Start by defining the magazine’s editorial purpose, readership and publishing format—not by choosing a website platform or applying for an ISSN. A focused mission, a realistic publication plan, a workable editorial operation and clear contributor agreements are the foundations. An ISSN identifies a continuing publication; it does not establish ownership or copyright.
Define the magazine’s editorial identity
Decide what kind of writing you want to publish, whom you hope to serve and what distinguishes the magazine from publications readers already know. A regional focus, a defined community or a particular literary conversation can help turn a broad ambition into a clear editorial scope. A small, handmade publication can be a deliberate model; scale is not a substitute for a strong purpose.
Write a concise mission statement and use it to guide calls for submissions, selection decisions, editing and design. If the concept is difficult to explain simply, narrow the scope before making publication promises.
Choose a format and a sustainable schedule
Choose online, print or hybrid publication based on the audience you want to reach and the production and distribution work you can reliably handle. Decide on a cadence only after considering the time needed to read submissions, edit accepted work and produce each issue. There is no established universal startup budget or reliable cost comparison here for print-on-demand, offset printing, web platforms or distribution services. Price the choices that apply to your own project rather than assuming one format is always cheaper.
Build the editorial operation
Even a small magazine needs a repeatable path from submissions or invitations to publication. Assign responsibilities clearly, even if one person fills several roles, and set a calendar that includes reading, editing, permissions where relevant, production and reader outreach.

- Decide whether work arrives through open submissions, invitations or both, and explain the process to contributors.
- Set aside time for reading and selection before promising an issue date.
- Plan editing, contributor communication and any permissions needed for material you intend to publish.
- Schedule production and distribution, then tell readers where and when to find each issue.
These are editorial responsibilities, not a requirement to adopt a particular submission platform. Choose tools only after you understand the workflow they need to support.
Understand what an ISSN does
An ISSN identifies a continuing publication by title and medium. The ISSN International Centre describes the identifier as referring to a publication “as such, in reference to its title and its medium.” Print and online versions are separate media and generally require distinct ISSNs; the U.S. Library of Congress ISSN Center likewise assigns a separate ISSN to each medium version. An ISSN is not a copyright registration or proof of ownership.

For U.S.-published serials, the Library of Congress says anyone, including self-publishers, may use U.S. ISSN Uplink and that there is no charge for an ISSN. Its FAQ says portal status confirmation takes 7–10 business days after records are updated; this is not a guaranteed end-to-end application time. Requirements and procedures elsewhere depend on the relevant national ISSN centre.
The International Centre says an application for a print publication may be submitted up to three months before release if the project is sufficiently advanced. It says online resources are usually not assigned an ISSN before publication and that five articles are considered a minimum for a complete issue. Confirm current requirements and timing with the centre responsible for your publication.

Make contributor rights clear before publication
In the United States, the Copyright Office says an author generally owns a work initially, subject to exceptions such as eligible work made for hire. Before publishing a contribution, explain what rights the magazine needs and put the agreement in writing. Address the scope and duration of any licence, online archiving and whether later reprints are contemplated. The right arrangement depends on the agreement, the work and the applicable jurisdiction; this guide is not legal advice.
Copyright registration is a separate question from obtaining an ISSN. The U.S. Copyright Office lists magazines and periodicals among literary works and describes different registration routes for a serial issue, a contribution to a periodical, an individual literary work and certain short online literary works. For a serial issue, its guidance describes a continuing textual work published successively, designated by number or chronology and organized as a collective work. Which route applies depends on the material being claimed, its ownership and publication status. Consult the Copyright Office and, where needed, a qualified legal professional.

Plan finances, audience and distribution without guessing
Before committing to a format or frequency, estimate the costs that actually apply: production, web services, contributor payments, mailing and promotion. Then consider how the intended audience will find and receive the magazine, and how you will sustain that route between issues. Current universal figures for launch costs, printing, postage, subscriptions, grants, advertising or nonprofit status are not established here. Nonprofit incorporation is not presented as a requirement; check the tax and entity rules that apply in your jurisdiction.
