Concrete is neither automatically sustainable nor inherently unsustainable. Its climate impact depends on the cement and clinker in the mix, how much material the design uses, the energy and fuels at the plant, transport, service life, and the life-cycle boundary used for comparison. The most reliable strategy is to meet the required safety and durability with as little clinker and total concrete as the project allows, then verify the result with comparable, project-specific emissions data.

What “sustainable concrete” means in practice

Sustainability is a performance question, not a label attached to every batch of concrete. A structural frame, a pavement, a dam and a small foundation have different strength, exposure, service-life and construction requirements. A mix that reduces cement but fails to achieve the specified durability is not a sustainable solution if it leads to early repair or replacement.

For a fair assessment, compare materials that provide the same function. State the functional unit (for example, a volume of concrete meeting a specified strength and exposure class), the life-cycle stages included, and the assumptions about transport, construction, maintenance and end of life. Product-level environmental product declarations (EPDs) can provide this evidence for a particular mix, but an EPD from one plant cannot be treated as a universal value for all concrete.

The practical hierarchy is straightforward: avoid unnecessary material, reduce clinker in the cementitious portion that remains, improve plant energy and fuels, and address residual process emissions with carbon capture where it is technically and economically feasible.

Why cement dominates concrete’s carbon footprint

Limestone chemistry creates unavoidable process emissions

Concrete is a mixture of cement paste, water and aggregate. Cement is the binder, and clinker is the high-temperature intermediate from which most ordinary cement is made. To produce clinker, limestone is heated so that calcium carbonate decomposes into lime. That chemical reaction releases carbon dioxide independently of the fuel used in the kiln. Changing from coal to a lower-emission fuel can reduce energy-related emissions, but it cannot remove the carbon dioxide released by the limestone itself.

Kiln heat adds energy-related emissions

Clinker production also requires very high temperatures. Combustion fuels and electricity used for crushing, grinding, fans and material handling add emissions. Energy efficiency and lower-emission fuels therefore matter, but they address only the energy portion of cement production. Deep reductions require both efficiency and a way to deal with the calcination reaction.

Aggregate and transport still matter, but are usually secondary levers

Aggregates make up most of concrete’s mass, yet their emissions intensity is generally lower than that of clinker. Quarrying, processing, batching, delivery and site activities can still affect a project comparison, particularly where haul distances are long or recycled aggregates require substantial processing. The mix design and cement content should be examined before assuming that a different aggregate source will outweigh a clinker reduction.

Why there is no single “carbon footprint of concrete”

Two mixes sold as concrete can contain different amounts and types of cement, supplementary cementitious materials (SCMs), aggregate and water. Plants may use different fuels and electricity, and projects may be located very far apart. Service-life assumptions also change the result: a longer-lasting element can avoid replacement impacts, while a low-emission mix that needs early repair may not perform better over the whole life.

Life-cycle boundaries can include only the factory stage, or can extend through transport, construction, use, maintenance, demolition and recycling. Some declarations report global-warming potential per cubic metre; others report it per tonne of cement or per structural function. Those units are not interchangeable.

The most effective ways to lower emissions

1. Use only the material the design needs

Material efficiency reduces emissions before a cement supplier has to change its process. Structural optimisation, accurate load paths, efficient spans, voided or ribbed elements where permitted, and prefabrication can reduce the amount of concrete placed while preserving the required capacity and durability. “Right-sized” does not mean under-designed: fire resistance, cracking control, fatigue, vibration, exposure, constructability and code checks still govern the final section.

The Intergovernmental Panel on Climate Change (IPCC) assessed that basic material-efficiency measures—using well-made concrete thoughtfully and only where needed, including right-sized and prefabricated components—could reduce emissions by 24–50% through lower clinker demand. That is an assessed potential across the relevant activities, not a guaranteed saving on every project. The avoided material, the baseline design and the construction method determine the actual result.

2. Substitute part of the clinker

Blended cements and concrete mixes can replace a portion of clinker with SCMs such as suitable industrial by-products or processed natural materials. Because less clinker is manufactured for the same amount of cementitious material, both calcination and kiln-fuel emissions can fall. Availability is local: a blend that is routine in one region may be difficult to source in another, and specifications may limit the permitted replacement level.

Ground limestone and calcined clays are two important substitution routes. In its 2022 assessment, the IPCC reported that cementitious substitution using these materials can reduce process calcination emissions by up to 50%, and occasionally more. The figure applies to the calcination process, not automatically to total concrete life-cycle emissions. Clay mineralogy, calcination energy, grinding, transport, strength development and durability must be checked for the actual source.

3. Improve energy efficiency and use lower-emission fuels

Modern kilns, heat recovery, efficient grinding and better process control reduce the energy required per tonne of clinker. Alternative fuels with lower life-cycle emissions can reduce the combustion component when they meet air-quality, waste-handling and quality requirements. These measures are available sooner than some breakthrough technologies, but they do not eliminate limestone process emissions.

4. Capture residual emissions

Carbon capture and storage (CCS) is one of the options identified for the process emissions that remain after efficiency, fuel and clinker-substitution measures. It requires capture equipment, transport and permanent storage, along with reliable monitoring and suitable infrastructure. The International Energy Agency (IEA) estimates that early commercial near-zero-emissions cement plants using CCS could have production costs 75–150% higher than conventional plants, with the range varying by region. This is an estimated production-cost difference, not a universal retail-price premium for concrete.

5. Treat alternative binders realistically

Alternative binders change the cement chemistry rather than simply reducing clinker in Portland cement. Some are established in particular regions or applications; others remain at pilot or demonstration scale. Feedstock, alkaline activators, durability evidence, standards and construction skills all affect whether an alternative is suitable. The IPCC does not expect a very-low-greenhouse-gas alternative binder to be commercialized broadly in the near to medium term, so these options should complement—rather than replace—near-term material efficiency and clinker reduction.

What the major published figures actually say

Figure What it measures How to interpret it
24–50% potential reduction (IPCC, 2022) Potential emissions reduction from basic material efficiency and lower clinker demand An assessed potential, not a guaranteed saving for a specific building or mix
Up to 50%, occasionally more (IPCC, 2022) Reduction in process calcination emissions from substitution such as ground limestone and calcined clay Applies to the calcination process; it is not a whole-life concrete percentage
71% global average clinker content in cement in 2019 (IPCC assessment citing IEA, 2020) Average clinker-to-cement content worldwide in the measured year A global 2019 average, not a current value for a particular country, plant or product
75–150% higher estimated production cost (IEA, 2025) Estimated cost of early commercial near-zero cement plants using CCS versus conventional plants Region-dependent production economics, not a guaranteed price increase paid by a concrete buyer

Comparing lower-carbon options without being misled

Option What changes Questions to answer before approval
Right-sized or prefabricated design Reduces total concrete and therefore clinker demand Does the design still meet strength, durability, fire, fatigue, serviceability and code requirements? What material is actually avoided?
SCMs and blended cement Replaces part of the clinker Is the SCM available consistently? Is the proposed blend accepted by the governing standard, and does it meet early-age and long-term performance targets?
Ground limestone or calcined clay Reduces the amount of clinker and associated calcination Is the clay suitable and locally supplied? What processing, transport and curing conditions are required?
Energy efficiency and lower-emission fuels Lowers energy-related emissions at the cement plant What fuel and electricity boundary is reported, and how much of the result comes from process versus energy emissions?
CCS Captures a portion of production emissions, including process emissions Is capture operating at the plant? Is transport and permanent storage available, monitored and included in the declaration?
Alternative binders Changes cement chemistry Is there adequate local standards coverage, durability evidence, feedstock supply and contractor experience?

Every comparison should state whether the reported reduction concerns clinker, calcination, cement production, a factory gate, or the full project life cycle. A lower number with a narrower boundary is not automatically a lower-impact product.

Where the cement sector is now

The IEA’s 2025 assessment says cement and concrete emissions remain higher than in 2015 despite some recent reductions associated with lower production. Direct carbon dioxide intensity has remained unchanged in recent years. The agency identifies material efficiency, alternative fuels, SCMs and CCS as necessary contributions to a net-zero pathway by 2050.

Reported capacity for near-zero-emissions cement by 2030 grew by 30% to about 35 million tonnes, but the announced pipeline remains below the pace required in the IEA’s net-zero scenario. This indicates movement in technology and investment, not that near-zero cement is already available everywhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IEA’s 2023 net-zero guide illustrates the scale of the required change with scenario milestones: the clinker-to-cement ratio falls from 0.71 in 2022 to 0.65 in 2030 and 0.57 in 2050. In the same scenario, the share of near-zero clinker production rises from 0% in 2022 to 8% in 2030, 27% in 2040 and 93% in 2050. These are scenario milestones, not forecasts or guarantees.

The IEA’s 2024 Breakthrough Agenda assessment reports that near-zero technologies are developing, while costs remain high and market demand is limited. It calls for interoperable accounting, consistent definitions of low- and near-zero-emissions materials, code revisions that enable suitable SCMs and stronger demand commitments. Its 2025 assessment likewise stresses comparable definitions, methods and chain-of-custody rules.

How to specify and verify a lower-carbon mix

  1. Define the function. Record the required compressive strength, exposure class, fire and durability provisions, service life, placing method and curing conditions. A carbon comparison is meaningful only between mixes that can do the same job.
  2. Set the life-cycle boundary. Decide whether the assessment covers the product stage only or also transport, construction, maintenance, demolition and end of life. Put the boundary in the procurement documents.
  3. Request a current, mix-specific EPD. Ask for the declared unit, data year, plant location, cement and SCM proportions, electricity and fuel assumptions, transport distances and verification status. Do not substitute a generic industry average when a project-specific declaration is available.
  4. Check the clinker and SCM information. Confirm the clinker-to-cement ratio or equivalent composition data, the SCM type and replacement percentage, and whether those values are guaranteed for deliveries rather than merely typical.
  5. Verify code and specification acceptance. Have the engineer of record and local authority confirm that the proposed cement or blend is permitted for the exposure and structural application. Where standards allow alternatives, check testing, curing and strength-age requirements.
  6. Evaluate availability and logistics. A theoretically low-emission SCM may have a long transport route, irregular supply or a competing use. Include quarry, plant, terminal and job-site distances in the same comparison method.
  7. Confirm construction performance. Discuss setting time, early strength, heat of hydration, finishing, pumping, cold-weather or hot-weather behavior and curing. A mix that cannot be placed or cured properly may lose its expected benefit.
  8. Compare like with like and document the decision. Keep the functional unit, boundary, performance class, data date and assumptions together with the selected mix so future bids are comparable.

Common pitfalls in carbon claims

Calling a fuel switch “zero-carbon cement”

Lower-emission fuel reduces combustion emissions, but limestone still releases process carbon dioxide. A credible claim explains both components and states whether capture is included.

Using a percentage from one life-cycle stage as a whole-product result

The IPCC’s “up to 50%” figure for ground limestone and calcined clay concerns process calcination emissions. It should not be presented as a 50% reduction in the complete concrete life cycle without a separate assessment.

Comparing different performance levels

A cubic metre of lower-strength concrete is not a fair comparator for a high-strength structural mix. Compare the quantity needed to deliver the same structural or functional outcome, not just the emissions per unit of material.

Assuming a local code permits every blend

Standards and project specifications determine which SCMs, replacement levels and testing regimes are acceptable. Availability and approval must be checked in the project’s jurisdiction; neither is established by a global average.

Ignoring durability and replacement

Lower initial emissions do not guarantee lower whole-life emissions if cracking, corrosion, freeze-thaw damage or chemical attack shortens service life. Include the specified design life and maintenance plan in the comparison.

Relying on an unverified label

Terms such as “green,” “eco” or “low carbon” are not a substitute for a declared boundary, functional unit, performance evidence and third-party verification. Ask what changed in the mix and what emissions are counted.

Illustrative decisions for project teams

A structural building frame

Start with structural optimisation and avoid over-specifying strength where it provides no design benefit. Then compare approved blended cements using the same strength, exposure and service-life requirements. Review early-age strength and curing with the contractor before accepting a blend that develops strength more slowly.

A pavement or hardstand

Thickness, joint layout, drainage, subgrade quality and maintenance can determine how much concrete is needed. A mix with a lower clinker content is useful only if it can withstand the expected traffic, weather and de-icing exposure. Include construction staging and future repairs in the life-cycle boundary.

A remote project

Local SCM supply and transport may dominate the decision. Compare a nearby conventional cement with a distant blended product using the same declared stages and performance. A nominally lower-clinker mix is not automatically better if long-distance shipping removes the advantage.

A procurement checklist

  • Specify the required function, strength, exposure, service life and applicable code.
  • Require the life-cycle boundary and declared unit in every emissions claim.
  • Request a verified EPD for the actual cement or concrete mix and production location.
  • Record clinker content, SCM type and percentage, aggregate source, electricity and fuel assumptions, and transport distances.
  • Ask whether the reported reduction is for clinker, calcination, plant production or the whole project.
  • Confirm that the proposed blend is accepted by the local standard and project specification.
  • Review setting, early strength, heat, finishing, pumping and curing with the contractor.
  • Use durability and expected service life as selection criteria, not just initial carbon intensity.
  • Recheck supply continuity and batch-to-batch consistency before signing a performance commitment.
  • Keep the assumptions and data date with the bid record so later offers remain comparable.

The practical answer

Concrete can be part of a more sustainable project when its use is minimised, its clinker content is reduced where standards and performance allow, and its emissions are measured on a comparable life-cycle basis. Cement chemistry means that fuel switching alone cannot solve the problem, while CCS and emerging binders still face cost, infrastructure, supply and approval limits. For a real project, the defensible answer comes from a right-sized design, an approved mix, a verified declaration and a boundary that compares equivalent performance.
