The same operation can therefore contain two distinct victim groups: workers targeted by recruiters, and the people those workers are ordered to target through romance, friendship, financial, gambling, or cryptocurrency scams.
The strongest directly reviewed account is an eight-page communication issued by United Nations Special Procedures on March 10, 2025. It describes information received about compounds, coercion, and post-release treatment; it is not a court judgment about every operator or location, and its authors say they do not prejudge the accuracy of the allegations. The article below keeps those qualifications attached to the claims.
What a “scam compound” is
A scam compound is a controlled workplace where organized groups run online fraud at scale. Reports about Myanmar describe gated or prison-like sites in which workers sit for long hours using phones or computers, follow scripts, and meet financial targets. The fraud may be presented to victims as a romantic relationship, a friendship, an investment opportunity, a gambling service, or another form of online contact.
These sites are also described as trafficking environments. A person’s apparent participation in fraud does not by itself establish that the person joined freely. Some people are deceived about the job from the beginning. Others reportedly know that the work involves online fraud but are misled about the living and working conditions, prevented from leaving, or subjected to coercion after arrival.

How recruitment works
1. An attractive overseas job advertisement
Recruitment is reported to happen mainly online. Advertisements on Facebook, Instagram, Tinder, Hinge, WeChat, TikTok, LinkedIn, and Jobs.com have offered high salaries, bonuses, and free accommodation. Some pitches described a position in Bangkok or another regional hub rather than in Myanmar. The combination of a familiar platform, a professional-looking job description, and unusually generous benefits can make an illicit operation resemble a normal regional employment opportunity.
Recruiters may approach people in their country of origin or after they have already travelled to another destination. The UN communication describes a labor market in which poverty, conflict, and the dominance of criminal networks can sharply narrow legitimate choices. In that setting, a promise of transportation, housing, and quick income may carry more weight than it would in a stable job market.
2. Deception about the work, the conditions, or both
There is no single recruitment story. The reported patterns include:
- Deception about the job itself: a person accepts what appears to be customer service, technology, sales, language, or another ordinary position and discovers that the assigned work is online fraud.
- Deception about conditions: a person understands that the job involves questionable or fraudulent activity but is not told about confinement, violence, confiscated documents, excessive targets, or the inability to resign.
- Broken exit promises: a person is told that a contract will end after a specified period, yet permission to leave is refused even after that period expires.
- Abduction: the communication records a smaller reported pattern of street kidnapping, distinct from the larger online-recruitment channel.
Tomoya Obokata, the Special Rapporteur on contemporary forms of slavery, and Siobhán Mullally, the Special Rapporteur on trafficking in persons, wrote in the March 10, 2025 communication: “Whether they enter the industry willingly or unwillingly, it is common for people to be refused permission to leave even after they complete the contracted period.” The sentence appears in a communication describing information received, not as a criminal-court finding about every case.

3. Collection and movement after arrival
After a recruit reaches a destination, people may be collected and taken to temporary accommodation or directly to a gated compound. That handoff is a critical change in bargaining power: the worker may be in an unfamiliar country, dependent on the recruiter for transport and housing, and separated from family or consular assistance. A job advertised in Bangkok or another hub can therefore end at a controlled site across a border.
Who is being targeted?
The phrase “scam victims” can hide two different processes. Recruiters target potential workers with employment pitches; compound workers are then ordered to target online users. Keeping those groups separate explains why someone typing fraudulent messages may also be a trafficking victim.
| Stage | Person targeted | Reported method |
|---|---|---|
| Recruitment | Prospective workers | Social-media and job-platform advertisements promising high pay, bonuses, accommodation, or a job in a regional hub; some people are approached after travelling. |
| Transport and control | Recruited workers | Collection at arrival points, movement to temporary lodging or gated compounds, document confiscation, restricted contact, threats, and violence in some reported cases. |
| Fraud production | Internet users | Fake romantic relationships or friendships, financial fraud, gambling schemes, and cryptocurrency-investment pitches designed to win trust and obtain money. |
Fake relationships are especially useful to operators because trust can be built over repeated conversations. A worker may be ordered to maintain a persona, follow scripts, and pressure a target to transfer funds or invest. The existence of a persuasive conversation does not show that the worker created the scheme voluntarily; it may show compliance under threat.
What happens inside a compound
The UN communication reports long hours, production targets, and prison-like conditions. The following are allegations recorded in that communication, not a claim that every listed abuse occurs at every site:

- guards and restricted movement;
- confiscation of passports and, in some reports, phones;
- limits on contact with family;
- insufficient food and water, poor sanitation, and inadequate medical care;
- beatings, humiliation, electrocution, solitary confinement, and threats;
- sexual violence and punishment for resisting orders or missing targets;
- escalating debts, transfers or “sales” between operations, and ransom demands directed at families.
Debt can become a control mechanism. A worker may be told that transportation, food, accommodation, or an alleged recruitment fee must be repaid. If the debt increases when the worker misses a target or is transferred to another operation, departure becomes financially impossible even before physical force is considered. The communication also describes dangerous escape attempts, an indication of how severely some people may assess the risk of remaining.
Why apparent participation does not settle trafficking status
It is misleading to divide people into “innocent employees” and “willing scammers” as if those categories were fixed. A person may have accepted a job knowing it involved online fraud and still be trafficked if the person was deceived about the conditions, confined, threatened, beaten, or refused permission to leave. Conversely, the available communication does not establish that every person present at every compound was coerced in the same way.
Three questions are more informative than the job title:
- What was represented before travel? Compare the advertised role, pay, location, and housing with what actually appeared on arrival.
- Could the person leave? Consider passport or phone confiscation, guards, threats, debt, ransom demands, and whether a contract’s end date was honored.
- What pressure was applied to produce fraud? Long hours, impossible targets, punishment, violence, and threats to family can turn apparent online participation into forced labor.
This distinction matters for law enforcement and for families. Evidence that someone sent fraudulent messages may describe what the person was compelled to do, not whether the person consented to the surrounding labor conditions.

Where reported compounds operate
The March 10, 2025 communication places many reported compounds along the China–Myanmar and Thailand–Myanmar borders. In Kayin State, it names Shwe Kokko, Myawaddy, Payathonzu, and the KK zone along the Moei River. In Shan State and Wa-administered areas, it identifies Kokang, Wanhai, Tangyan, and Mong La.
The communication links conflict since late 2023 with movement of activity southward toward the Thailand border. It also describes poverty and conflict associated with migration into vacant urban high-rises, including buildings in Yangon. These are dated reported locations, not a live map. Operations can move, buildings can change use, and the presence of a named place in a 2025 communication does not confirm that a particular site remains active in October 2026.

Release does not necessarily end the harm. The UN reporting says people who escape, are rescued, or are otherwise released may be treated as criminals or immigration offenders rather than identified as trafficking victims. Some are detained for extended periods or deported without effective access to protection, justice, or remedies.
Support gaps can include inadequate consular assistance and too few victim services. The communication notes that some places lack shelters for male victims. A person may therefore move from a guarded compound into immigration detention, an unsafe border crossing, or a return journey without medical care, trauma support, legal advice, or a safe place to stay.

Safe identification requires officials and helpers to ask about recruitment promises, movement, documents, threats, debts, violence, and the ability to leave—not simply about whether the person sent fraudulent messages. Treating coerced conduct as proof of voluntary criminality can block protection and expose survivors to a second round of harm.
How large is the problem?
A U.S. Department of State 2024 Trafficking in Persons Report search excerpt repeated an estimate of 120,000 people exploited in forced criminality in Burma. That figure is an estimate, not a census, and it should not be presented as a current 2026 count. The report page was not available for direct review here, so the methodology behind the excerpt cannot be independently assessed in this article.
The OHCHR Special Procedures communication refers to “thousands” recently released and says hundreds had crossed into Thailand for repatriation. It does not provide a precise total in the passage described. “Thousands” and 120,000 refer to different reporting contexts and must not be added together or treated as interchangeable measurements. The reviewed OHCHR communication itself contains no total population estimate for people held in Myanmar compounds.
Warning signs in a recruitment pitch
No single clue proves that an offer is connected to a compound, but several features deserve careful checking before travel:
- salary or bonuses far above comparable local jobs;
- free accommodation and rapid travel arranged by an unknown intermediary;
- a role described vaguely while the recruiter avoids naming the employer, legal entity, or precise worksite;
- a Bangkok or other regional-hub location that changes after tickets are issued;
- pressure to surrender a passport, pay an unexplained recruitment debt, or keep the job secret;
- requests to move the conversation across multiple messaging apps or to recruit friends before a contract is shown.
These signs are risk indicators, not proof. A legitimate employer should be able to provide verifiable company details, a written description of duties, the exact destination, a lawful employment arrangement, and a clear process for ending the job and returning home.
How to interpret reports responsibly
Descriptions of Myanmar compounds combine survivor accounts, information supplied to UN experts, and government reporting. The OHCHR communication explicitly says it does not prejudge the accuracy of information received. Readers should therefore distinguish among a reported allegation, an official estimate, and a confirmed finding.
It is also important not to generalize across nationalities, compounds, or operators. Conditions can differ, locations can change, and a person’s route into a compound can involve deception, informed risk-taking followed by coercion, abduction, or another combination. Careful language protects both accuracy and survivors whose experiences do not fit a single script.
