If an Ubuntu VPS on Oracle Cloud cannot connect to YouTube Live, first verify the exact server URL and protocol shown for the stream in YouTube Live Control Room. Then check the VPS’s route and effective outbound rules in OCI and Ubuntu, test the URL’s hostname and port from the VM, and confirm the encoder supports the selected protocol. “Connection refused” alone does not identify which layer is responsible.
1. Verify YouTube’s server URL and protocol
Use the destination provided for the specific stream; do not assume a generic RTMP address is interchangeable with its RTMPS address. YouTube recommends RTMPS, which carries RTMP over TLS. YouTube Help says, “You can stream to YouTube Live with RTMPS, a secure extension to the popular RTMP streaming video protocol.” YouTube’s RTMPS instructions explain how to reveal and copy the RTMPS URL from Live Control Room. The ordinary RTMP URL may be displayed by default.
- Open YouTube Studio and go to Live Control Room for the relevant stream.
- In the stream settings, reveal and copy the RTMPS server URL if that is the protocol you intend to use.
- Copy the stream key associated with that stream and enter the URL and key in your encoder’s matching fields.
- Check that the encoder supports the chosen protocol. If YouTube shows a connection timeout, its guidance says to verify the URL and RTMPS support. For certain SSL errors, YouTube recommends checking the RTMPS URL and trying port 443.
Do not share the stream key in a support request, screenshot, public issue, or command transcript. YouTube describes stream keys as “your YouTube stream’s password and address.” If the key may have been exposed, refresh it in Live Control Room and update the encoder. 2. Check OCI’s route and effective egress rules
An encoder on the VPS initiates an outbound connection to YouTube, so investigate the outbound path rather than opening arbitrary inbound RTMP ports. OCI security lists and network security groups (NSGs) filter traffic at the VNIC level. Security lists are associated with subnets; NSGs apply to selected VNICs. OCI’s default security list includes stateful allow-all egress, but customized rules, attached NSGs, routing, or other network controls can change what the instance can actually reach.

- In the OCI Console, inspect the instance’s VNIC and identify its subnet and any NSGs attached to that VNIC.
- Inspect every security list associated with the subnet and every attached NSG. Check the effective egress rules for the protocol and destination port in the current YouTube URL.
- Verify that the subnet route table provides a valid path to the internet gateway where required by your network design.
- Account for any additional network firewall or network policy in the path. Do not infer the effective policy from the default security list alone.
OCI recommends NSGs for components that share a security posture. Its security rules documentation describes the scope of these controls. A route, egress rule, or host firewall can be the issue, but the error message by itself does not establish that any one of them is responsible.
3. Inspect Ubuntu’s firewall and test reachability
The guest operating system adds another possible filtering layer. Ubuntu installations differ: do not assume UFW, raw iptables rules, or another firewall manager is active. Inspect the firewall manager in use and its effective output policy before changing rules. Oracle’s connectivity guidance identifies host firewalls such as iptables and firewalld as separate from OCI VCN rules.

From the VPS, test DNS resolution and a TCP connection to the exact hostname and port in the current YouTube URL. For example, substitute the hostname and port copied from Live Control Room:
getent hosts HOSTNAME_FROM_YOUTUBE_URL
nc -vz HOSTNAME_FROM_YOUTUBE_URL PORT_FROM_YOUTUBE_URL
If nc is not installed, use an equivalent TCP connectivity test available on the VM. Record the hostname, port, time, and complete output. A successful TCP test shows that the VM can resolve and establish a connection to that endpoint at that moment; it does not prove that the encoder uses the same endpoint or that YouTube accepts the stream key.

If the test times out or is refused, compare the result with the route, OCI egress policy, and Ubuntu’s effective outbound policy. Do not open broad inbound access as a diagnostic shortcut. OCI’s network troubleshooting guidance advises checking both OCI security rules and the instance’s operating-system firewall.
4. Match the encoder configuration to the stream
Use an encoder version that supports RTMPS when selecting YouTube’s RTMPS endpoint. YouTube’s RTMPS help recommends the secure protocol and advises checking encoder support if connection trouble continues. Its encoder setup guidance lists RTMP/RTMPS as streaming protocols.

- Confirm the encoder’s server field contains the current URL for this stream, not a remembered or generic address.
- Confirm the stream key belongs to the selected Live Control Room stream.
- If network reachability succeeds but streaming does not start, update the encoder and recheck its outbound internet connection, as YouTube recommends.
What the symptoms can—and cannot—tell you
