Verify four separate questions—whether the file is genuine, where and when it was recorded, what the footage actually shows, and whether independent evidence supports the claimed immigration-enforcement context. Preserve the original material, investigate the earliest available source, and state uncertainty plainly. An official tip form or government portal is a way to submit information, not proof that an incident occurred.
What you are trying to establish
“Is this an ICE video?” is usually several questions combined. Treat them separately so a true answer to one does not become a false answer to all.

Keep a written distinction between direct observations and interpretations. “A person in a uniform places someone in a vehicle” is observable. “Immigration agents carried out a raid under a particular authority” is an interpretation that requires additional evidence.
1. Record provenance before analyzing the footage
Start by preserving what you found, not by editing or annotating it. Record the post URL, account name, displayed post time, the date you accessed it, and an unaltered copy of the file when doing so is lawful and safe. Save the surrounding caption and comments separately because they may change or disappear.

Identify the type of copy
- Original upload: the account appears to have uploaded the camera file directly.
- Repost: the account credits another person or shows a platform watermark.
- Screen recording: the video includes an app interface, notifications, or a second screen.
- Cut excerpt: the clip begins or ends abruptly, or a longer source is mentioned.
These categories affect what you can learn from metadata and whether missing context may exist outside the copy you received. Keep the downloaded file unchanged; make a working duplicate for frame extraction, transcription, or enhancement.
Find the earliest available appearance
Search distinctive frames or a clear thumbnail with reverse image search. WITNESS describes Google Reverse Image Search as a way to check whether a still or video thumbnail appeared online earlier. Amnesty International also describes reverse image and video searches as a preliminary check for prior circulation and possible misattribution. Search several frames rather than relying on one, and note the earliest result you can document.
An earlier upload does not automatically prove deception. It does establish that the current post is not the first appearance and may reveal the original caption, a longer cut, or a different place and date. Compare the pixels, not just similar-looking scenes: check people’s positions, vehicle damage, shadows, signage, and background objects.
Build a provenance log

2. Verify the location independently
Use stable physical features in the footage rather than relying on a caption, geotag, or a person’s assertion. Useful clues include street signs, storefronts, building fronts, road markings, curb shapes, utility poles, mountains, vegetation, fences, and distinctive structures.

- Pause at high-resolution frames and list every potentially stable feature.
- Read signs and addresses carefully; transcribe uncertain letters with a question mark in your notes rather than silently correcting them.
- Compare the scene with independent street-level photographs, maps, and satellite imagery.
- Check spatial relationships: the order of buildings, the angle of a road, the position of a sign, and the direction of terrain should agree.
- Record contradictions as well as matches. A similar facade is weak evidence if the road layout or skyline does not fit.
Amnesty International describes geolocating footage by cross-referencing visible features with satellite imagery, ground-level photographs, and other public information. When it could not determine a location, it said so. That is the correct outcome when the evidence does not support a precise place.

Handle location clues cautiously
- A geotag may describe where a post was made, not where the camera was.
- A sign may be moved, obscured, or visible only from an unusual angle.
- Uniforms and vehicles can appear in multiple jurisdictions or be misidentified.
- Landscaping and weather can suggest a region but rarely prove a city.
Use calibrated wording: “The location is consistent with the block shown in [place]” is stronger and more honest than “This was filmed in [place]” when only visual consistency has been established.
3. Establish the date and sequence
The upload time, the time the camera recorded the scene, and the time an event occurred are different data points. Put each in your notes separately.
Check the file and visible timestamps
Inspect the original file for creation information if it is available, but treat metadata as a clue rather than a conclusion. Social platforms commonly strip or rewrite metadata, and a file can be exported or re-encoded after recording. A timestamp burned into the image may belong to the camera, an edit, or a screen display; verify that it advances normally and fits the scene.

Use environmental and chronological clues
- Compare the sun’s direction and shadow length with the proposed time and location.
- Note weather, wet pavement, foliage, clothing, and lighting conditions.
- Look for a clock, public event, construction stage, or other time-specific detail.
- Find independent posts or reports that show the same scene before or after the clip.
Shadow analysis can support an estimate when the location, date range, camera orientation, and image quality are adequate. It usually cannot establish a precise minute. Amnesty International reports that timestamps and shadow angles helped establish or estimate chronology in some cases, while poor image quality prevented estimates in others.
Check whether clips belong to one sequence
Viral posts often splice separate moments. Compare continuity of clothing, vehicles, crowd positions, shadows, audio, and camera movement between cuts. A gap in the recording may hide an action that changes the meaning of what follows. Obtain the longest available version before describing the event.

4. Analyze exactly what the video shows
Watch the complete clip several times: once at normal speed, once without sound, and once while transcribing speech and noting changes in the frame. Make a shot-by-shot log.

Amnesty International describes examining clothing, insignia, weapons, language, dialects, and accents, then cross-checking the footage with interviews. Those indicators can narrow possibilities, but none is conclusive alone. A patch may be obscured or copied, a vehicle may be borrowed, and speech may be misheard.

Separate visible conduct from legal conclusions
The footage may show someone being questioned, handcuffed, escorted, placed in a vehicle, or surrounded by officers. It may not reveal the person’s immigration status, the presence of a warrant, the agency’s jurisdiction, or whether the encounter was an arrest, detention, interview, or another action. Do not infer those facts from posture, clothing, or a short command.
Check for manipulation without overstating your findings
Look for abrupt audio changes, repeated frames, inconsistent shadows, unnatural edge movement, mismatched lip movement, or overlays that cover important details. Compression artifacts and platform processing can create similar effects. Unless you have strong technical evidence, describe the anomaly and its limits instead of declaring a deepfake.
5. Corroborate the enforcement context
Once you know what is visible, seek evidence outside the clip that connects it to an immigration-enforcement event. Search for eyewitnesses, local reporting, contemporaneous public statements, court documents, police or court records where appropriate, and additional footage from the same scene.

Ask what each source independently confirms
- An eyewitness may confirm the place and approximate time but misunderstand the agency.
- Local reporting may identify an operation but rely on the same social-media clip.
- An official statement may confirm an operation’s existence while saying nothing about the video’s date or edits.
- A court filing may establish a case or location but not prove that the people in the clip are the named parties.
Document the relationship between sources. Three accounts repeating one original post are not three independent confirmations. Conversely, an absent public record does not prove that no encounter occurred; small or sensitive actions may leave little public trace.
Do not treat reporting portals as verification
The USCIS Secure Tip Portal accepts supporting documents and images for suspected immigration fraud or abuse. Its current instructions say transfers are secure, ask submitters to keep a copy and avoid unrelated information, and allow up to five files with a 10 MB limit per file in listed image and document formats. Requirements can change, so check the portal before submitting.
An ICE tip form asks for details about suspected criminal activity. Its indexed content says the agency does not provide status updates and warns that information may be shared for official purposes. The page has returned a 403 error when accessed, so confirm current details directly before directing anyone there. Neither form confirms that a video is authentic or that the described event happened.

When posts identify different agencies, dates, or cities, evaluate each claim against the same criteria. Do not combine incompatible versions into a vague “somewhere, sometime” conclusion.

A claim with a precise location but no source history may be weaker than a less dramatic claim supported by an original file and independent witnesses. Explain why one account is better supported instead of presenting a numerical score that implies false precision.

7. Preserve evidence and protect people
Keep the original download, source link, and a working copy. Record any crop, caption change, transcription, frame extraction, or conversion you make. If you submit material, send only what is relevant and retain your own copy.
Protect vulnerable people
- Consider whether faces, children, license plates, home addresses, workplaces, or bystanders can be identified.
- Blur or crop identifying details when they are not necessary to establish the claim.
- Do not publish a private person’s name or location merely because a post supplies it.
- Store sensitive originals securely and restrict access.
- Avoid contacting people shown in a way that could expose them to retaliation or immigration consequences.
Privacy protection can remove useful clues, so preserve an access-controlled original while publishing a safer derivative. Explain material redactions if they affect what viewers can evaluate.
How to write the finding
State the strongest conclusion the evidence supports, then its boundary. Examples:
- “The clip is an earlier recording that was reposted with a new date; the original upload predates the claimed operation.”
- “The street layout and storefronts are consistent with the stated neighborhood, but the recording date could not be independently established.”
- “The video appears to show people in uniforms placing someone in a vehicle. The footage alone does not establish which agency they represent or the legal basis for the encounter.”
- “Independent reporting confirms an enforcement operation at that location on the stated day, but it does not confirm that this edited excerpt came from it.”
Avoid “confirmed” unless the particular proposition—not merely a related event—has been independently established. If you cannot determine a location or date, say so directly. Clear limits are part of the result, not a failure to report.
Common failure modes and fixes

A compact verification checklist
- Save the post URL, account, displayed time, access date, caption, and an unaltered file.
- Classify the file as original, repost, screen recording, or excerpt.
- Search multiple frames for earlier appearances and preserve the results.
- List visible location features and test them against independent imagery.
- Separate upload time, recording time, and event time.
- Review the full sequence and log actions, words, insignia, vehicles, and edits.
- Label every statement as visible fact, inference, or externally corroborated context.
- Seek independent witnesses, reporting, statements, or records tied to the same place and time.
- Compare rival claims on provenance, place, chronology, action, corroboration, and contradictions.
- Preserve originals, protect vulnerable people, and publish only the conclusion the evidence supports.
