If you were adopted from South Korea and want your adoption file, start with the National Center for the Rights of the Child (NCRC). Under the procedure effective July 19, 2025, NCRC centrally handles adoption-information disclosure requests that were previously split between NCRC and adoption agencies. Register or sign in on the NCRC website, choose “Adoption Information Disclosure – Apply,” submit the required identification and supporting documents, and select how you want the records delivered.
A disclosure request can reveal only what exists in the records. Birth-parent personal information is usually conditional on consent, and an application cannot guarantee that a relative will be identified or that contact or reunion will follow.
1. Use NCRC as the current official starting point
Legal and regulatory changes took effect on July 19, 2025. NCRC’s revised guidance says responsibility for adoption-information disclosure is now consolidated at NCRC rather than divided between NCRC and individual adoption agencies. The recommended route is the NCRC website, where you create an account, sign in, and select “Adoption Information Disclosure – Apply.”
The guidance also permits applications in person, by mail, or by email. The website is recommended because it is generally the quickest and easiest way to submit information, follow the request, and communicate with the officer assigned to the case. If an old agency, intermediary, or translation service tells you to begin elsewhere, confirm the current route with NCRC before sending sensitive documents.

NCRC’s Adoption Services Center also handles birth-family search work and supports DNA registration for eligible overseas adoptees who cannot verify their birth family. Its program includes collecting and digitizing adoption records and registering them in an integrated system intended for permanent preservation. Those preservation efforts do not mean every historical file is already complete, digitized, or immediately available.

2. Confirm who can apply and gather documents
The NCRC guide covers people adopted under South Korea’s Special Act on Domestic Adoption, including people whose adoption was handled under the former Special Act on Adoption. An adult adoptee, age 18 or older, may apply directly. For an adoptee under 18, the guide allows a request with adoptive-parent consent and additional proof.
Documents for an adult adoptee
- Adoption Information Disclosure Request (Form No. 15 under the Enforcement Rule). When you apply online, the form is generated after you enter the requested information.
- Valid identification showing your date of birth. A domestic adoptee may use a resident registration card, driver’s license, or passport. An intercountry adoptee may use a passport, alien registration card, or driver’s license.
Additional documents for an adoptee under 18
- The adoptive parent’s identification.
- Proof of the adoptive parent–child relationship, such as a family-relations certificate or adoption-relations certificate.
- A signed consent form from the adoptive parent.
Additional documents for a qualifying medical request
Birth-parent information is normally subject to a consent rule. If a birth parent is deceased or cannot express consent for an equivalent reason, NCRC’s guide describes a limited medical exception. You must show that the information is needed for diagnosis or treatment and provide a medical certificate or doctor’s statement issued within six months. The statement should explain the medical need, such as investigation of a genetic, congenital, or rare disease, or consideration of a possible organ transplant.

Medical documents issued outside Korea require a notarized Korean translation. Do not assume that a general medical history or a personal request for health information meets this standard; the document must explain the specific clinical reason for seeking the information.

3. Submit the disclosure request online
- Open the NCRC adoption-information service. Create an account if you do not already have one, then sign in.
- Choose the exact service label. Select “Adoption Information Disclosure – Apply.” Enter your identity and contact details exactly as they appear on your identification.
- Complete the generated Form No. 15. Check spelling and dates carefully, especially any Korean name, former name, date of birth, place of birth, or adoption date you already know.
- Upload or provide identification. Use a clear copy of valid identification that shows your date of birth. Follow the portal’s file-format and size instructions.
- Add any special-case documents. If you are under 18, include the adoptive-parent documents and signed consent. If you are making the medical exception request, include the recent medical certificate or doctor’s statement and the notarized Korean translation when the original was issued abroad.
- Select the information categories you want. The choices affect what NCRC checks and what can be disclosed. Include every category that is relevant rather than assuming an officer will add it later.
- Select a delivery method. Choose an electronic file, mailed copy or printout, or inspection of original records. If you want to inspect originals, select inspection in the initial disclosure application; it cannot be added only after results are issued.
- Submit and keep the case details. Save the submission confirmation and monitor the account or messages from the assigned NCRC officer. If your contact information changes, update NCRC promptly.
Applications may also be made in person, by mail, or by email, but NCRC identifies the website as the preferred method for speed and case tracking.
4. Choose the records you want disclosed
The form separates information into categories. Selecting a category does not mean the file contains it or that every item can legally be released; it tells NCRC what to search for and assess.
Adoption background
This can include a birth parent’s age and residence area at the time of adoption, the reason given for adoption consent, and the adoption date.

Birth-parent personal information
This category can contain identifying information recorded at the time of adoption. NCRC says it will not disclose information that is absent from the file. A birth parent’s personal information is generally withheld when the parent refuses consent or when NCRC cannot establish the parent’s whereabouts well enough to check consent. The medical exception described above applies only in the circumstances and with the evidence specified in the guide.
5. Compare the three delivery options
| Method | What you receive | Practical constraint |
|---|---|---|
| Electronic file | Scanned records sent by email or through the designated website or network | NCRC requires an in-person reservation if you want staff to explain the scans |
| Copy or printout by mail | Paper copies of disclosable records | International delivery and tracking may be unreliable; postage and related costs are paid by the recipient |
| Inspection | In-person viewing of original adoption records | Inspection must be selected in the application and requires an approved reservation at the temporary archives after the results notice |
For most applicants outside Korea, the electronic option is the practical default. It avoids international postage and lets you receive the scans without arranging travel. Choose inspection if examining an original document is important to you and you can travel to the archive under NCRC’s reservation rules. A mailed copy may be useful when you need paper records, but allow for delivery uncertainty and recipient-paid costs.
6. Know the official processing windows
NCRC’s 2025 guidance gives processing windows for the disclosure decision and notice. These are administrative targets, not a promise that a record exists, that every requested item will be released, or that a relative will be found.
| Request type | Stated result window | Possible extension when unavoidable |
|---|---|---|
| Request excluding birth-parent personal information | 15 days | Up to 45 days |
| Request including birth-parent personal information | 45 days | Up to 75 days |
The longer periods can apply when NCRC must confirm adoption information, locate or verify records, or check a birth parent’s consent. If the case exceeds the ordinary window, ask the assigned officer which verification step is pending rather than treating the delay as proof that the file is missing.
7. Reserve an explanation or original-record visit correctly
You cannot book either type of visit until NCRC has issued the disclosure-results notice. Reservations are required and are not final until NCRC approves them.

- Wait for the results notice. Do not schedule travel immediately after submitting the application.
- Choose the purpose. An electronic-file explanation concerns the scans you received. An inspection visit is for viewing original records.
- Reserve at least five business days ahead. Saturdays and public holidays are excluded. NCRC’s guide says reservations may be made up to two months in advance.
- Check the location. The explanation service is listed at NCRC headquarters in central Seoul. Original-record inspection is listed at the temporary adoption-record archives in Goyang, Gyeonggi-do. These are separate locations; confirm the current address before booking transport.
- Bring original identification. It must be valid and show your date of birth.
At an explanation appointment, NCRC staff can describe what is literally written in the Korean records. The guide does not authorize staff to determine authenticity, correct an apparent error, or compare your file with another adoptee’s records. If you need a translation for legal, medical, or personal use, ask what translation documentation will be accepted rather than assuming an informal explanation is an official correction.

An adoption file is a historical record, not a guaranteed family-history report. It may contain contradictory dates, incomplete entries, changed names, estimates, or no information for a requested field. NCRC can disclose only information that is actually present and legally releasable.
Consent is especially important for birth-parent identity. If a parent declines disclosure, the identifying information is generally withheld. If NCRC cannot establish where the parent is, it may be unable to verify consent and therefore unable to release that information. The medical exception is narrow and does not turn a general curiosity request into an automatic disclosure.
Receiving a file also does not guarantee that a birth parent or sibling can be located, that contact information is current, or that a reunion will be safe or wanted by everyone involved. Consider what you will do with difficult, conflicting, or unexpectedly sensitive information before opening the file. Store copies securely and avoid publishing another person’s identifying details without consent.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. If the file does not identify your family, ask about NCRC’s DNA route
NCRC’s DNA Testing System is separate from adoption-information disclosure. It is not an automatic second step for every adoptee whose file is incomplete. The official eligibility description is aimed at Korean adoptees who qualify as missing children because they had no known relatives when placed in an orphanage or adoption agency, including the category of unknown descent.

How the official process works
- Request adoption information first. Apply to the relevant agency or NCRC under the disclosure process.
- Ask NCRC to assess eligibility. Explain that the records do not verify your birth family and ask whether you meet the DNA system’s missing-child or unknown-descent criteria.
- Provide the requested sample and registration information. NCRC arranges collection under its program rather than treating a commercial ancestry test as a substitute.
- Allow comparison by Korean National Police. The collected DNA is sent for comparison with DNA information from families of missing persons.
Overseas Korean adoptees who meet the unknown-descent criteria may be able to provide a sample and register through a local Korean diplomatic mission without traveling to Korea. The official page currently describes coverage as 14 adoption countries and 34 diplomatic missions, but it does not date that figure; confirm participating locations before making travel plans.
For current directions and an individual eligibility question, contact NCRC at [email protected]. A consumer ancestry-DNA kit is not equivalent to this process: NCRC’s route includes an eligibility screen and a Korean National Police missing-person comparison.
Program information is available on the NCRC DNA Test program page.
10. Understand where older records may be held
NCRC is collecting and digitizing adoption-related records, placing them in an integrated management system, and describing permanent preservation as an objective. On October 13, 2025, the Ministry of Health and Welfare, the National Archives of Korea, and NCRC announced an agreement concerning records in NCRC custody. The agreement reported that those records would be entrusted to the National Archives’ Seongnam Branch repository, with cooperation on preservation space and services.
That announcement does not establish that every historical agency file has been transferred, digitized, or made immediately searchable. If your request is delayed or produces no file, ask NCRC which organization currently has custody, whether a search is still in progress, and whether additional identifying details could help. Do not assume that a former agency’s closure, a digitization announcement, or a result of “no information” proves that no record ever existed.
The preservation announcement is reported by the Republic of Korea’s official website at National Archives of Korea and NCRC Sign Agreement on Preservation of Adoption Records. NCRC’s program overview is at Adoption Services Center.
11. A practical preparation checklist
- Confirm that you are applying through NCRC’s current adoption-information disclosure service.
- Have a valid passport, resident registration card, alien registration card, or driver’s license showing your date of birth.
- Collect any known adoption dates, former names, facility names, agency references, or case numbers.
- If you are under 18, obtain adoptive-parent identification, relationship proof, and signed consent.
- If requesting the medical exception, obtain a medical certificate or doctor’s statement issued within six months and a notarized Korean translation for documents issued abroad.
- Select each relevant record category on the form.
- Choose electronic delivery, mailed copies, or inspection with overseas postage, travel, and reservation requirements in mind.
- If you want original inspection or an explanation of electronic scans, wait for the results notice before requesting a visit.
- Keep your application confirmation and respond promptly to NCRC questions.
- If no family is identified, ask about DNA eligibility rather than assuming a consumer test provides the same comparison.
12. What a result can—and cannot—answer
Your disclosure result may provide concrete facts such as a pre-adoption name, birth details, a facility or agency, the adoption date, or information recorded about a birth parent at the time. It may also show that a requested fact is not present. A blank field, an unreadable scan, or a refusal based on consent is different from proof that the event did not occur.
Use the result as the starting point for any next decision: request clarification about what the record literally says, ask about custody if a file appears incomplete, and contact NCRC about the separate DNA eligibility process when the missing-child criteria may apply. Keep expectations grounded in the record, the consent rules, and the limits of what an administrative file can establish.
