Heads of State is a deliberately silly action-comedy built around John Cena and Idris Elba as the U.S. president and U.K. prime minister, with Priyanka Chopra Jonas as an MI6 operative. Tom’s Guide reported that it reached Prime Video’s No. 1 spot within 24 hours of release in July 2025; that was a release-period ranking, not a current chart position. The film is best suited to viewers looking for comic chemistry and fast-moving action rather than a serious spy thriller.
What is Heads of State about?
John Cena plays Will Derringer, a U.S. president and former action star. Idris Elba is Sam Clarke, the U.K. prime minister and a former SAS officer. A security breach brings down Air Force One during a joint diplomatic mission, leaving the two leaders to survive an assassination attempt and pursue an international conspiracy. Priyanka Chopra Jonas plays Noel Bisset, an MI6 operative central to the action. Ilya Naishuller directed the film.
What kind of movie is it?
It is an action-comedy that leans into the absurdity of two world leaders having to depend on each other. Tom’s Guide describes its tone as knowingly silly, punctuated by graphic, cartoon-like bursts of violence. The premise gives Cena and Elba room for friction and comic timing, while the plot supplies familiar conspiracy and chase-movie beats.
That combination makes it a lighter choice than the intensity of John Wick or the spy-thriller elements of James Bond. The violence is still conspicuous, however, so “comedy” does not mean gentle or bloodless.

Does the comedy and action work?
Tom’s Guide’s July 2025 review praised Cena and Elba’s chemistry, the action sequences, and the comic timing. Its reservations were that the plot feels conventional and some of the more serious moments come across as heavy-handed or awkward. In other words, the film’s main appeal is the pairing and energetic spectacle, not a surprising conspiracy or consistently sharp writing.
Contemporary critical reactions were mixed in emphasis. The Guardian’s Andrew Lawrence called it “Fun, fiery and totally frivolous,” while the Associated Press’s Jake Coyle criticized its “mostly lackluster comic chops and uninspired action sequences.” Those are individual critical judgments, not guarantees of how every viewer will respond.
