You can use Windows PowerShell to launch and supervise the encoder that sends a playlist to YouTube, but PowerShell does not itself create the video rotation. You need an encoder configured with YouTube’s stream URL and stream key, plus a playlist workflow you have tested on your Windows and encoder versions. The steps below show how to prepare YouTube, organize the Windows setup, and test it before leaving it unattended—without presenting an unverified rotation command as reliable.
What you need before setting up a 24/7 playlist stream
- A YouTube channel with live streaming enabled. First-time enablement can take up to 24 hours, according to YouTube’s encoder guide.
- A Windows PC that can stay on and connected to the internet for as long as the stream needs to run.
- An encoder that can send audio and video to YouTube and accept your chosen playlist or rotation workflow. YouTube’s guide covers encoder setup, but the exact playlist options depend on the encoder.
- Your video and audio files, organized in a folder the encoder can access.
- The YouTube server URL and stream key from Live Control Room. Treat the key like a password: anyone who obtains it may be able to send a feed to your channel.
PowerShell is the orchestration layer: it can start a local program with specified arguments, working directory, and output redirection. That does not by itself prove the encoder can rotate files correctly or recover reliably from a failure.
Choose between one continuous feed and separate broadcasts
YouTube’s Live Streaming API distinguishes a channel’s recurring 24/7 feed from individual live events. A continuous feed suits a channel that needs one ongoing live destination; separate scheduled broadcasts make each session its own event. The API model is described at YouTube’s Live Streaming API documentation.
Plan for archives before choosing a format: YouTube says streams under 12 hours are automatically archived. If retaining a recording matters, decide how to divide operation into sessions and verify the current archive behavior for your intended workflow in YouTube Studio.

Prepare the YouTube stream
- Enable live streaming. If the channel has not streamed before, enable the feature and allow for YouTube’s stated activation period, which can be up to 24 hours.
- Open YouTube Studio’s Live Control Room. Create a stream or schedule one. Set its visibility and event details to match your intended audience and operating plan.
- Copy the stream URL and key. These are the encoder destination and credential. Keep the key private; do not paste it into a public script, shared document, screenshot, or repository.
- Configure the encoder. Enter the URL and key in the encoder’s streaming settings. Set up the playlist in that encoder using its documented workflow; playlist behavior varies, so do not assume a folder of files will rotate automatically.
- Start a short test and inspect the preview. Confirm that Live Control Room receives audio and video and that the intended item plays. For a scheduled stream, YouTube may require an explicit Go live action after the preview appears.

Organize the Windows playlist and encoder setup
Make the media inputs predictable
- Put the files for the rotation in a dedicated folder and use a stable path rather than a temporary download location.
- Check that the encoder can open every file, including its audio track, and that files are in the formats your chosen encoder supports.
- Decide what should happen at the end of each item: continue to the next, repeat the list, or stop. Confirm the behavior in the encoder’s own documentation and with a test.
- Keep the media folder and any playlist definition accessible to the Windows account that will run the encoder.
Use PowerShell to define and launch the process
Microsoft’s Start-Process documentation explains how PowerShell can start a local process and specify arguments, a working directory, wait behavior, and output redirection. Apply those controls to your selected encoder:

- Executable path: point to the actual encoder program installed on the PC.
- Arguments: provide the encoder’s documented streaming and playlist settings. The correct arguments depend on the encoder and media; there is no universally verified playlist command here.
- Working directory: set it to the location needed for relative playlist or media paths.
- Logging: direct standard output and error output to files if the encoder supports useful console logging, and confirm that those files are written where expected.
- Wait behavior: choose whether PowerShell should wait for the encoder process or return control immediately, based on how you intend to monitor it.
Keep credentials out of logs and unprotected script text where possible. Secure handling depends on the encoder and Windows account setup; test what the encoder records before running it unattended.
Launch at startup and plan for failures
Windows ScheduledTasks cmdlets can register a task definition and start a registered background task. Microsoft documents this in Register-ScheduledTask. A scheduled task can help launch your PowerShell workflow at startup or support a recovery design, but registering a task does not guarantee that the stream will stay live.

- First run the encoder manually from the same Windows account and confirm the playlist, stream preview, audio, and logs behave as expected.
- Configure PowerShell to launch the encoder with the correct executable, arguments, working directory, and output handling.
- Register a scheduled task only after that launch works. Choose the trigger and account permissions that match your PC’s startup and sign-in arrangement.
- Test the actual task by restarting Windows or otherwise invoking the task as it will run in normal use. Verify that the encoder starts and YouTube receives the feed.
- Intentionally stop the encoder during a test and observe what happens. If you add a restart policy, verify that it restarts only when intended and does not create competing encoder processes.
- Test internet interruption separately. A process restart policy cannot restore a lost network connection by itself, and it does not establish that YouTube will resume the same feed.
These are implementation checks, not a claim that any specific PowerShell recovery script has been validated. Do not leave a setup unattended until you have tested the encoder’s playlist behavior, logs, process exit, scheduled-task launch, and YouTube preview end to end.
Common problems and what to check
- YouTube does not show a preview: check that the encoder is running, the stream URL and key are entered correctly, and the selected stream is open in Live Control Room. Check encoder output for connection errors.
- The stream appears but the playlist does not advance: the rotation is controlled by the encoder or its playlist workflow, not by PowerShell alone. Verify the encoder’s documented repeat/next-item behavior and test with a small playlist.
- The task runs manually but not at startup: check the scheduled task’s trigger, account, permissions, executable path, and working directory. Reproduce the task’s launch context when testing.
- The stream stops after an encoder exit: starting the process once does not automatically prove recovery. Test an explicit restart design and check that it does not start duplicate instances.
- The feed drops during an internet outage: PowerShell can launch local processes, but it cannot make the connection available. Restore connectivity and check whether the encoder and YouTube feed reconnect as intended.
- You need an archive: YouTube says streams under 12 hours are automatically archived. Plan session length accordingly and verify the archive outcome in Studio.
- The stream key may have been exposed: treat it as compromised and use the current stream-key controls in YouTube Live Control Room to reset it before continuing.
Copyright, visibility, and channel policy
Only stream videos and audio you have the right to broadcast on YouTube. A playlist that loops continuously does not change the rights status of its contents. Review YouTube’s current rules and the permissions attached to each documentary, soundtrack, clip, or other asset before streaming. Also choose visibility deliberately in Live Control Room and check the channel’s applicable YouTube policies; a technically working encoder does not make content permissible or guarantee monetization.
