Netflix said on May 17, 2023, that its ad-supported plan had reached nearly 5 million global monthly active users. That was an audience-reach figure—not a disclosure that five million people had bought subscriptions or that five million households had signed up.
The announcement came during Netflix’s first Upfront presentation to advertisers, about six months after the plan launched. It showed that the new tier had begun building an audience; it did not, by itself, show how many accounts subscribed or how much money advertising was earning Netflix.

What Netflix announced—and what it did not
Netflix’s May 17, 2023 Upfront announcement described nearly 5 million global monthly active users for its ad-supported plan. The plan had launched in November 2022 as Basic with Ads in the United States and other markets. The figure covered markets where the ad plan was available, not every Netflix viewer worldwide.

That distinction also explains why Netflix used the figure in a presentation to advertisers. For media buyers, the potential audience matters: it helps indicate the reach of the inventory they might buy. The disclosure was a company-reported audience metric made in a sales context, not an independently stated subscriber tally.
A small share of Netflix’s base, but an early audience signal
Netflix had more than 230 million paid memberships globally around the time of the announcement. That makes the nearly five-million ad-tier audience look small beside the company’s overall base, but the comparison is imperfect: memberships count accounts, while the ad-tier figure counted monthly active users.
The more useful reading is that the plan had found an initial audience within months of launch. That was relevant to advertisers assessing whether Netflix could offer meaningful reach. It was not proof that the tier was already a large business or that every active user generated the same value.

What viewers got with the ad plan
At launch in the United States, Netflix called the lower-priced option Basic with Ads; its historical US launch price was $6.99 per month. That is a launch-era price, not a current quote. Netflix’s entry prices varied by country, and plan names, features, availability and prices can change. The company’s plan page is the place to check current options in a viewer’s market.
The initial offer traded a lower entry price for commercial interruptions and a more limited catalog, in part because of licensing restrictions. Netflix later upgraded the ad plan: it moved from 720p to 1080p video, added two concurrent streams and downloads, and said the plan had about 95% content parity globally by viewing. That last measure does not mean every title was available on the ad plan; a small share of viewing could account for a larger or smaller share of individual titles.
For consumers, the choice is a trade-off rather than a universal bargain. The ad plan may suit a price-sensitive household comfortable with interruptions, while viewers who prioritize ad-free playback or access to every licensed title may prefer another plan. The relevant price and feature comparison depends on the country and the date.

Why Netflix wanted an ad-supported option
The tier served two aims: give price-sensitive customers a cheaper way to join, and add advertising revenue alongside subscription fees. In its Q1 2023 shareholder letter, Netflix said early engagement was encouraging and switching from its Standard and Premium plans was limited. It also said that in the United States, advertising revenue plus subscription revenue per member—its total ARM—was already higher than Standard’s ARM.
That was Netflix’s own economic comparison, not proof that the ad tier was independently profitable or had become a major source of company revenue. Total ARM combines advertising and subscription income; it should not be paraphrased as advertising alone earning more per viewer.
What Netflix was offering advertisers
The five-million figure was part of a broader pitch: Netflix wanted advertisers to see the platform as premium streaming inventory with an engaged entertainment audience. At launch, Netflix chose Microsoft as its global advertising technology and sales partner, citing Microsoft’s advertising infrastructure, sales capabilities, flexibility and privacy protections. Its partnership announcement described that arrangement at the time; it should not be read as evidence that Microsoft remains Netflix’s sole ad-tech provider today.

Netflix subsequently developed its buying and measurement options. By November 2023, the company said advertisers could use 10-, 20- and 60-second formats alongside 15- and 30-second ads, as well as targeting options such as device, genre, time of day and audience demographics. Netflix also described Top 10 title targeting, third-party verification with Integral Ad Science and DoubleVerify, Nielsen ONE measurement in the United States, and advertising-impact measurement from EDO. These capabilities help address advertisers’ needs to target and assess campaigns, but their existence does not make Netflix’s own audience claims equivalent to independently audited membership counts.
The ad business also expanded beyond standard spots. Netflix has since discussed sponsorships, pause ads, QR codes and live-event inventory. For advertisers, those formats offer more ways to connect campaigns with programming; their usefulness depends on the campaign, audience and measurement standards. Netflix’s claims about engagement or brand impact should be understood as company claims unless independently verified.

Sources for the later milestones include Netflix’s one-year advertising update, its 2024 Upfront, its Q2 2024 shareholder letter and its 2026 Upfront. These are company-reported measures. The later “monthly active viewers” wording may not be methodologically identical to 2023’s “monthly active users,” so the figures show the reported expansion but should not be treated as a perfectly like-for-like time series.

Did five million users mean the ad tier was financially transformative?
No. Audience growth and financial contribution are different questions. In July 2023, Netflix said advertising revenue was not material to the company because the ad plan still had a small membership base. It described advertising as a potential multibillion-dollar incremental revenue stream over time, not an already mature profit center. In July 2024, Netflix said ad revenue was becoming a more meaningful contributor but did not expect it to be a primary driver of revenue growth in 2024 or 2025; it also said inventory was scaling faster than its ability to monetize it.
Netflix’s Q2 2026 filing said advertising revenue contributed to year-over-year revenue growth, while revenue from sources other than monthly membership fees remained not material to total revenue for the three and six months ended June 30, 2026. That supports a measured conclusion: advertising became strategically more important as its audience grew, but the cited disclosure does not establish it as Netflix’s main revenue engine.
The takeaway
The 2023 headline was directionally true but easy to misread. Netflix reported nearly five million global monthly active users of its ad-supported plan—not five million subscribers, paying customers or households. The figure was an early reach milestone presented to advertisers. Later company-reported figures show substantial audience growth, while Netflix’s financial disclosures make clear that audience scale alone does not tell the whole story of advertising’s contribution to revenue.
