How to Verify Images and Videos From an Armed Conflict

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify a conflict image or video by treating it as a set of separate claims, not as a self-authenticating record. Preserve the original post and its provenance, identify exactly what is being claimed, inspect the complete media, search for earlier appearances, test location and recording time independently, examine metadata as supporting evidence, and compare the result with independent sources. A sound conclusion states what each check establishes, what remains uncertain, and why.

No single reverse-search result, timestamp, landmark, or metadata field can prove the entire story. The process below is designed for journalists, researchers, documentary makers, and careful viewers who need a repeatable assessment without putting people at additional risk.

Start by preserving the material and its provenance

Work from the earliest version you can lawfully and safely obtain. A repost may have been cropped, recompressed, stripped of metadata, or paired with a new caption. Preserve the source before beginning analysis so later findings can be checked against what you actually saw.

  1. Save the original post URL or file, the account or publisher name, and the time you found it. If a platform allows lawful archiving, keep an archive copy as well as a local copy.
  2. Record the caption exactly, including any claimed date, location, unit, weapon, casualty figure, or event description. Note the language and any translation you made.
  3. Map the repost chain: identify who shared it, when each version appeared, and whether a later post adds or changes the claim.
  4. Keep the media in its original format and make working copies for frame extraction, enhancement, or transcription. Record every transformation you apply.
  5. Maintain an analysis log with the question asked, the observation made, the source consulted, and the result. This lets another person reproduce your reasoning.

The Berkeley Protocol on Digital Open Source Investigations sets professional, legal, and ethical guidance for collecting, analysing, and preserving online information. Its scope includes the safety of investigators, witnesses, victims, and first responders, so preservation is not merely a technical exercise.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Turn the post into separate claims

Write down the assertion in a form that can be tested. Most conflict posts combine several propositions:

  • What: what the image or video visibly depicts.
  • Where: the alleged city, road, building, front line, or border.
  • When: the claimed recording date, event date, or phase of a conflict.
  • Who: the alleged army, unit, group, vehicle operator, or victims.
  • How: the alleged event, such as an air strike, artillery impact, execution, or evacuation.

Assign confidence to each proposition separately. You may establish that a clip shows a particular intersection while being unable to establish when it was filmed or who caused the damage. The 2024 guide Evaluating Digital Open Source Imagery: A Guide for Judges and Fact-finders, published by UC Berkeley’s Human Rights Center with WITNESS and partner institutions, organizes evaluation around authenticity and source, location, time, and metadata. Its framework is useful precisely because it prevents a strong answer to one question from being mistaken for an answer to all of them.

Inspect the complete image or video

Watch the whole sequence

Do not rely on a caption, thumbnail, or isolated frame when a full file is available. Watch from beginning to end, then replay at slower speed. Note cuts, abrupt changes in audio, repeated frames, inserted graphics, and sections that appear to come from different recordings. An edit is not automatically deceptive; news packages and eyewitness posts are commonly edited. The edit simply changes what can be inferred from continuity.

Make an observation inventory

List visible details before interpreting them. Useful observations include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Landmarks, rooflines, minarets, bridges, towers, distinctive facades, road geometry, and utility structures.
  • Terrain, vegetation, soil, coastline, snow cover, and the direction of slopes.
  • Street signs, storefronts, license-plate formats, flags, graffiti, and languages.
  • Uniform patterns, insignia, helmets, vehicles, weapons, and protective equipment.
  • Weather, smoke behavior, sunlight direction, shadow length, and apparent season.
  • Audio such as sirens, language, accents, announcements, and weapon sounds.

These details generate tests. They do not, by themselves, establish attribution, responsibility, or the identity of a person. A similar uniform, vehicle, or landscape can occur in more than one place.

Extract useful frames without changing the original

For a video, extract several distinctive frames from different moments, including any frame that shows a sign, skyline, road junction, vehicle marking, or blast aftermath. Keep the untouched file and label each derivative with the timecode and operation used. Enhancement can make text easier to read, but sharpening or upscaling can create artifacts; treat enhanced pixels as aids to inspection, not new evidence.

Search for earlier appearances and the original context

Use reverse image search strategically

Submit distinctive frames rather than a generic smoke cloud or a frame covered by a platform logo. Try more than one frame, crop out borders and captions, and search both the full frame and a crop containing the landmark. Results may reveal an older upload, a news report, a stock sequence, or a different event using the same footage.

Reverse-search systems can miss altered, cropped, mirrored, recompressed, private, or unindexed material. A null result does not show that a clip is new or authentic. Bellingcat explicitly describes the technique as imperfect, so treat a match as a lead requiring comparison of pixels, captions, dates, and the surrounding event description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search text and language variants

Search distinctive wording from the caption, names of places, event names, and likely translations. Use transliterations and the scripts used locally. Search combinations of a landmark and a date rather than a broad phrase such as “war video.” Compare the earliest dated publication you can locate with later reposts, and distinguish a primary upload from an account that merely copied it.

Compare the media, not just the headline

Open the earlier item and check whether the sequence, audio, aspect ratio, compression pattern, and visible damage match. A headline may be wrong even when the underlying video is genuine. Conversely, a genuine earlier video may have been re-captioned to describe a different incident.

Test the claimed location independently

Build a landmark match

Use maps, satellite imagery, and street-level photography to test several independent features. A convincing geolocation normally combines the arrangement of buildings, road angles, terrain, vegetation, and fixed objects rather than relying on one resemblance. Amnesty International describes this approach as comparing landscapes, trees, buildings, and streets with satellite and ground-level references.

  1. Choose the most distinctive visible feature, such as a curved road beside a specific building.
  2. Generate competing locations from maps or image search instead of checking only the location named in the post.
  3. Compare at least two or three fixed features and their relative distances and angles.
  4. Record mismatches as carefully as matches. A missing tower, different road width, or incompatible slope can disqualify a candidate.
  5. Check whether the reference imagery predates construction, demolition, seasonal change, or battle damage visible in the clip.

Use specialist and remote-sensing evidence carefully

Satellite imagery and other remote-sensing products can corroborate damage, attack patterns, or the presence of structures. They require suitable imagery and, often, specialist interpretation. They support a broader evidence assessment; they do not replace examination of the original media and its source history.

Test the recording time separately from the location

Upload time is a publication event, not necessarily a recording event. A correctly geolocated clip may be months or years old, and a newly uploaded clip may show an earlier incident.

Construct a chronology

Find the earliest known publication, then compare it with the claimed event timeline. Look for earlier reports, satellite passes, road closures, cease-fire dates, or the construction and destruction of visible buildings. Preserve the time zone and the platform’s displayed date; do not silently convert a local timestamp into UTC.

Use weather, shadows, and seasonal clues

Weather archives, snow or vegetation, wet pavement, smoke dispersion, and cloud cover can constrain a date. Shadow direction and length can be compared with the sun’s position if the camera orientation and approximate location are known. Amnesty’s chrono-location work combines such clues with scene matching. These indicators are often incomplete: a cloud bank can obscure shadows, and similar weather can recur, so use them as corroboration rather than a standalone date stamp.

Examine metadata without treating it as a verdict

Inspect the downloaded file for creation time, device model, software history, geotags, orientation, and encoding information. Metadata can reveal that a file passed through editing software or that a device clock was set incorrectly. Social platforms frequently strip or rewrite fields, and anyone with access to a file can alter them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare metadata with the file’s visual properties and the publication history. A camera model that did not exist at the claimed date is a meaningful contradiction; an absent date is not evidence that the claim is false. Bellingcat’s metadata guidance lists provenance, collection time, media type, landmarks, weather, language, clothing, weapons, and device clues as useful fields to document. It also notes that, at the time its page was published, universally accepted legally admissible metadata standards were not established; that historical observation should not be read as a statement about current law.

Corroborate with independent evidence

After testing the file itself, compare the result with sources that did not simply copy the same post. Useful corroboration may include:

Separate what a source claims from what it directly demonstrates. Ten accounts repeating one caption are still one unverified claim if they all derive from the same upload. Conversely, a source that contradicts the clip may reveal a translation error, a time-zone issue, or a genuinely different event; record the conflict rather than selecting the convenient version.

Choose the method that answers the question

Method Best for Evidence it can provide Failure mode to explain
Reverse image search and text search Finding earlier copies, related posts, or likely source material Prior circulation, dates, alternate captions, and links to possible originals Altered, cropped, private, or unindexed content may be missed; a null result does not establish authenticity.
Visual landmark comparison with maps, satellite, or street imagery Testing a claimed location Matches or mismatches in buildings, roads, terrain, vegetation, and fixed objects Distinctive features may be absent, reference imagery may be outdated, and visual similarity can mislead.
Chronolocation using upload history, weather, shadows, and event chronology Testing the claimed recording time Constraints on when the scene could have been recorded Upload and recording dates differ, while weather and other contextual clues may be incomplete.
Metadata inspection Finding dates, device details, or contextual fields when retained File-history clues, device information, geotags, and signs of processing Metadata may be stripped, unreliable, or altered; no single field proves the claim.
Remote sensing and specialist analysis Corroborating damage, attack patterns, or weapons claims Independent imagery or technical interpretation compatible with the media It requires appropriate imagery and expertise and supports, rather than replaces, a broader assessment.

Recognize common traps and recover from them

A convincing landmark proves the whole caption

It proves, at most, that the scene may be in that place. Return to the separate time, actor, and event claims and test each one.

The first search result is the original

Search ranking reflects indexing and engagement, not priority. Compare upload dates, file versions, and the account’s access to the scene.

No metadata means the file is fake

Most platforms remove metadata during processing. Treat the absence as a limitation and rely on source history, visual analysis, and corroboration.

A dramatic edit is evidence of fabrication

Edits can be editorial, technical, or deceptive. Identify the cut, determine what continuity it removes, and avoid claiming more than the surviving sequence shows.

Enhancement reveals hidden detail

Upscaling and sharpening can introduce patterns that were not recorded. Keep the original, document the software operation, and describe enhanced details as uncertain unless independently confirmed.

Sharing sensitive footage helps accountability

Publication can expose witnesses, victims, locations, or responders. Consider whether the investigative value outweighs the risk and whether faces, voices, plates, coordinates, or timestamps should be redacted.

Apply safety and ethical safeguards

The Berkeley Protocol calls for protection of investigators’ digital, physical, and psychosocial safety, along with the safety of witnesses, victims, and first responders. Use separate accounts or secure storage where appropriate, avoid contacting people in active danger for routine confirmation, and do not reveal a source’s identity or exact location without a clear need and informed consent. Preserve disturbing material securely and limit access to people who need it for reporting, legal, or investigative work.

Collection must also be lawful in the relevant jurisdiction. A publicly visible post is not automatically free of privacy, copyright, or evidentiary constraints. When documenting atrocities, retain enough context to prevent a misleading crop, but avoid unnecessary circulation of graphic content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write a calibrated conclusion

Present the result as a set of findings, each tied to the evidence supporting it. A useful report can follow this pattern:

  1. Established: state the strongest supported fact, such as a location matched by several fixed features.
  2. Supported but not proven: identify an interpretation that fits the evidence but depends on incomplete context.
  3. Not established: name the claim that remains unresolved, such as the recording date or responsible actor.
  4. Basis: list the source history, frame comparisons, map or satellite matches, chronology, metadata, and independent corroboration used.
  5. Limits: disclose missing originals, uncertain translations, altered files, inaccessible accounts, or conflicting evidence.

A conclusion such as “The footage matches the central road and was online before the claimed incident, but the available material does not establish when it was recorded or who caused the damage” is more useful than a single yes-or-no label. It tells readers exactly what they can rely on.

Berkeley’s 2024 guide

Evaluating Digital Open Source Imagery: A Guide for Judges and Fact-finders was published in May 2024 by UC Berkeley’s Human Rights Center with WITNESS and partner institutions. It is written for judges and fact-finders, so its evidentiary framing is more formal than a casual viewer may need, but its treatment of source, authenticity, location, time, and metadata provides a disciplined checklist for documentary work.
