Sora 2’s launch exposed a serious gap in the emerging rules for AI-generated likenesses: OpenAI described strong protections for living people, yet videos reported as depicting deceased celebrities and historical figures circulated widely enough to provoke objections from relatives, performers, unions, and watchdogs. OpenAI later tightened controls and introduced additional agreements and takedown measures. The Sora product was ultimately discontinued on April 26, 2026, but the consent and accountability questions remain central to every realistic video model that follows.
The videos that triggered the backlash
OpenAI launched Sora 2 on September 30, 2025, as a video-and-audio generation model. Its app combined realistic short-form clips with a social feed, remixing, and sharing features. That combination made the controversy more consequential than a private experiment: synthetic videos could be created, copied, recommended, and recirculated at high speed.
Contemporary reporting described videos circulating in connection with Sora that appeared to depict deceased public figures including Robin Williams, George Carlin, Michael Jackson, Martin Luther King Jr., and Stephen Hawking. The provenance of every individual clip was not independently established, so these examples are best described as videos reported as circulating in connection with Sora rather than as definitively authenticated Sora outputs.
The family objections were direct. Zelda Williams objected publicly to repeated AI videos using her father’s likeness. Kelly Carlin-McCall described receiving daily messages about videos using her father’s likeness. Their objections were not simply about whether a computer-generated image looked convincing. They concerned the use of real people’s identities as viral entertainment after those people could no longer consent or object themselves.

Why Sora 2 made likeness abuse more powerful
Sora 2 was not merely an image generator. OpenAI presented it as a system capable of generating video with synchronized audio, including speech and sound effects. Its social product allowed users to create, remix, and share short clips.
That matters because a recognizable likeness can be persuasive even when the scene is fictional. A generated face can be combined with a voice, familiar mannerisms, an apparently documentary setting, or a fabricated quotation. A clip may look like comedy, historical footage, an interview, or an endorsement without being any of those things.
Sora also offered “characters,” a consent-oriented feature designed to capture a person’s appearance and voice following an identity-verification recording. In principle, that created a meaningful distinction between an authorized digital performance and a prompt that simply asked a model to imitate a famous person.
OpenAI’s own safety materials identified nonconsensual likeness use and misleading generations as risks. The problem was that the product’s technical ability to recognize and reproduce public figures collided with unclear boundaries around people who had died.
OpenAI’s stated rules versus the reported reality
OpenAI’s initial deployment documentation said that its safeguards included:

- No text-to-video generation of public figures.
- Blocking generations involving real people except through consent-based likeness controls.
- Explicit opt-in consent for characters.
- Automated scanning of prompts, frames, scene descriptions, and audio transcripts.
- Provenance mechanisms intended to identify generated material.
OpenAI also said Sora videos could include visible and invisible provenance signals, C2PA metadata, and dynamic watermarks. Users uploading images containing people were required to attest that they had consent and the rights to upload those images. Its safety page said public-figure depictions were blocked except through the characters system.

Those safeguards show that it is inaccurate to say Sora launched with “no safeguards.” The criticism was that the safeguards were incomplete, inconsistently enforced, or insufficient for the product’s social environment.
The central tension appeared in the treatment of deceased public figures. OpenAI’s Sora feed policy prohibited content recreating the likeness of living individuals without consent and addressed deceased public figures where their likeness was not permitted for use. At the same time, Axios reported that an OpenAI spokesperson cited strong free-expression interests in depictions of historical figures and said representatives of recently deceased public figures could request that their likenesses not be used in Sora cameos.
The phrase “recently deceased” was not given a universal time limit. That left several unresolved possibilities. Was the problem a loophole in written policy, a failure of enforcement, a distinction between ordinary prompts and characters, or a policy choice to permit some historical and expressive uses? The public materials did not provide a simple answer.
OpenAI’s deployment safety documentation and its Sora feed policy provide the relevant stated safeguards and distribution rules.
Why deceased people create a difficult consent problem
A living person can reject an imitation, authorize a performance, opt out, or pursue a remedy. A deceased person cannot provide new consent. Families may also experience the use as an intrusion into grief or a distortion of a person’s legacy.
But the legal position is not uniform. “The person is dead” does not automatically mean the likeness is legally unprotected, and family opposition does not automatically establish a winning legal claim. Postmortem publicity rights vary by jurisdiction. The relevant rights may depend on where the person lived, where the clip was distributed, estate arrangements, contracts, and the nature of the use.
Several legal concepts are often wrongly treated as interchangeable:

- Right of publicity: May protect commercial exploitation of a person’s identity, depending on jurisdiction and circumstances.
- Estate rights: An estate may control particular publicity, contractual, or commercial interests, but not necessarily every depiction.
- Copyright: Can protect particular photographs, recordings, scripts, or performances; it does not automatically create ownership of a person’s face or general identity.
- Trademark and false endorsement: May become relevant if a use implies sponsorship, affiliation, or approval.
- Defamation and privacy: May matter when a generated scene makes damaging assertions or reveals protected information, subject to important legal limitations.
- Expression and parody: Historical, educational, satirical, or transformative uses can receive different treatment from advertising or deceptive impersonation.
The key questions are therefore fact-specific: Is the person identifiable? Is the clip commercial? Does it imply endorsement? Is it presented as authentic evidence? Is it satire, documentary reconstruction, or fabricated testimony? Which jurisdiction’s law applies?

The industry response
The backlash expanded beyond the Williams and Carlin families. Critics argued that realistic synthetic video could damage public trust in audiovisual evidence, enable harassment and sexualization, and place historical figures into fabricated speeches or events.
Public Citizen called for Sora 2 to be withdrawn, citing risks to likeness rights, privacy, and public trust. The Associated Press also reported concerns about the effect of increasingly realistic synthetic media on democratic discourse.
The performer community raised a related concern: consent must cover voices and performances, not just faces. SAG-AFTRA said Bryan Cranston’s voice and likeness appeared in some Sora 2 outputs without consent or compensation after the initial invite-only release. According to the union, SAG-AFTRA, OpenAI, Cranston, and representatives supported an opt-in policy and the goals of a federal standard for voice and likeness protections. That is a union account of the episode, not an independently adjudicated legal finding.

Such arrangements illustrate one possible response—case-by-case engagement with estates—but they also raise a scalability question: can ordinary people obtain comparable protection when they lack a famous family, union, agency, or legal team?
The Associated Press reported on Public Citizen’s demand, the Martin Luther King Jr. family arrangement, and broader public-interest concerns. SAG-AFTRA described its collaboration with OpenAI and the Bryan Cranston-related protections.

Any serious evaluation of an AI video platform must separate five stages:
- Generation: Does the model produce the clip?
- Distribution: Can the platform publish, recommend, remix, or share it?
- Detection: Can viewers recognize that it is synthetic?
- Enforcement: Can the company remove it after a complaint?
- Remedy: Can the affected person or estate obtain compensation, an injunction, or another legal response?
C2PA metadata, watermarks, and other provenance signals can help establish where a file came from. They do not prove that the depicted person consented. They may disappear during screen recording, editing, or reposting, and they cannot prevent a clip from going viral before viewers understand it is synthetic.

What OpenAI changed—and what remains unresolved
OpenAI said it was taking a conservative approach as users and society adjusted to the technology and tightened restrictions around public-figure depictions and other harmful uses. It also publicized additional takedown and likeness-control mechanisms and engaged with estates and performers.
Those changes addressed important weaknesses, but they do not eliminate the underlying conflict. A platform can block a prompt while allowing a near-equivalent description. It can remove an original post while copies remain elsewhere. A system can restrict a face while missing a distinctive voice, mannerism, or misspelled name. Rules may also be applied differently across languages, uploads, remixes, and feed distribution.

Post-publication enforcement places the burden on people who may be grieving, unaware of the content, or unable to identify every copy.
Sora is no longer an active consumer product
This is now a retrospective account, not a current Sora signup guide. OpenAI’s current pages state that the Sora product was discontinued on April 26, 2026. Readers should not assume that Sora 2 remains available or that its original app can be used today.
The discontinuation does not make the controversy obsolete. The same questions apply to competing video models and future products: whether explicit consent is required before generation, how estates are handled, whether historical and satirical uses are distinguished from deceptive ones, how provenance survives reposting, and whether ordinary people receive the same protection as prominent celebrities.
OpenAI’s current Sora page and its safety page state the product’s discontinuation date.
How to handle a suspicious celebrity or historical video
Verification checklist
- Assume a realistic celebrity or historical clip may be synthetic unless independently verified.
- Look for C2PA information, platform labels, watermarks, and the original uploader.
- Check reputable news organizations, official archives, or other authoritative sources for corroboration.
- Do not repost a questionable video merely to criticize it; amplification can increase the harm.
- Report suspected nonconsensual likeness misuse through the platform’s reporting process.
- If documenting abuse, preserve the original URL, timestamp, screenshots, and available metadata.
- Distinguish “AI-generated” from “fake news”: a labeled synthetic clip can still be misleading in context.
The larger lesson
Sora 2’s controversy was not simply a dispute between censorship and free expression. Legitimate historical reconstruction, parody, and authorized digital performances may deserve different treatment from fabricated testimony, fake endorsements, harassment, or commercial exploitation.
The harder test is whether a platform can make those distinctions before publication, explain them clearly, apply them consistently, and offer an effective remedy when prevention fails. Sora’s launch showed that technical realism can advance faster than the systems for consent, estate authority, provenance, and accountability needed to govern it.
