Yes. Ian Fleming created James Bond and wrote Chitty Chitty Bang Bang, the children’s story about a magical car. Bond first appeared in Fleming’s novel Casino Royale in 1953; Chitty Chitty Bang Bang was published in October 1964, after Fleming’s death.
Ian Fleming created both characters
Fleming introduced James Bond in Casino Royale, published on 13 April 1953, according to Ian Fleming Publications’ official chronology. More than a decade later, he wrote Chitty Chitty Bang Bang, a children’s adventure centered on an extraordinary car. The publisher says the story grew from bedtime tales Fleming invented for his young son, Caspar. Its FAQ confirms Fleming wrote the book and that it was published in 1964.

Chitty Chitty Bang Bang appeared in October 1964, a few months after Fleming died on 12 August 1964. He therefore did not see the published book. The two works came from the same writer, but they were aimed at very different audiences: Bond’s espionage adventures and a children’s fantasy about a magical car.
The books and films have different creators
Fleming wrote the source books, not the screenplays for either film series. Ian Fleming Publications says Fleming did not write the 007 films, though his books inspired film plots. The Chitty Chitty Bang Bang film was also made after his death; its screenplay was written by Roald Dahl and Ken Hughes, according to the publisher’s FAQ. So the connection is literary: Fleming created Bond and authored the original Chitty story, while other writers adapted the works for the screen.
