It is a lived-in neighbourhood with residents, businesses, community organizations and visitors, alongside serious and changing social challenges. No visitor guide can honestly label every block “safe” or “unsafe” at all times: conditions, services and public responses change.
For immediate life-threatening danger, call 9-1-1 or go to the nearest emergency department. For everything else, give people space, protect their privacy, avoid assumptions, and verify any service’s eligibility, hours and geographic coverage before relying on it.
Start with the right frame
The DTES is not a sightseeing exhibit or a problem to be inspected. People experiencing homelessness, poverty, mental-health challenges or substance use are neighbours, not scenery. The area also contains homes, shops, cultural spaces, workplaces and community services. A respectful visit means moving through it as you would any other residential neighbourhood: stay aware, keep your plans flexible and avoid turning other people’s difficult moments into content.
The Province of British Columbia said on May 8, 2025 that “systemic challenges remain and incidents continue to occur that affect people’s sense of safety in the neighbourhood.” That statement describes an evolving situation, not a permanent verdict on every street or resident. On November 6, 2025, the City of Vancouver reported Council approval of coordinated actions involving housing, local business, community wellbeing and public safety. Those policy responses do not replace a visitor’s need to make a location-specific decision on the day.

Prepare before you enter the neighbourhood
Check the day’s conditions
Look at current municipal and provider information before setting out. The available public material does not establish live, street-by-street conditions, current block closures or a guaranteed Downtown Van Safewalk boundary in the DTES. Treat a map, older article or personal anecdote as background rather than a live safety assessment. If a service is important to your plan, confirm its hours, intake process and location directly on the day.
Choose a simple route and a realistic time
Write down where you are starting, your destination, an alternate route and how you will leave. Prefer well-used routes that match your comfort level, and allow extra time rather than cutting across unfamiliar blocks to save a few minutes. Travel during daylight if that is when you are most comfortable. At night, reduce unnecessary walking, stay oriented and use a confirmed pickup or drop-off point. Do not assume that a busy area, a quiet area or a particular block will remain the same throughout the day.
Keep your essentials accessible
- Carry a charged phone and a small backup battery if you have one.
- Keep identification, medication and emergency contacts secure and easy to reach.
- Use headphones sparingly so you can hear vehicles, bicycles and people around you.
- Carry only what you need. A closed bag worn securely is less distracting than loose valuables.
- Tell a trusted person your approximate route and expected return time if you are travelling alone.
These are general travel precautions, not a substitute for current local information. Do not buy or display equipment that suggests you are entering a spectacle or an expedition.
Move through the DTES without taking over space
Use sidewalks and entrances considerately
Walk at a pace that lets you notice what is around you. Keep to one side of the sidewalk, leave room for mobility devices and do not stop in a doorway, building entrance, bus stop or narrow passage. If you need to check a map, step into a place where you are not obstructing people. Do not lean on someone’s belongings, move carts or touch items left outside a doorway.

Ask before engaging
A person sitting, resting or speaking to themselves may not want conversation. A brief “Excuse me, may I pass?” is enough when you need space. If someone speaks to you, answer briefly and calmly; you are allowed to continue walking or say that you cannot help. Do not demand an explanation of someone’s housing, health, income or substance use. You cannot know a person’s circumstances from what you see.
Do not photograph or record people without consent
Visible poverty is not public property. Avoid filming faces, conversations, tents, medical events or police interactions unless every identifiable person has given informed permission. Consent should be specific, voluntary and reversible; an off-camera “yes” from one person does not authorize recording everyone nearby. If you are making a documentary or news-style project, explain who you are, where the footage may appear and how a person can withdraw before publication. Do not use a long lens or hidden camera to get around a refusal.
Keep transactions and offers uncomplicated
If you choose to donate, use an established community organization rather than making assumptions about what an individual needs. Do not promise housing, treatment, transportation or money you cannot provide. Never take a person’s photograph in exchange for cash, food or a favour. If you are offered something you do not want, decline without argument and continue on.
What to do when a situation feels uncomfortable
When someone asks for money or help
You can say “Sorry, I can’t” and keep moving. If you want to help but are unsure how, ask an established service what support is appropriate rather than improvising. Do not direct a casual visitor to a specialized outreach program simply because its name sounds general; many DTES services are intended for people with particular needs and circumstances.

When a person appears distressed
Keep a respectful distance and avoid crowding. If there is no immediate danger, do not force conversation, touch the person or attempt to manage a medical or mental-health crisis yourself. You may ask whether they want you to call help, but accept “no” unless someone is in imminent danger. If the person is unconscious, seriously injured, threatening immediate harm or otherwise in a life-threatening emergency, call 9-1-1 and describe the exact location and what you can see. Follow the dispatcher’s instructions and do not put yourself in danger.
When conflict is developing
Do not mediate a dispute between strangers. Increase distance, move toward an open business or other populated area and leave the block if you can do so safely. Keep your hands visible, avoid arguing and do not film the confrontation. If there is an immediate threat, call 9-1-1; for non-emergency information about safety matters affecting women and girls in the DTES, SisterWatch has a 24-hour tip line at 604-215-4777.
Emergency and non-emergency choices
For a life-threatening emergency, call 9-1-1 or attend the nearest emergency department. DTES outreach programs are not substitutes for emergency response. Give responders the street, nearest intersection, building name or other precise landmark, and explain whether the person is conscious, breathing and in immediate danger.
For a non-emergency concern, decide whether you need information, a walking escort, a health service or a targeted outreach team. The services below are not interchangeable. Eligibility, intake methods, hours and coverage can change, so verify details immediately before relying on them.

DTES services and their boundaries
| Service | Who it is for | Type and urgency | Hours or coverage stated by the provider |
|---|---|---|---|
| Indigenous Outreach, Vancouver Coastal Health | Eligible Indigenous people who are unhoused or precariously housed, frequenting or living in the DTES, and seeking specified supports | Culturally safe, relational outreach; not an emergency service | Monday–Friday, 8 a.m.–4 p.m.; verify current access details |
| Indigenous Crisis Response Team, Vancouver Coastal Health | Eligible people frequenting or living in the DTES who are experiencing or nearing a mental-health or wellness crisis | Same-day mobile mental-health and wellness crisis response; emergencies require 9-1-1 or a hospital | Monday–Friday, 8 a.m.–6 p.m.; verify current access details |
| SisterWatch, Vancouver Police Department | People providing information about crimes against women or other safety matters affecting the DTES | Community committee and tip line; not an emergency substitute | 24-hour tip line: 604-215-4777 |
| Downtown Van Safety Ambassadors | Downtown visitors and residents who meet the service’s pickup and drop-off boundary | Free in-person or virtual Safewalk; confirm whether your DTES location is covered | Advertised hours: 8 a.m.–11 p.m.; check current boundary and hours |
| Downtown Eastside Youth Outreach Team, Vancouver Coastal Health | Youth needing targeted outreach | Outreach, case management, primary-care access, cultural and spiritual support, harm-reduction supplies and education, and community-service connections | Access details and eligibility should be confirmed with the provider |
| Kílala Lelum Mobile Outreach Program | The population described by Kílala Lelum for its mobile outreach and cultural wellness work | Outreach primary care, harm-reduction and emergency supplies, one-to-one support and cultural care | Mobile delivery; confirm schedule and location with Kílala Lelum |
| DTES Connections Clinic, Vancouver Coastal Health | People with substance-use disorders seeking addiction medicine | Low-barrier health care, including same-day assessment and treatment, outreach, referrals and harm-reduction supplies | Clinic access details should be confirmed with Vancouver Coastal Health |
This table is a routing aid, not a promise that any service can accept a visitor. A person who does not meet a program’s criteria may be redirected. Ask the provider what to do next rather than entering a clinic or outreach vehicle expecting tourist assistance.
Indigenous-led and culturally safe support
Vancouver Coastal Health describes Indigenous-specific outreach and a mobile crisis response using culturally safe, relational approaches. HealthLink BC lists Kílala Lelum’s mobile outreach and cultural wellness program. These services exist for eligible people with defined needs and connections to the DTES; they are not general visitor information desks.
If you are Indigenous and need support, contact the relevant provider to confirm eligibility, hours and how to meet the team. If you are accompanying someone, let that person decide whether to seek help and what information to share. Do not present yourself as a representative of an Indigenous service or promise that staff can respond outside their mandate.

Downtown Van advertises free virtual or in-person Safewalk from 8 a.m. to 11 p.m. The cited description is for a downtown service and does not confirm that every DTES location falls within its boundary. Before depending on it, ask whether your exact pickup and drop-off points are eligible, whether the service is operating that day and how to request an escort. Keep a backup plan in case the route is outside coverage or the service is busy.

Women’s safety information
Vancouver Police Department describes SisterWatch as a committee involving community and Women’s Memorial March Committee participation, focused on violence against women and girls in the DTES. Its page lists the 24-hour tip line, 604-215-4777, for information about crimes against women or other safety matters affecting the area. Use 9-1-1 for an emergency in progress; the tip line is not an emergency replacement.
If you feel followed or threatened, move toward an open, staffed location, call someone you trust and state your location clearly. Do not confront a person who may be following you, and do not let a stranger know where you are staying.
Guidance for documentary makers and photographers
A documentary project has an added responsibility because footage can remain searchable and affect someone long after the encounter. Establish a consent process before filming, not after an edit is complete. Explain the project in plain language, avoid jargon and allow time for questions. Obtain separate permission for interviews, identifiable background footage and use of a person’s name or story.
- Do not film someone who is unconscious, acutely intoxicated, in a medical crisis or unable to understand the decision.
- Do not treat a refusal, silence or confusion as consent.
- Keep cameras away from clinic entrances, shelters, private residences and support conversations unless permission is explicit.
- Blur or remove incidental faces, licence plates, medical information and personal documents.
- Do not stage an interaction, offer money for a dramatic reaction or pressure someone to disclose trauma.
Respectful production also means a small crew, minimal equipment and a willingness to leave. A compelling scene is never more important than a person’s privacy or safety.
Use an update checklist before each visit
- Check current municipal and provider notices for the area you will actually visit.
- Confirm the eligibility, hours, contact method and location of any service you may need.
- Verify Downtown Van Safewalk coverage if you are considering it.
- Save 9-1-1 and your emergency contact, and make sure your phone is charged.
- Choose a route with an exit and tell someone your approximate plans if travelling alone.
- Review your conduct: no unconsented recording, no blocked entrances, no touching belongings and no assumptions about people’s circumstances.
- Reassess on arrival. If conditions feel beyond your comfort level, leave without trying to prove anything.
Programs and conditions can change
Public responses in the DTES are being revised as safety, housing, health and business concerns evolve. A 2025 City Council report described the Chinatown Community Stewards Program as offering patrols, de-escalation, visitor directions and connections to outreach or emergency services, but explicitly said the program would end after its 2025 operations. It should not be treated as a current service in a 2026 visit plan.
The practical rule is simple: verify before you go, use the narrowest service that matches the situation and leave room for conditions to change. Respectful navigation is not about finding a guaranteed “safe block”; it is about making informed choices without treating residents or their struggles as attractions.
