bitrate exceeds reliable upload, lower the output target or resolve the network limitation. A larger software buffer does not create bandwidth.
- If ingest is healthy, investigate playback. Review latency mode and viewer network/player conditions rather than assuming the sender’s FFmpeg buffer is responsible.
- Adjust a buffer only when its scope matches. Verify the installed command, protocol, direction, and FFmpeg build before changing a protocol-specific option.
