Yes—but the date matters. Aylo, Pornhub’s parent company, announced on December 18, 2024, that it would block Florida users rather than adopt the state’s new age-verification requirements. The restriction began on January 1, 2025, when the law took effect. As of the latest available report, dated August 4, 2026, ordinary direct access had not been restored; Aylo was asking Florida officials to reconsider the rules.
What happened, and when
- March 2024: Gov. Ron DeSantis signed HB 3, a broader online-protections law that included restrictions concerning sexually explicit material.
- December 18, 2024: Pornhub announced that it would block Florida users instead of implementing the verification process it opposed. Axios reported the announcement.
- January 1, 2025: Florida’s porn-site age-verification provisions became operative, and Pornhub’s Florida restriction began.
- July 2025: The Free Speech Coalition and other plaintiffs dismissed their challenge to the porn-related provisions after the U.S. Supreme Court upheld a similar Texas law. The dismissal did not repeal Florida’s law or order Pornhub to restore access. WUSF described the case’s end.
- August 4, 2026: Axios reported that Aylo was seeking a route back into Florida and had contacted state leaders. It did not report that access had resumed. See the August 2026 report.
What Florida’s law actually requires
Section 501.1737 of the Florida Statutes applies to a commercial entity that knowingly publishes or distributes material harmful to minors when more than 33.3% of the site’s or app’s total material meets that definition. The covered service must verify that an accessing user is at least 18 and prevent access by anyone younger than 18. Read the statute.
Two verification choices
The statute calls for both anonymous age verification and a commercially reasonable standard age-verification method. The person seeking access must be allowed to choose between them, subject to related privacy and verification provisions in Section 501.1738.
What counts as harmful to minors
Florida’s definition uses a three-part test: the material must appeal to a prurient interest, depict or describe sexual conduct in a patently offensive way, and lack serious literary, artistic, political or scientific value for minors.

Enforcement and penalties
The Department of Legal Affairs may pursue civil penalties of up to $50,000 per violation, plus attorney fees and court costs. The statute also allows additional remedies in specified circumstances, including possible punitive damages for a consistent pattern of noncompliance and damages claims involving unauthorized access by minors. The maximum is not an automatic assessment; the amount and outcome depend on enforcement proceedings and judicial findings.
Important limits and exemptions
- The statute does not say every visitor must upload a driver’s license. It requires proof of age and allows more than one verification method.
- Its coverage turns on the proportion and nature of a service’s material, not simply the website’s brand name.
- Bona fide news and public-interest material receive statutory protection.
- Internet service providers, search engines and cloud providers generally are not liable merely for connecting users to content they did not create or control. The statute lists these provisions.
Why Pornhub chose a block
Aylo said site-level verification creates privacy and effectiveness problems. In its December 2024 message, the company warned that requiring users to provide sensitive information—including, in its framing, a driver’s license—could put adults’ privacy at risk. It also argued that a system imposed on major platforms could push users toward smaller or less-regulated services, while users could circumvent website-by-website checks more easily than a device-level control. These are Aylo’s policy arguments, not settled findings about every verification system.
Aylo has promoted verification handled by a device or operating system instead. In May 2026, it said it restored access for eligible age-confirmed UK iOS users after Apple introduced a device-based system. That announcement shows what Aylo considers an acceptable framework; it does not mean Florida has adopted or approved the same approach. Aylo’s UK announcement explains the change.

What happened to the court challenge
The Free Speech Coalition and other plaintiffs challenged Florida’s porn-site age-verification provisions on First Amendment and privacy grounds. They dismissed that case in July 2025 after the Supreme Court upheld a similar Texas requirement. Reporting on the dismissal said the Court held that states may require proof of age before people access speech that is obscene from the perspective of minors. The Texas decision was not a direct ruling on every feature of Florida’s statute, and dismissal did not invalidate Florida’s law. It was also separate from litigation over Florida’s social-media restrictions for minors. WUSF’s account provides the connection between the cases.
Is Pornhub coming back to Florida?
There is no verified restoration date. The August 4, 2026 report said Aylo had sent a letter to more than 300 state leaders, including Gov. Ron DeSantis and Attorney General James Uthmeier, urging officials to rethink or rescind age-verification laws. Aylo said the rules do not adequately protect minors and expose adults’ personal data to risk. Those statements describe the company’s position.
According to that latest reporting, Pornhub remained blocked for ordinary Florida users. The restriction is a company-imposed geographic access decision, not the same as Florida technically blocking the entire domain. The available reporting does not establish what technical workarounds may exist, and this issue does not provide a basis for evading age-verification requirements.

Yes, for covered commercial services: they must verify that users are 18 or older and prevent access by minors, using the statutory options.
Was Pornhub blocked?

Florida’s challenge was dismissed after the Supreme Court’s Texas decision, but that procedural history is not a ruling approving every detail of Florida’s law.

Does verification work?
That remains contested. Florida and supporters present it as a child-protection measure. Aylo and other opponents argue that website-level checks create privacy risks, can displace traffic to less-regulated services and are less effective than device-level systems. A 2026 University of Chicago working paper examines Pornhub shutdowns across states, but its findings should be read as evidence about observed traffic and user behavior—not as a definitive verdict on Florida’s policy. Why the distinction matters
Florida’s law is not a blanket state ban on all adult content. It sets an age-assurance duty for covered services. Pornhub’s decision to withdraw is its response to that duty. Other services may choose different policies, but availability alone does not establish compliance, privacy protection or safety. The continuing dispute is over how to balance minors’ access to sexually explicit material, adults’ privacy, First Amendment interests and the competing models of website-based and device-based age assurance.
