One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchTo submit a documentary in the Philippines, first identify what the festival is accepting: a documentary project seeking development support, a completed film seeking selection, or a finished film for a narrowly defined competition. Those routes use different eligibility rules, materials, premiere conditions, runtimes, and deadlines. Match your film to the current edition’s official rules before uploading a screener or showing the film publicly.
Start by identifying your film’s submission stage
“Submitting a documentary to a festival” can mean three different things. A development competition wants an idea or work in progress and may provide money, pitching opportunities, laboratory support, or production guidance. A completed-film call wants a finished documentary that can be screened by the festival. A thematic competition accepts completed films only when they address a defined subject, such as peace, extractive industries, governance, or community rights.
Write down these facts about your film before opening any application form:
- Whether it is only a concept, in preproduction, in production, in postproduction, or complete.
- Runtime, including opening and closing credits where the rules require them.
- Completion date and, if still in production, the date principal photography began.
- Director citizenship and residence.
- Primary spoken language and whether English subtitles are available.
- Any prior public screening, festival premiere, broadcast, or online release.
- Subject matter and whether it fits a special competition’s theme.
These details determine which Philippine calls are realistic. A completed 20-minute film should not be sent to a project-development call simply because the festival is well known, and a concept should not be entered in a completed-film category.

Deadlines, categories, and rules belong to individual editions. A grant amount or premiere condition in one year is not a standing festival policy.
Cinemalaya: a development-to-premiere route for full-length documentaries
Cinemalaya’s main full-length competition is not a normal completed-film submission window. It selects projects, develops them through pitching and a film lab, and then chooses finalists for production and premiere. The 2027 call accepted both feature and documentary projects, but its September 17, 2026 deadline has passed.
What the initial 2027 application required
- A concept paper in Filipino or English.
- A two-page synopsis.
- The proponent’s résumé.
- A recent photograph of the proponent.
- A five- to 20-minute MP4 sample of a short film directed by the proponent.
The concept paper had to omit the proponent’s name. Full scripts were not accepted at the initial stage. Applicants selected after the first review were asked for a sequence treatment and pitch deck, and a smaller group proceeded to the Cinemalaya Film Lab before the finalists were chosen.
Eligibility and production timing
The full-length category was limited to Filipino filmmakers, with an exception that could be available to filmmakers residing abroad under the published rules. The rules required the finished work to have both its national and international premiere at the Cinemalaya Philippine Independent Film Festival. That means an otherwise eligible documentary can lose eligibility through an earlier public or festival screening.
The 2027 mechanics generally excluded works already in principal photography or postproduction before August 2026, but created a documentary-specific exception: principal photography for a documentary had to have started before the call. Read the exact wording of the edition you enter; do not assume that a documentary may begin at any stage.
Grant, budget, language, and music terms
Each of the ten 2027 finalists was due a seed production grant of PHP 1,000,000, paid in tranches under that competition’s terms. The maximum total production budget was PHP 5,000,000. These figures apply to the 2027 cycle and should not be treated as a general Cinemalaya promise for another year.
Music had to be original, licensed, or in the public domain. Dialogue was expected to be primarily in Filipino or another Philippine language as appropriate. Proponents undertook English translation and subtitling, subject to Cinemalaya Foundation approval. If your documentary uses archival recordings, photographs, or commissioned music, organize permission records before pitching rather than promising that rights will be cleared later.
The practical lesson is that Cinemalaya is suitable when you have a serious full-length documentary project and are prepared for pitching, lab participation, production milestones, and an exclusive premiere commitment. It is not the correct form for an already finished film seeking a routine festival slot.

QCShorts: a short-documentary development grant
QCinema’s QCShorts 2026 call explicitly accepted documentary concepts, but only at script level or in preproduction. It was not a completed-short submission route. The February 14, 2026 deadline has passed, and the PHP 700,000 production grant belongs only to that 2026 call.
Application package
The 2026 materials included:
- Logline and short synopsis.
- One-page concept treatment.
- Two copies of the full script.
- Director’s statement and profile.
- Producer profile.
- Sample work.
- Proposed cast and crew.
- Line-item budget.
- Production timeline.
QCinema’s FAQ said documentary applicants could send sample cuts and existing footage in advance. That allowance is useful when the film is being shaped from real-world material, but it does not turn a finished documentary into an eligible QCShorts project if the call requires script or preproduction status.
Eligibility and premiere obligation
The 2026 call required the director to be Filipino and stated that the completed film had to receive its Philippine premiere at QCinema 2026. Before using a future QCShorts call, check whether the director, production stage, runtime, language, and premiere requirements have changed.
Completed-film calls: Sinag Maynila and other options
Sinag Maynila 2027
A May 2026 LionhearTV report described Sinag Maynila’s ninth-edition/2027 call as accepting completed films, with a documentary category of approximately 15–30 minutes. The report gave a deadline of November 30, 2026, at 11:59 p.m. Philippine Time, and described private Vimeo or Google Drive screener and trailer links, English subtitles, and no submission fee.
Those details come from secondary reporting, not a confirmed official rule page in the available material. Before submitting, verify the official form and confirm:
- The exact documentary runtime range and whether credits count.
- Completion-date and premiere requirements.
- Whether private links may be hosted on Vimeo, Google Drive, or another service.
- Whether the film may remain online or screen elsewhere while selections are pending.
- Required poster, trailer, synopsis, biography, stills, or delivery files.
CCP Gawad Alternatibo
The Cultural Center of the Philippines’ Gawad Alternatibo has included a documentary category for completed short films. The official material located for this purpose covered the 2024 edition only. Treat that as evidence that documentaries can fit the program historically, not as a current deadline or rulebook. Find the current edition’s call and follow its stated runtime, completion, eligibility, and delivery requirements.
FDCP Films for Peace 2026
Films for Peace is a special competition rather than a general festival submission channel. Its 2026 rules accepted documentary shorts from Filipino citizens that met all of the following conditions:
- Runtime of 12–20 minutes, including opening and closing material.
- Completion between February and August 2026.
- Full HD minimum resolution.
- English subtitles when the film is in a Philippine language.
- Philippine-premiere status.
A documentary outside that completion window, runtime, citizenship, or premiere condition should not be treated as eligible merely because its subject relates to peace. Check the FDCP page for the complete rules and any amendments.

PH-EITI DokyuFest 2026
PH-EITI’s DokyuFest, held as part of Extractives Transparency Week 2026, is aimed at documentaries about extractive activities and governance. Relevant subjects include transparency, accountability, community participation, Indigenous Peoples, environmental or social impacts, and related community experiences.
The call page described uploading the film to Google Drive and sending a shareable link through the application form, with an October 22, 2026 submission deadline. Because this is a thematic event, explain the connection to extractive industries or the affected communities clearly in the synopsis. Confirm the current form, file specifications, rights declarations, and any screening or premiere terms before sending the link.
Step-by-step submission workflow
1. Classify the call before preparing files
- Mark your film as a project, in production, or complete.
- Record runtime, completion date, photography start date, director citizenship and residence, language, and premiere history.
- Choose only calls whose stage and category match those facts.
2. Read premiere and online-availability clauses first
Premiere language can be decisive. A call may require a Philippine premiere, a national and international premiere, or a festival-exclusive first screening. Prior festival screenings, public events, broadcasts, and an unrestricted online upload may all affect eligibility, depending on the wording. Do not screen the film or publish it online while waiting for a decision until you understand the target call’s availability rules.
3. Assemble the call-specific package
There is no universal Philippine festival package. A development application may require a concept paper, script, treatment, director and producer statements, budget, schedule, and sample work. A completed-film call may ask for a private screener, synopsis, biography, poster, trailer, stills, subtitles, runtime, completion date, and production credits. Use the official checklist for the exact edition and do not substitute a finished-film screener for a missing development document.

4. Clear rights and participant permissions
Secure permission for archival footage, photographs, music, artwork, locations, and identifiable participants. Cinemalaya’s 2027 rules specifically required music to be original, licensed, or public domain. Other calls may phrase rights obligations differently, but a responsible application should not claim that all rights are cleared unless they are. Keep licenses, releases, and correspondence in an organized folder in case the festival asks for proof.
5. Prepare an accessible screener
- Use the requested file format or a stable private link.
- Test the link in a logged-out browser and on a second device.
- Make sure passwords and permissions work without an unexpected account requirement.
- Check that English subtitles are synchronized, readable, and not hidden by the player interface.
- Set an expiry date well after the review period, or monitor access if the service requires renewal.
- Label the file with the film title, version, runtime, and subtitle status.
QCShorts’ 2026 call allowed documentary sample cuts and existing footage. The reported Sinag Maynila call used private screener links. Those are call-specific examples, not a universal technical standard.
6. Submit through the named form before the deadline
Use the official form identified by the festival, convert documents to the requested formats, and submit before the stated date and time zone. Save a PDF or screenshot of your answers, copies of every uploaded file, the screener URL and password, and the confirmation email.
QCShorts stated that applicants should receive an email confirmation and a copy of their Google Form response. If it does not appear, check spam and verify that the form submission actually completed rather than assuming the application was received.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose between the routes
Use the following decision sequence rather than choosing only by festival name:
- Do you have a finished film? If no, consider Cinemalaya or a future QCShorts-style development call. If yes, continue to the completed-film options.
- Does the subject fit a defined theme? Peace-focused work may fit Films for Peace; extractives and related accountability issues may fit DokyuFest. A thematic call is not a general substitute for an open documentary category.
- Does the runtime and completion date fit? Check the exact numbers, including whether credits count.
- Can you satisfy the premiere condition? If the film has already screened or been posted publicly, eliminate calls requiring an untouched premiere unless the rules expressly permit that history.
- Can you deliver the required package? A project call may demand a script, budget, and schedule; a completed-film call may demand a private screener, subtitles, and delivery details.
- Can you meet the commitment after selection? Development competitions may require pitching, lab attendance, production milestones, grant reporting, and a festival premiere rather than a one-time upload.
Common failure points and fixes
Submitting a completed film to a development call
Symptom: You have a finished documentary but the form asks for a concept paper, script, or proposed production plan.
Fix: Treat the call as development-only unless its rules expressly accept completed films. Look for a completed-film category or a thematic competition instead.
Missing a premiere restriction
Symptom: The documentary was screened at a local event, uploaded publicly, or entered another festival before you read the target rules.
Fix: List every prior public exposure and compare it with the exact premiere clause. Do not hide a prior screening; choose a call whose eligibility matches the film’s history.
Using an expired deadline
Symptom: You are preparing for Cinemalaya’s September 17, 2026 deadline or QCShorts’ February 14, 2026 deadline after those dates have passed.
Fix: Do not present an old call as open. Monitor the next edition and use currently live completed-film or thematic calls only after verifying their official forms.

Relying on a secondary report as if it were the rulebook
Symptom: You rely on the reported Sinag Maynila runtime, fee, or link method without finding the official form.
Fix: Use the report as a lead, then confirm runtime, completion, premiere, online-availability, file, and fee rules on the organizer’s current page.
Broken or inaccessible screener
Symptom: Reviewers encounter a login wall, expired password, missing subtitles, or a link that cannot be downloaded or played.
Fix: Test from a logged-out account, keep permissions stable through the review period, provide the requested password, and retain a backup screener in the format the call permits.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Unclear rights position
Symptom: The application claims the film is cleared, but archival clips, music, images, or participant releases are unresolved.
Fix: Finish the permissions work or describe the status accurately. Keep documentation ready, and follow any festival-specific rights declaration instead of assuming one standard wording applies everywhere.
What to retain for future festival cycles
Keep a master folder containing the final screener, subtitle file, transcript, short and long synopses, logline, director and producer biographies, stills, poster, trailer, credits, production dates, rights records, and a spreadsheet of premiere history. Then make a new, call-specific package each time. Reusing a core set of materials saves time, but reusing an old deadline, runtime rule, grant amount, or premiere assumption can make a strong documentary ineligible.
For a project seeking development, prepare a separate folder with the concept paper, treatment or script, pitch deck, budget, schedule, sample work, and team profiles. For a completed film, prioritize a reliable screener, accurate subtitles, concise synopsis, and precise information about completion and prior screenings. The right route is the one whose rules describe your film as it actually exists.
