After escaping her parents’ California home in 2018, Jordan Turpin faced another difficult chapter in foster care. In a 2022 interview with People, she described that experience as traumatic and frightening, while saying she was not ready to discuss details of one placement. The account was a follow-up to her earlier public disclosures—not her first time speaking about what happened to her family.
What happened to Jordan Turpin after she escaped?
On January 14, 2018, 17-year-old Jordan Turpin escaped from her parents’ home in Perris, California, and called 911. Authorities rescued her 13 siblings, then aged 2 to 29. Their parents, David and Louise Turpin, later pleaded guilty to 14 charges, including torture and false imprisonment, and were sentenced in 2019 to 25 years to life. ABC News recounts the rescue and the later case history.
After the rescue, six of the younger siblings entered foster care. Jordan and five siblings later alleged that a foster family had abused or neglected them. Jordan’s public account of her own foster-care experience is distinct from the siblings’ collective legal claims, and not every allegation reported at the time was established in court.
What did Jordan say about foster care?
In an interview with People, reported by The Independent on July 27, 2022, Jordan said she had experienced two difficult foster placements. She declined to describe the first in detail: “I’m not ready to go into details about what happened to me in that home.” She also called the experience traumatic and frightening, saying, “I was very traumatised, and it’s been a very scary journey.”

Jordan connected the difficulty of the placements to the upheaval she had already experienced with her parents: “It was really hard to understand the first situation [with my parents]. Then going into another, that was just really, really hard. You have all these questions and you just don’t get the answer.” These are her descriptions of her own experience; she did not publicly provide details of the first placement in that interview. What did she mean by trauma?
The 2022 account says Jordan reported continuing nightmares, anxiety and depression, and visits to an emergency room. Those are experiences she described in the interview, not an independent clinical assessment. She also said she coped by journaling, writing songs, and spending time outdoors; she presented these as personal ways of coping, not as treatment advice.

Jordan said she hoped to make something positive from what she had endured: “I want to take what I went through and turn it into something positive.” The interview did not erase the boundary she set around what she was willing to share.
What happened in the foster-care cases?
Criminal case
In 2024, the foster parents who cared for six Turpin children pleaded guilty to child endangerment and false imprisonment. Marcelino Olguin also pleaded guilty to lewd and lascivious acts on a child under 14 and was sentenced to seven years in state prison. His wife and adult daughter received probation, according to ABC News. These pleas and sentences are criminal-case outcomes; they are separate from the civil allegations against the foster family and public agencies.

Civil settlement
On February 5, 2026, the Associated Press reported that Riverside County and ChildNet agreed to pay a combined $13.5 million to six siblings to resolve their civil case. The reported allocation was $2.25 million from the county and $11.25 million from ChildNet. The defendants denied wrongdoing in the settlement agreement. This was a negotiated settlement, not a damages award after trial or an admission of liability. Read the Associated Press report.
The lawsuit concerned allegations of abuse and neglect by the foster family and failures by Riverside County and ChildNet. The settlement resolved the civil case; it should not be treated as a court finding that every allegation was proven.

What has Riverside County said it changed?
In a January 30, 2026 statement reproduced by ABC News, Riverside County Executive Officer Jeff Van Wagenen said the county had made changes following a 2021 independent investigation. He described improved coordination and information sharing across departments, earlier alignment of decisions, quicker escalation of high-risk situations, and expanded safe placements and services. The county’s statement describes its own actions; it is not independent evidence that those changes have been effective. The county also cited California Welfare and Institutions Code section 827(a)(1) as restricting discussion of specific family matters. Van Wagenen said, “No one wants this to happen again.” ABC News reproduced the county statement.
How to distinguish the Turpin case’s outcomes
- Birth parents: David and Louise Turpin pleaded guilty to criminal charges tied to the abuse and deprivation in their home and received prison sentences.
- Foster parents: The criminal guilty pleas and sentences reported in 2024 are distinct from the civil claims.
- County and ChildNet: The 2026 civil settlement resolved claims by six siblings, with the defendants denying wrongdoing.
- County reforms: The changes described by Riverside County are the county’s account of its response, not a court ruling or independent evaluation.
A separate ABC News interview published on February 3, 2026, featured James, Jolinda, and Julissa Turpin—not Jordan. Its later legal context should not be mistaken for a new interview with her.
