On November 14, Bieber apologized for how the incident was understood, said he had thought one object was a shirt, and denied intending to insult Argentina, its people, or his fans.
What happened at the River Plate concert
The incident took place during Bieber’s first reported concert at River Plate Stadium in Buenos Aires. Audience members threw objects onto the stage. Contemporary reports described video in which Bieber used his foot and the stand of a microphone to push objects offstage; Argentine coverage identified the objects as flags and said at least one had been thrown by a fan.
The available coverage establishes what the video was reported to show, but it does not independently establish Bieber’s identification of the object as a shirt. That detail came from Bieber’s own explanation.
Bieber’s explanation and apology
In posts published on November 14, 2013, Bieber said he believed the object was a shirt. He explained that he generally clears items from the stage so that nobody is hurt. He also said he did not intend to disrespect Argentina or its national symbol.

Contemporaneous legal complaints
An Associated Press report carried by Pollstar said that two criminal complaints had been filed in Argentina amid other controversies on the tour. One complaint, attributed to attorney Alejo de la Torre, alleged that Bieber had defiled the national symbol by moving two flags offstage.
That report said the alleged offense carried a maximum penalty of up to four years in prison under the law as described at the time. This was a report of an allegation and the stated legal framework, not a finding of guilt. The accounts available here do not establish whether the complaints led to a prosecution, a conviction, or another final disposition.
