PSYCHO-PASS 3 FIRST INSPECTOR is the theatrical conclusion to the story begun in PSYCHO-PASS 3, not a recap compilation. It brings rookie inspectors Arata Shindo and Kei Mikhail Ignatov into a crisis at the Public Safety Bureau, where their partnership is tested by a disagreement over truth and justice and by an attack led by Koichi Azusawa. The official synopsis establishes those stakes, but not the siege’s exact resolution or the meaning of its final scene.

Where First Inspector fits in Psycho-Pass

FIRST INSPECTOR continues and concludes the story introduced in PSYCHO-PASS 3. Season three began airing on Fuji TV on October 17, 2019, and followed Arata and Kei as they investigated cases while seeking the truth behind a tragedy connecting their families. Fuji TV’s season-three page describes the pair as childhood friends whose families were linked to the same earlier case.

The film shifts the shape of that story: instead of another run of investigations, it centers on the partners’ last case and an attack on the Public Safety Bureau. View it after season three; its conflict grows out of the season’s characters and unresolved tensions.

What the official synopsis says happens

The official story places the crisis in Tokyo in 2120, in a society governed by the Sibyl System. Arata and Kei’s investigation brings them to a break over truth and justice. Koichi Azusawa, an inspector who operated behind events in season three, makes the Bureau his target and attacks it. The official framing describes the resulting case as a test of whether the two inspectors can trust one another. Production I.G’s official film pages establish these broad events and stakes.

That is the responsible scope of a recap based on the available official summaries: they do not lay out the siege’s scene order or tactics, how it ends, casualty outcomes, or what the final scene implies. Those details cannot be reliably reconstructed from the synopsis alone.

Why Arata and Kei’s split matters

The partnership is personally charged before the film’s crisis begins. Fuji TV’s background says Arata and Kei are childhood friends and that their families were bereaved relatives on opposing sides of an earlier case: one tied to the offender, the other to the victim. They become inspectors in search of the truth behind that case. This context helps explain why a dispute about truth is not merely professional, though the film synopsis does not spell out every motivation behind their disagreement.

The film’s conflict makes the partnership itself part of the case. The Bureau is under attack from outside, while the inspectors’ differing positions place trust under pressure from within. That is the contrast between the continuing investigation and the film’s concentrated crisis: the season follows the search for answers across cases; the film turns the consequences of that search into an immediate test of the two investigators’ relationship.

Azusawa, Sibyl, and the question of judgment

The official Japanese tagline asks, “裁くのは、神か正義か”—roughly, “Who judges: God or justice?” That is a translation of the tagline, not an official English rendering. Alongside the synopsis’s emphasis on the protagonists’ disagreement over truth and justice, it points to a tension between institutional authority and competing claims about what is just.

Production I.G describes the franchise’s society as maintained by Sibyl, a large surveillance network that quantifies souls. Officers use Dominators to measure crime coefficients and pursue latent criminals before they commit crimes. These details help explain the world in which the Bureau operates; the film synopsis does not establish that the story resolves the wider political questions raised by Sibyl.

One grounded interpretation is that the siege gives an abstract question—who gets to define justice?—a physical setting in the institution that exercises that authority. The conflict between Arata and Kei personalizes the question, but this is an interpretation of the official framing, not a confirmed explanation of every plot turn or the ending.
