Current update: Google Flow is no longer simply a “Veo 3 app.” As of August 16, 2026, it is a standalone creative workspace built around Veo 3.1, with Gemini Omni and Nano Banana models also contributing to image, video, reference, and editing workflows.
Flow is useful for developing documentary concepts, visual treatments, storyboards, short scenes, and experimental footage. It is not a replacement for Premiere Pro, DaVinci Resolve, or another full nonlinear editor. Think of it as a generative pre-production and production environment whose output usually needs conventional editing, sound, color, captions, and rights review.
What is Google Flow?
Google Flow is a browser-based and mobile-accessible AI filmmaking studio for creating images, short video clips, connected scenes, and visual stories. It combines Google’s generative models with project organization, reference images, scene construction, conversational editing, and tools for maintaining visual ingredients across generations.
Google organizes the experience around three stages: Plan, Create, and Refine. A creator can develop an idea or storyboard, generate still images and video, reuse characters or environments as references, and revise material through prompts. Flow also includes tools such as Storyboard Studio, Type Overlays, Video Resizer, Image Editor, Shader Effects, Mockup, and Converge. Users can create custom tools with natural-language instructions.

For documentary makers, that makes Flow most valuable in early development: visualizing a treatment, exploring historical recreations, testing interview-film sequences, producing pitch material, or creating atmospheric inserts before a conventional edit begins.
Flow vs. Veo: what is the difference?
Veo is the video-generation model family. Flow is the application built around it. Veo is the rendering engine; Flow is the filmmaking workstation that supplies project context, references, scenes, assets, and user-facing controls.
Veo can also be accessed through products and developer routes such as Gemini, Google AI Studio, and Google Cloud/Vertex AI. Those routes may suit developers or teams building custom applications. Flow is aimed at creators who want an integrated visual workspace rather than an API or a simple prompt box.
The distinction matters because Flow is not exclusively powered by the original Veo 3. Google’s current product documentation foregrounds Veo 3.1. The Flow changelog records the arrival of Veo 3.1 in October 2025, Veo 3.1 Lite in March 2026, and later Gemini Omni and Nano Banana updates.
What can you create?
- Short cinematic or documentary-style video clips
- Image-to-video sequences and animated stills
- Connected shots using recurring characters, objects, or environments
- Storyboards and visual-development material
- Music-video, advertising, product, and social-video concepts
- Animated and stylized sequences
- Reference-driven character and location explorations
- Still images that become video frames or visual ingredients
- Custom effects, overlays, resizing, mockups, and image-editing tools
These are short-form building blocks, not automatically finished films. Longer projects require multiple generations and assembly in a separate editor.

What Veo 3.1 does inside Flow
The exact controls depend on the selected model, plan, country, and interface. Google’s current support table is the controlling reference. The main workflows include:

Current Flow documentation lists 4-, 6-, and 8-second options for several Veo 3.1 modes, while some Fast and Gemini Omni workflows support 10-second clips. Landscape and portrait workflows are also available in supported configurations.

Google warns that credit costs and supported features change. Check the active model and price shown in Flow before generating. Flow may automatically switch to a compatible model when a selected feature is unavailable.
A practical first-project workflow
- Check access. Use a supported region, verify your age, and sign in with an eligible Google account. Google recommends a Chromium-based desktop browser.
- Start a project. Use Flow’s planning tools to outline the premise, tone, cast, locations, and shot list.
- Create references. Generate or upload still images for characters, objects, and environments. For documentary recreations, label fictional or illustrative material clearly.
- Select the model and mode. Choose text-to-video, frames-to-video, ingredients-to-video, or another mode supported by the active model.
- Write a shot prompt. Specify subject, action, setting, framing, camera movement, lighting, continuity references, audio, duration, and aspect ratio.
- Generate alternatives. Treat the first result as a draft. Compare several candidates rather than assuming one generation is final.
- Build continuity. Reuse successful reference images, ingredients, first and last frames, or scene-extension tools.
- Refine and export. Replace weak shots, then move the material to a conventional editor for structure, pacing, audio, color, captions, and delivery.
How to prompt for more controllable shots
A structured prompt is easier to revise than a paragraph of vague cinematic adjectives:

[Continuity references]
[Dialogue, ambience, and sound effects]
[Duration and aspect ratio]For example:
Medium-wide tracking shot of a tired courier walking through a rain-soaked
night market at blue hour. Keep the courier’s red weatherproof jacket,
silver helmet, and canvas shoulder bag consistent with the reference image.
The camera moves beside the subject at walking pace. Neon reflections ripple
in puddles. Natural footsteps, distant scooters, rain, and indistinct crowd
murmur; no music. Cinematic realism, restrained handheld motion, portrait 9:16 composition.This format improves iteration, but it cannot guarantee exact dialogue, object placement, performance, or identity continuity. Generate reference images first, animate them second, and regenerate problematic shots rather than endlessly expanding the prompt.

What Flow does well
- Fast visual exploration: Camera moves, locations, lighting, and transitions can be tested without a conventional shoot.
- Reference-led creation: Still images can guide characters, props, and environments better than a purely text-only workflow.
- One creative workspace: Image generation, video generation, scene organization, and conversational editing are brought together.
- Multiple model tiers: Creators can trade speed, cost, and fidelity instead of using one fixed generation mode.
- Development material: Storyboards, pitch visuals, advertising concepts, and documentary recreations can be produced quickly.
Google reports favorable results for Veo 3.1 in evaluations covering prompt alignment, visual quality, audio-video alignment, physics, image-to-video, ingredients-to-video, scene extension, first-and-last-frame generation, and object insertion. These are Google-reported evaluations, not independent proof that every creator will obtain superior results.
Audio, dialogue, and editing: what is production-ready?
Native audio is one of Veo 3.1’s important features. Depending on the model and feature, Flow can generate dialogue, sound effects, and ambient sound. Gemini Omni also supports conversational editing and custom-voice workflows according to Google’s documentation.
For finished documentaries, however, generated audio should usually be treated as a draft or design element. Dialogue may be inaccurate or unnatural, timing may be difficult to revise, and sound effects may not match editorial needs. Record or mix final narration, interviews, music, and effects in a dedicated audio workflow.
Flow also does not replace a timeline editor. It is not the right tool for frame-accurate cutting, multicam editing, detailed color management, complex audio post, caption mastering, or final delivery specifications. Export the generated material and finish it in software such as Premiere Pro, DaVinci Resolve, or another editor suited to the project.

Do not convert those totals into a fixed number of clips. Generation costs differ by model and media type, and Google changes them over time. Some plans include features such as 1080p or 4K upscaling, storage, and higher image or generation limits. Check the live Flow interface and Google’s plan page before subscribing.
Google’s current help information says consumer access requires users to be at least 18, age verified, in a supported country or territory, and subscribed to Google AI Plus, Pro, or Ultra. Qualifying Workspace users may receive access through Workspace arrangements. Android requirements listed by Google include Android 12 or later and at least 2 GB of RAM, but mobile feature parity is not guaranteed.
Watermark behavior depends on the plan, output, and current Google policy. Verify the result in the live product before using it for a client or public release. A VPN is not a dependable way to enable Flow in an unsupported region.

- Clips are short and must be assembled into longer sequences.
- Characters, hands, faces, props, text, logos, and spatial relationships can drift.
- Generated dialogue and sound may need replacement or cleanup.
- Exact shot matching is less predictable than keyframe- or timeline-based editing.
- Readable signage, legal copy, packaging, and product details may be wrong.
- Credit-based experimentation can become expensive when many generations fail.
- Features differ between Lite, Fast, Quality, and Gemini Omni.
- Access varies by country, subscription, age verification, and account administration.
- Copyright, trademark, likeness, consent, and rights-clearance responsibilities remain with the user.
For documentaries in particular, synthetic footage should not be presented as authentic observational evidence. Keep records of generated material, obtain permissions for likenesses and voices, and distinguish reconstructions or illustrative sequences from real-world footage.

Should you pay for Flow?
Start with the free allocation if you are curious or making occasional experiments. A frequent creator should compare Google AI Pro first because it combines Flow credits with broader Google AI benefits. Ultra only makes sense when the additional credits, upscaling, storage, and bundled services justify the cost for your workflow—not merely because it is the most expensive tier.

Before subscribing, estimate your cost per usable shot. Include discarded generations, model choice, retries, upscaling, and the time required to repair continuity or replace audio. Also check whether your desired feature works with the selected model, whether top-ups are offered in your market, and whether the output’s watermark and usage terms fit the project.
Flow compared with alternatives
Runway is worth considering for a broader AI-video and editing-oriented suite. Adobe Firefly Video is a natural option for creators already working inside Adobe’s ecosystem. OpenAI Sora and Luma Dream Machine are direct generative-video alternatives, subject to their current plans and availability.
Google Vids is better suited to workplace presentations than cinematic experimentation. Developers building their own applications should investigate Google AI Studio and Google’s developer platform instead of expecting Flow’s project workspace to function like an API.

Choose Flow if you want Google’s Veo models in a visual filmmaking environment; need to move between still references and video; are developing short films, documentaries, advertisements, music videos, or social clips; or value rapid iteration more than deterministic timeline control.
Be cautious if your project requires frame-accurate editing, professional color, complex audio post, exact dialogue, stable character identity over a long narrative, predictable per-shot economics, or guaranteed rights and likeness clearance. In those cases, Flow can still be a useful concepting tool, but it should not be the whole production pipeline.
Verdict
Google Flow is a genuine AI filmmaking workspace, not merely a new name for Veo. Its value lies in combining Veo 3.1 video generation with image references, scenes, story planning, conversational refinement, Gemini Omni, and Nano Banana image tools.
It is strongest for visual development and short generative sequences. It is weakest when a production demands exact continuity, deterministic editing, dependable dialogue, or a complete finishing workflow. Use Flow to explore and build shots, then take the best material into a conventional editor for the documentary’s final structure and sound.
