Spoilers for “081693,” Mayor of Kingstown season 4, episode 6. Mike pieces together that Frank Moses arranged the attack on Bunny to remove him and take over his operation. But while Mike tries to manage that power play, Kyle is trapped in a prison alliance he did not choose—and Bunny is left fighting for his life.
What happens in “081693”?
The episode moves between two crises: the cartel’s campaign against Bunny and Kyle’s sudden vulnerability inside Anchor Bay. Mike tries to contain both by bargaining with the people who hold power in Kingstown, but each deal carries a cost.
Why is the cartel targeting Bunny?
After the cartel destroys Bunny’s train shipment, Mike tells Bunny that police found where the attackers had watched the loading operation. The train was stopped, its engineer and conductor were killed, and a tampered dead-man switch let it keep moving until it burned. Mike and Frank read the destruction as a show of force.
Then Bunny and his driver, Lamar, are ambushed on their way to meet Mike and Frank. Their vehicle hits a spike strip and comes under fire; Bunny is shot and taken to hospital. A Colombian representative tells Mike, “Bunny is a pawn. We’re after knights and rooks, mayors and kings.” The message is that Bunny is not the cartel’s ultimate target: its campaign reaches higher into Kingstown’s power structure.

What did Frank do to Bunny?
Mike uses information Lamar had concealed to conclude that Frank arranged the hit on Bunny. As the episode’s recaps explain Mike’s discovery, Frank meant to eliminate Bunny and take control of his operation. That revelation recasts Frank’s apparent alliance with Bunny as a cover for a takeover.
Mike still has to satisfy Warden Nina Hobbs, who wants Frank arrested. He arranges for KPD to take Frank in under the pretext of questioning him about the train deaths, intending to release him afterward. The plan nearly turns into a real execution: during transport, a Colombian gunman tries to shoot Frank. Ian intervenes and kills the gunman.

Why are the Aryan Brotherhood protecting Kyle?
At Anchor Bay, Kyle is in general population instead of Administrative Segregation. Other prisoners recognize him as a former police officer. When Kyle calls Mike, Mike advises him to ask Raph for protection and stay away from the Aryan Brotherhood.
Guards take Kyle into a room with Colombian inmates, where he is beaten and nearly sexually assaulted. Aryan Brotherhood members step in and say Merle Callahan has Kyle’s back. Their intervention saves him from the immediate danger, but it also puts him in Callahan’s debt and binds him to a dangerous prison alliance.
