A U.S. congressional hearing record describes the victims as members of the LeBarón family and an offshoot of the Mormon Church. “Mormons” is a familiar shorthand in coverage of the case, but the available accounts do not establish religion as a reason for the attack.
Who did authorities accuse?
Mexican authorities pursued the case as an organized-crime investigation. The public accounts below report arrests, charges and alleged roles; they do not amount to a judicial finding that a named person committed the killings.

Arrests reported in 2019
On December 30, 2019, Mexico’s Attorney General’s Office (FGR) announced that three people had been arrested under warrants for probable responsibility for organized-crime offenses and related offenses arising from the events in Bavispe. That announcement described probable responsibility; it did not announce convictions for the murders.
The U.S. Department of State’s 2020 report said that seven suspects had been arrested for alleged involvement by December 31, 2019. That is a count for that date, not a current total.

Allegations reported in 2021
In 2021, El Universal reported that the FGR described 24 people as charged or processed in the case, with five accused of qualified homicide, attempted homicide and property damage. The report attributed to authorities allegations that Roberto González Montes organized the attack and Fredy Calles led the group that carried it out. Those reported accusations are not proof of guilt or a final court finding.

The cited accounts do not establish through a final judgment who the gunmen were or who ordered the attack. They document an investigation and reported allegations, but do not provide final judgments, appeals, present custody information or a complete account of each defendant’s case. Because the latest prosecution snapshot cited here is from 2021, it should not be treated as a statement of the case’s current status.

Accordingly, the most precise answer is that gunmen killed the nine victims, while Mexican authorities accused and prosecuted suspects in an organized-crime investigation. The available accounts do not support naming a particular person or organization as definitively responsible.
