In June 2024, Aylo, Pornhub’s parent company, said Pornhub and some affiliated sites would stop serving users in Idaho, Indiana, Kansas, Kentucky and Nebraska as those states’ age-verification requirements took effect. The blocks were Aylo’s response to the laws, not a government order banning Pornhub. The dispute later became part of a larger legal fight: in June 2025, the U.S. Supreme Court allowed Texas to enforce its own age-verification law, without deciding the validity of every state’s version.
What happened in the five states
Aylo announced the additional withdrawals on June 19–20, 2024. The company said the timing would track each state’s law, so the announcement did not mean all five blocks began on the same day. Nebraska users, for example, were reported to be blocked when that state’s law took effect in July. Contemporary coverage identified the five states and described Aylo’s stated objections to the requirements (Tech Times, June 20, 2024; Nebraska Examiner, July 16, 2024).

Aylo, formerly known as MindGeek, operates Pornhub and other adult sites. The announcement concerned Pornhub and, depending on the state and service, other Aylo properties; it should not be read as a single policy governing every adult website.

The common thread was a legal obligation for covered adult-content websites to use age-verification or age-gating measures intended to keep minors from accessing material defined by the relevant law. The statutes are not interchangeable: coverage thresholds, effective dates, available verification methods and enforcement provisions can differ. The available reporting identifies the five-state rollout but does not establish a complete, comparable account of every statute’s precise verification options or enforcement terms. The table separates what is established here from what should not be inferred.

Do not assume that every law required users to upload a government-issued ID. Statutes can permit different approaches, and the legal label “age verification” does not by itself describe a service’s data handling. The relevant questions include what information a method collects, whether it is retained, who processes it, and what safeguards apply.
Why Aylo chose to block access
Aylo argued that a patchwork of state requirements could force adult sites to process sensitive personal information in ways that create privacy and security concerns. It also contended that a determined minor could move to smaller or less moderated sites that might not apply comparable safeguards. Those are the company’s arguments, not proof that every verification system exposes users’ data or that users necessarily shifted to other sites.

The company said it favored age controls at the device or operating-system level as a more uniform alternative to requiring individual adult websites to verify each visitor. That preference is Aylo’s policy position; it is not evidence that device-level controls are proven more effective or that states have adopted a common device-level standard. Aylo’s stated position appears in its age-verification fact sheet.

Not in the ordinary sense of a state directly blocking Pornhub’s domain. The state laws imposed obligations on covered websites; Aylo’s response was to withdraw access in jurisdictions where it did not want to follow the required process. A visitor whose location is identified as being in one of those states may therefore encounter a block or explanatory message. Saying “Pornhub blocked access” is more precise than saying “the state banned Pornhub,” absent a particular court order or other government action against the site.

Location-based access can also produce edge cases. A person traveling through a restricted state, or using a corporate network or VPN endpoint that is geolocated incorrectly, may see a result that does not match their physical location. Different Aylo sites or other operators may make different decisions, and their availability does not establish that they are governed by the same law or use the same verification method.
How Texas set the stage for the later court fight
Texas was an earlier flashpoint. Pornhub disabled access there in March 2024 amid enforcement of Texas House Bill 1181. Texas Attorney General Ken Paxton sued Aylo over alleged noncompliance. The Supreme Court’s June 27, 2025 decision allowed Texas to enforce its law (Texas Attorney General’s lawsuit announcement; SCOTUSblog’s account of the decision; Supreme Court case document).

That outcome concerned Texas’s law and the constitutional challenge before the Court. It did not automatically validate every other state’s statute: laws can differ in scope, definitions, enforcement and the verification methods they permit. Challenges to other laws must be assessed on their own facts and procedural status.
The competing arguments over safety, privacy and speech
Why supporters back age checks
- They argue that a birth-date prompt is too easy for a minor to bypass and that sites distributing material harmful to minors should take responsibility for checking age.
- They see state legislation as a way to act while Congress has not created a nationwide framework.
- The Texas decision supports at least some state authority to require age checks, though its reach beyond Texas depends on the particular law and legal challenge.
Why critics object
- They warn that linking identity information to access to sexually explicit material can expose highly sensitive browsing behavior, depending on the system’s design, data retention, vendors and legal protections.
- They argue that inconsistent state rules can burden lawful adult access and raise First Amendment concerns.
- They question whether restrictions will achieve their intended effect if users can turn to other sites that may have weaker privacy practices or content moderation.
These questions are distinct. Privacy risk depends on architecture and safeguards; whether a law reduces minors’ exposure is an empirical question; and constitutionality depends on the statute and the court reviewing it. A privacy concern is not proof that every provider stores identity data, just as a legal requirement does not by itself demonstrate effectiveness.

What traffic figures do—and do not—show
In its argument against state-by-state rules, Aylo cited an approximately 80% fall in Louisiana traffic after that state introduced an age-verification requirement. That is an Aylo-cited figure, not an independently established national measurement. Aylo argued that users might instead seek pornography on other sites; the figure alone cannot establish where users went or whether minors’ access declined (Tech Times).
Later reporting discussed changes in search activity and site traffic in restricted states, but such estimates depend on the measurement method and should not be treated as a direct count of all users or as a verdict on the laws’ effectiveness (Time).

- Availability can vary by state, site and the operator’s location-detection results; one site’s block does not establish a nationwide shutdown.
- A location error can trigger a block for someone outside the intended jurisdiction or fail to reflect a user’s actual location.
