At a January 22, 2026, Capitol Hill event, Paris Hilton said the private intimate video shared without her consent when she was 19 should not have been framed as a scandal. “People called it a scandal. It wasn’t. It was abuse,” she said, supporting legislation aimed at sexually explicit images made with artificial intelligence.
What Paris Hilton said about the video
Hilton recalled that the video was shared publicly without her consent: “When I was 19 years old, a private, intimate video of me was shared with the world without my consent.” Rolling Stone reported that the video was released in 2004. In her Capitol Hill remarks, Hilton challenged the way the public treated the episode, saying, “People called it a scandal. It wasn’t. It was abuse.” Rolling Stone
She also described the absence of language and protections at the time: “There were no laws at the time to protect me. There weren’t even words for what had been done to me. The internet was still new, and so was the cruelty that came with it.” These are Hilton’s recollections of her experience, not a legal finding about the 2004 case.
In Paris: The Memoir, Hilton wrote that she felt pressured to let her much older boyfriend, Rick Salomon, record her, according to Rolling Stone. That account is her description of the circumstances surrounding the recording.

Why she spoke out about AI-generated sexual images
Hilton appeared with Representatives Alexandria Ocasio-Cortez and Laurel Lee to support the Disrupt Explicit Forged Images and Non-Consensual Edits Act, or DEFIANCE Act. She connected her experience of having an intimate image circulated without consent to the harm caused when someone uses a person’s likeness to create sexually explicit imagery without permission.
“This isn’t about just technology. It’s about power. It’s about someone using someone’s likeness to humiliate, silence and strip them of their dignity,” Hilton said, as quoted by Axios.

Hilton estimated that more than 100,000 explicit AI-generated deepfake images of her exist, according to ABC News Australia and Euronews. This is Hilton’s estimate as reported in coverage of the event, not an independently audited count.
What the DEFIANCE Act would address
As described in January 2026 coverage, the DEFIANCE Act would create a civil route for victims of AI-generated sexually explicit content to pursue legal action against people who create it, distribute it, or solicit its distribution. The U.S. Congressional Record described the measure as a proposed civil remedy. At the time of Hilton’s remarks, contemporary reports said the bill had passed the Senate and was awaiting House consideration. How DEFIANCE differs from the TAKE IT DOWN Act
The two measures were described in January 2026 reporting as addressing related but distinct problems. That reporting characterized TAKE IT DOWN as addressing non-consensual intimate imagery, including existing images, while DEFIANCE concerned digitally forged sexually explicit imagery and a civil remedy. Ocasio-Cortez summarized the intended distinction this way: “TAKE IT DOWN gave us removal, and DEFIANCE will give us recourse and restitution,” according to Euronews. That is her characterization of the measures, not a complete statement of their legal scope or present availability.
