Neither “documentary” nor “investigative journalism” is a guarantee of truth. A documentary is an audiovisual format; investigative journalism is a reporting practice that can appear in a film, article, podcast or broadcast. Judge either one claim by claim: identify what is being asserted, trace the underlying records, seek independent corroboration, inspect how editing and framing shape the inference, and check whether the producer discloses methods, conflicts and corrections.
A compelling sequence can make an allegation feel proven while supplying no evidence for it. Conversely, a strongly argued film can still be accurate if its sources, context, uncertainty and right of reply are clear. The method below is designed for political films and investigations, where selective evidence and motivated sources can have immediate civic consequences.
What the two labels mean—and what they do not prove
“Documentary” describes the form: recorded interviews, observation, archival material, narration, graphics and editing assembled into a nonfiction work. A political documentary may be an investigation, historical interpretation, advocacy film, campaign project or authored essay. Its status as a film says nothing by itself about sourcing or accuracy.
“Investigative journalism” describes an approach to reporting. UNESCO’s Story-Based Inquiry: A Manual for Investigative Journalists defines it as “the unveiling of matters that are concealed either deliberately by someone in a position of power, or accidentally, behind a chaotic mass of facts and circumstances – and the analysis and exposure of all relevant facts to the public.” That work may be published as a documentary, but the label still does not make every conclusion reliable.

The categories overlap. A film can be an investigative journalistic project, and a newspaper investigation can use authored narration, dramatic pacing and selective scenes. Compare the practices rather than granting either format a truth premium.
| Question | Political documentary | Investigative journalism |
|---|---|---|
| What is it? | An audiovisual work; its purpose can be reporting, analysis, advocacy or interpretation. | A reporting practice focused on original research, concealed or difficult-to-see matters and public accountability. |
| Typical evidence | Interviews, documents, footage, photographs, data, narration and reconstruction. | Documents, databases, records, interviews, field reporting, data analysis and source development. |
| Main risk | Editing, soundtrack, imagery and chronology can create an inference stronger than the evidence. | A source network or exclusive claim can be incomplete, dependent on anonymous accounts or insufficiently checked. |
| What to evaluate | Traceability, context, authenticity of images, fair representation, purpose and corrections. | Methods, source independence, corroboration, transparency, fair response and corrections. |
| How they can overlap | A film may publish an investigation through a visual narrative. | An investigation may be presented in a documentary format. |
Point of view is compatible with accuracy. FRONTLINE/GBH guidelines allow authored or point-of-view programs when they are labeled as such, while still requiring verification, fairness and attention to defamation risks. A disclosed perspective tells you how the work is framed; it does not excuse factual errors or unsupported allegations.
Begin by turning the story into checkable claims
Do not evaluate a two-hour film as one indivisible argument. Pause at each important assertion and write down exactly what a viewer is being asked to believe. Separate factual propositions from interpretation and emotional effect.
Classify the assertion
- Verifiable fact: a date, vote, payment, meeting, quotation, ownership record or physical event.
- Numerical claim: a figure, trend, rate or comparison that requires a defined denominator, date range and method.
- Causal claim: an assertion that one decision produced an outcome. A montage may imply causation without showing the missing link.
- Allegation: suspected misconduct, deception or illegal conduct that demands especially strong support and a meaningful response from the subject.
- Interpretation or opinion: a judgment about significance, motive or morality. It can be argued, but it should not be presented as a verified fact.
For every claim, ask what evidence would establish it and what evidence would weaken it. “The minister met the contractor on 12 March” is testable against calendars, travel records or contemporaneous reporting. “The meeting proves corruption” is a further inference requiring evidence of an exchange, intent and relevant rules. Keeping those propositions separate prevents a true detail from carrying an unproven conclusion.
Build a claim log
| Claim | Claim type | Evidence shown | Missing link or uncertainty | Independent check |
|---|---|---|---|---|
| Exact action, date or quotation | Fact | Document, full recording or named witness | Authenticity, completeness or context | Original record or second authoritative source |
| “X caused Y” | Causal | Sequence, testimony or data | Alternative causes and timing | Methodologically independent analysis |
| “Person A benefited” | Allegation or motive | Financial or relationship evidence | Intent and competing explanations | Records plus response from the person |
| “The policy harmed group B” | Impact claim | Statistics, cases or testimony | Representativeness and baseline | Source data and qualified outside analysis |
Mark a claim as confirmed, partly supported, disputed or unconfirmed only after checking the underlying material. “Repeated by several outlets” is not a separate status if all of them copied one source.
Trace every important claim to its origin
A citation is useful only when it leads to the material that actually supports the assertion. Follow the chain backward: film narration to interview, interview to document, document to the issuing institution and, where possible, to the underlying data.

Prefer primary records
- Read the complete court filing, law, budget, contract, audit, email or meeting record rather than a quotation in a press release.
- Watch the full interview or hearing when an excerpt is central. Note edits, translation choices and the questions asked.
- Locate the earliest available version of a photograph or video. Record its date, creator, location and original caption.
- For statistics, identify the dataset, definitions, sampling frame, time period, revisions and calculation method.
- Check names, titles, dates and places against the issuing record. A small transcription error can change who did what and when.
Archival material deserves the same scrutiny as new footage. A historical clip may be genuine but misdated, translated selectively or shown after a cut that removes the event’s cause and aftermath. A reconstruction or staged scene should be labeled so viewers do not mistake illustration for direct evidence.
Ask whether the method is inspectable
A credible work explains how it reached a conclusion: what records were requested, how data were cleaned, how sources were selected and what could not be verified. A source that states its limits gives you a way to judge what the evidence can and cannot establish. If a producer withholds material to protect a confidential source, look for an explanation of the decision and a description of corroboration that does not expose the source.

Important political claims should not rest on one interested interview or one spectacular document. Compare them with at least one genuinely independent, authoritative source. For breaking news or controversial assertions, PBS Standards’ general rule is that at least two authoritative, independent on-record sources should be available before distribution by PBS. That is a professional guideline, not a universal mathematical law; the strength and independence of the sources still matter.
What counts as independent?
Two websites repeating the same anonymous briefing are one evidentiary chain, not two confirmations. Independence means the sources do not share the same undisclosed origin, financial dependency or access-based incentive. A public record plus a witness with first-hand knowledge are more independent than two commentators citing one another.
Investigate outside the work
Leave the film or article and examine its producer, funders, commissioning body, featured experts and principal sources. Check credentials, previous work, institutional ties and relevant conflicts. A conflict does not automatically disprove an account; it tells you what additional corroboration is needed. Likewise, an expert’s impressive title does not establish that the person has expertise in the specific claim.
Search for disconfirming evidence
Look deliberately for records, dates or witnesses that would make the preferred explanation less likely. Test an equally plausible alternative: a policy change may coincide with an outcome without causing it; a payment may be routine rather than corrupt; a witness may remember the event accurately but misunderstand its purpose. If the central proposition remains unconfirmed, label it that way instead of converting repetition into proof.

Inspect how audiovisual construction shapes meaning
Images and sound are evidence only when their provenance and context are clear. The same accurate fragment can mislead if the edit encourages a false inference. PBS describes accuracy as “honesty, fidelity to facts, and placing facts in sufficient context to ensure that the public is not misled.”
Identify what each scene actually is
- Original contemporaneous footage: check who recorded it, when and where, and whether the sequence is complete.
- Archival footage: verify the original date, event, caption and surrounding material.
- Interview: note the person’s position, access, incentives and whether answers are shown in full enough to preserve meaning.
- Reconstruction or dramatization: treat it as illustration, not proof, unless the work clearly distinguishes it from documentary evidence.
- Generic or illustrative imagery: do not infer that it depicts the people or event under discussion merely because it appears nearby.
Audit the edit
For a pivotal sequence, write down the order of shots, narration, music, on-screen text and cuts. Ask what the sequence invites you to infer about motive, chronology or responsibility. Does a sinister soundtrack supply emotion where the record supplies no evidence? Does a cut from a protest to a later act imply that the first caused the second? Does an interviewee answer a different question from the one the edit appears to pose?
Compare the excerpt with the full recording and, when possible, the surrounding minutes or pages. Check translations against the original language or a qualified transcript. A work may have a legitimate point of view while still needing to disclose that a scene is compressed, reordered or illustrative. Omitted context matters as much as an incorrect detail.
Test sources, motives and alternative explanations
For each source, establish identity, first-hand knowledge and stake in the claim. Ask who supplied the information, what they might gain, whether they could directly observe the event and whether their account has changed. Anonymous sourcing can be necessary, but the audience should receive enough information to assess relevance and credibility without exposing the person.

- Access: Did the source witness the event or hear it from someone else?
- Incentive: Could money, status, legal protection, retaliation or political advantage shape the account?
- Competence: Does the source understand the technical, legal or statistical issue being described?
- Completeness: Are inconvenient documents, dates or participants missing?
- Recency: Is the account contemporary, or reconstructed years later?
- Consistency: Does it fit independent records, and are contradictions addressed?
- Representativeness: Is one vivid case being used to describe a broad population?
Do not demand that every source be neutral; neutrality is rare. Demand that interests be disclosed and that high-risk claims receive stronger, independent support.
Evaluate fairness without demanding false balance
Fairness means representing relevant conflict accurately, not giving every position equal airtime regardless of evidence. A film does not need to manufacture a debate over a well-established fact. It does need to acknowledge credible contrary evidence and avoid presenting a subject’s position as irrational merely because it is inconvenient.

Check the right of reply
For serious allegations, look for a meaningful opportunity for the subject to respond before publication. Was the person told the substance of the allegation, given enough time and supplied with the relevant documents? Is the response shown fairly, rather than reduced to a dismissive sound bite? If no response was possible, does the work explain why and distinguish “declined to comment” from “could not be reached”?
Assess language and emphasis
Notice whether labels such as “corrupt,” “secret” or “discredited” are supported by established facts or function as conclusions. Check whether the work applies the same evidentiary standard to allies and opponents. Fair treatment does not prohibit criticism; it requires that criticism be grounded, attributed and proportionate to what has been demonstrated.
Look for transparency and a real correction process
Transparency lets an audience evaluate credibility rather than asking for trust on authority alone. PBS describes it as “the principle that content should be produced in a way that allows the audience to evaluate the credibility of the work and determine for themselves whether it is trustworthy.”
Signals of accountable production
- Named sources, documents or a source note for major factual assertions.
- An explanation of editorial choices, including why a source is anonymous or why material was withheld.
- Disclosure of funding, commissioning relationships, advocacy roles and material conflicts.
- Clear labels for opinion, authored perspective, reconstruction and illustrative footage.
- A completed fact-check or verification process before release.
- A visible way to report errors, with dated corrections or clarifications that identify what changed.
FRONTLINE/GBH guidance calls for examining contrary information, verifying claims, representing people fairly, offering subjects of attack a chance to respond, completing a fact-check and correcting errors. A polished website or a confident presenter is not a substitute for those practices. Examine the correction record itself: Are substantive errors acknowledged promptly, or are updates silent and difficult to find?
A practical comparison worksheet for two works
When comparing a documentary with an investigation—or two films—use the same questions for both. Record evidence, not impressions, and leave a field blank only when the work has not established the answer.
| Axis | Questions to record |
|---|---|
| Traceability | Can a reader reach the original document, full interview, image or dataset behind each central claim? |
| Independent corroboration | Are key allegations supported by sources that do not share one origin or incentive? |
| Quotation, image and translation accuracy | Do the full recording, original image and source language preserve the meaning of the excerpt? |
| Contrary evidence | Does the work identify plausible alternatives and explain why it rejects them? |
| Purpose and conflicts | Are authorship, funding, audience, advocacy roles and relevant interests disclosed? |
| Right of reply | Were subjects of serious criticism contacted and represented fairly? |
| Corrections | Is there a dated, accessible process for correcting substantive errors? |
A work that performs well on one axis can fail on another. A meticulously sourced film can still mislead through chronology; an openly partisan investigation can still be accurate; a neutral tone can conceal weak evidence. State the specific strengths and weaknesses instead of assigning a single reliability label.

Common traps and how to correct them
“It contains real footage, so the conclusion is true.”
Authentic footage proves only what it actually depicts. Verify date, location, sequence and the claim attached to it. Seek the missing causal or contextual link.
“There are several interviews, so the allegation is confirmed.”
Interview count is not corroboration when all witnesses share a source, faction or incentive. Check independence and first-hand knowledge.
“The film is biased, therefore every fact is false.”
Perspective is not disproof. Test each factual proposition against records and independent sources; criticize unsupported framing separately from accurate details.
“Both sides were shown, so it is fair.”
Equal airtime can create false equivalence. Ask whether the strongest relevant evidence and a meaningful response were included, and whether the work accurately weighed their credibility.
“A correction proves the whole project is unreliable.”
A substantive correction is a problem, but accountability also matters. Examine its scope, promptness, prominence and whether related claims were rechecked. A transparent correction process is evidence of responsibility, not proof that no error occurred.
Final checklist before you trust or share a political film
- Write the central factual, causal and allegation claims in your own words.
- Separate what is shown directly from what narration, editing or music asks you to infer.
- Open the original records, full interviews and earliest available images.
- Check names, dates, translations, definitions and statistical methods.
- Find independent authoritative corroboration; do not count copied reports twice.
- Investigate source identity, access, incentives, expertise and conflicts.
- Search for disconfirming evidence and plausible alternative explanations.
- Check whether serious subjects had a genuine chance to respond.
- Look for funding and perspective disclosures, source notes and correction history.
- Describe what is established, disputed and still unconfirmed rather than issuing a blanket verdict.
The most reliable conclusion is usually narrower than the film’s headline: this document establishes a meeting; these witnesses support the account; the causal claim remains unproven; or the imagery is authentic but presented without enough context. That precision is the point of evaluating evidence rather than labels.
