It changed who could upload, but it did not settle later questions about privacy, coercion, payment flows or the site’s safeguards. Canadian privacy findings, a U.S. Department of Justice agreement, a Mastercard action involving an advertising platform, and a 2025 FTC and Utah settlement followed—separate actions with different scopes.
Why Pornhub suspended millions of videos in 2020
The change came amid public allegations that Pornhub hosted child sexual abuse material and nonconsensual sexual content, including scrutiny prompted by Nicholas Kristof’s December 2020 New York Times opinion piece. The Office of the Privacy Commissioner of Canada’s later chronology also records that Visa and Mastercard suspended payment processing. Ars Technica reported that Pornhub had halted uploads and downloads outside its partner and verified Model Program systems before the purge.
Pornhub said it suspended previously uploaded videos that were not created by content partners or members of its Model Program. That was a restriction based on uploader or program status, not a determination that every affected video was illegal.
Why the reported totals differ
Ars Technica estimated in December 2020 that nearly 9 million of the site’s 13.5 million videos were affected. That was a contemporary estimate, not an audited final count. In its 2025 complaint, the Federal Trade Commission later described Aylo as having removed over 10.5 million videos. The available accounts do not reconcile the different totals or descriptions, so they should not be treated as equivalent measurements.

What happened after the purge
Later scrutiny did not amount to one continuing case about the purge. Each action addressed a different issue, and its legal or operational status matters.
Canada examined privacy practices
In 2024, the Office of the Privacy Commissioner of Canada published findings from its investigation of MindGeek/Aylo’s collection, use and disclosure of personal information connected with user-uploaded content. The regulator reported that the company had not shown examples of referring uploaders of nonconsensual content to law enforcement.

The findings also described an account-recreation weakness: until at least October 2022, a banned user could create another account with a different username and email address because the company did not associate banned accounts with uploader identity. This was a privacy and account-management finding, not a measurement of how many harmful videos remained online.
Mastercard acted on an advertising-payment channel
In August 2022, Mastercard said it directed financial institutions to suspend acceptance of its products at TrafficJunky, an advertising platform. Mastercard said new facts suggested advertising revenue outside its view indirectly funded Pornhub, and characterized the direction as further enforcement of its December 2020 decision concerning Mastercard products on Pornhub. This action concerned payments at an advertising platform, not a new estimate of the purge’s effects.

Aylo entered a DOJ deferred prosecution agreement
In December 2023, Aylo Holdings—formerly MindGeek and Pornhub’s parent—entered a deferred prosecution agreement with the U.S. Department of Justice concerning unlawful monetary transactions involving proceeds connected to GirlsDoPorn. The agreement required Aylo to pay $1,844,952.83 to the United States, make payments to affected individuals who had not otherwise received compensation, and work with an independent monitor for three years. Aylo entered a deferred prosecution agreement; this was not a guilty plea.
The DOJ said Aylo had received requests to remove videos and did not remove all the videos requested. It also said the company continued to host GirlsDoPorn and GirlsDoToys channels after learning of allegations and evidence of coercion. U.S. Attorney for the Eastern District of New York Breon Peace described the resolution this way: “This deferred prosecution agreement holds the parent company of Pornhub.com accountable for its role in hosting videos and accepting payments from criminal actors who coerced young women into engaging in sexual acts on videos that were posted without their consent.” His statement describes the government’s resolution; it is not a finding about every video on Pornhub.

The FTC and Utah addressed claims about safeguards
In September 2025, the FTC and Utah announced a stipulated settlement order concerning allegations that Aylo misled users about efforts to block child sexual abuse material and nonconsensual content. The FTC’s complaint alleged that the 2020 changes established uploader identity documentation; that does not establish that every person depicted in a video was verified or that consent to its creation and distribution was established.
The FTC case page lists a stipulated order entered September 8, 2025, requiring a program to prevent distribution of the material, and a $5 million penalty to Utah. The page also labels the matter pending. The order’s requirements should not be confused with evidence that implementation is complete.

These actions cannot be combined into a single verdict on whether the purge worked: they concern different conduct, were brought by different actors, and have different legal statuses. The sources reviewed do not establish an independent long-term statistic showing how much the purge reduced later abuse or how many affected videos were ultimately restored or permanently removed.
