What Harry said about stepping back
In a witness statement quoted in the High Court’s judgment, Harry wrote that “my wife and I felt forced to step back from this role and leave the country in 2020.” The statement records his description of their experience. The court expressly noted that the couple’s motivation was not in issue in the judicial review.
What the case was actually about
The litigation challenged a decision by RAVEC, the Executive Committee for the Protection of Royalty and Public Figures, about Harry’s publicly funded personal protective security by police in Great Britain. Following his change in royal status in 2020, he no longer received the same degree of protection.
The High Court described RAVEC as an independently chaired executive committee responsible for overarching protective-security arrangements for a group assessed to face particular risks in Great Britain. Its representation included the Home Office, Metropolitan Police Service, Royal Household, Cabinet Office and Foreign, Commonwealth and Development Office. The dispute was whether the security decision was lawful—not whether Harry and Meghan had been forced to leave royal duties.

What the courts decided
High Court: judicial review dismissed
In February 2024, the Administrative Court dismissed Harry’s judicial review. Its judgment records his witness-statement account while making clear that his and Meghan’s motivation was not a question the proceeding had to decide. Read the High Court judgment.
Court of Appeal: appeal dismissed
After a hearing on 8–9 April 2025, the Court of Appeal dismissed Harry’s appeal on 2 May 2025. In discussing the challenged security decisions, it said they were “an understandable, and perhaps predictable, reaction to the Claimant having stepped back from Royal duties and having left the UK to live principally overseas.” That reasoning concerns the security arrangements in the case; it is not a finding about the couple’s personal reasons for stepping back. Did a court rule that Harry and Meghan were forced out?
No. Harry’s statement that they “felt forced” is part of the legal record, but the security case did not adjudicate whether they were forced to leave their royal roles. The courts considered the lawfulness of the decision about Harry’s police protection in Great Britain after his status changed. The distinction matters: a witness statement tells the court what a party says; it is not, by itself, a finding by the court.
