For a genuine 24/7 setup, also plan for VM capacity, process restarts, network or ingest failures, stream-key security, and YouTube’s archive limits. A file loop is not the same as a process supervisor or an uptime guarantee.
How the continuous stream works
Three separate services do different jobs: OCI provides the virtual machine and network connection; FFmpeg reads and sends the media; YouTube Live Control Room provides the ingest address and stream key and lets you monitor and start the broadcast. Each part can fail independently, so treat 24/7 as an operating goal that requires monitoring and recovery—not a guarantee from any one service.
- Media looping: FFmpeg can read a file repeatedly.
- Process recovery: A supervisor can restart FFmpeg if it exits.
- Ingest recovery: A connection failure may require reconnect logic or operator action, and a restarted encoder may not resume the same YouTube session.
- VM availability: OCI capacity, quotas, networking, and free-tier eligibility can affect whether the instance can be created and kept available.
Check OCI capacity, eligibility, and bandwidth first
Oracle’s Always Free documentation lists up to two E2.1.Micro instances and an A1 Flex allowance of 1,500 OCPU hours and 9,000 GB-hours per month—equivalent to 2 OCPUs and 12 GB for Always Free tenancies. It also lists 10 TB per month of Always Free outbound transfer. Confirm the current entitlement, shape, quota, and metering in your OCI console before planning around these limits; the allowances and availability are subject to Oracle’s terms and tenancy configuration. Always Free does not mean immune to reclamation. Oracle says it may reclaim idle Always Free compute if, over seven days, CPU p95, network utilization, and—for A1—memory utilization are all below 20%. Monitor the instance’s actual metrics. Oracle also warns that temporary host-capacity shortages can prevent instance creation. The documented Always Free resources must be provisioned in the tenancy’s home region.

Choose a shape based on the real workload
Oracle lists Oracle Linux and Ubuntu among eligible images. Its E2.1.Micro description gives 1 GB of memory and internet network bandwidth up to 50 Mbps. The A1 allowance is an aggregate entitlement equivalent to 2 OCPUs and 12 GB; do not infer a fixed public-internet throughput from those figures alone. Bandwidth depends on the shape and OCPU allocation. Check the linked shape details, regional capacity, and quotas, then measure sustained upload and CPU use with the intended media and encoder settings. A shape’s published allowance does not establish that it can encode your particular source reliably.
Estimate outbound data
At a constant 6 Mbps, video payload is roughly 65 GB per day or 1.95 TB over 30 days. At 10 Mbps, it is roughly 108 GB per day or 3.24 TB over 30 days. These are arithmetic estimates from bitrate multiplied by time, not Oracle usage guarantees; protocol overhead and other VM traffic add to egress. Prepare the YouTube broadcast and protect its key
- In YouTube Studio, open the Live Control Room and create or schedule a stream. YouTube’s stream setup supplies the ingest URL and stream key.
- Reveal and copy the RTMPS URL and stream key from the stream settings. YouTube describes RTMPS as RTMP over TLS; its API guide specifies port 443. - Keep the key private. Do not put a real key in a public article, screenshot, shared repository, or shell command that will remain in history. Store it using a restricted configuration mechanism and limit access to the account or process that needs it.
- Start FFmpeg and wait for the preview and stream-health indicators in Live Control Room. For a scheduled broadcast, click Go live in the control room when you are ready. Run a short private or unlisted preflight first.
YouTube says streams under 12 hours are automatically archived. Do not assume that a single continuous stream longer than 12 hours will produce one automatic archive. If you need recordings or archive segments, plan how to record or segment the broadcast separately and confirm the platform’s current behavior. YouTube Help: Create a live stream with an encoder

Set FFmpeg to match YouTube and the VM
YouTube’s current encoder guidance recommends H.264 at 6 Mbps for 720p30 and 10 Mbps for 1080p30. Other listed H.264 examples are 8 Mbps for 720p60 and 17 Mbps for 1080p60. It recommends constant bitrate (CBR), a two-second keyframe interval, and no more than four seconds between keyframes. These are YouTube recommendations, not proof that a particular VM can encode or upload at that rate. Pick a resolution and bitrate your source, CPU, and measured connection can sustain with headroom; do not select the highest setting by default. The following is a schematic starting point for an owned or licensed MP4 source and a 720p30, 6 Mbps H.264 output. Replace the ingest placeholders with values from your Live Control Room, but do not paste a real key into shared or public material. Adjust dimensions, frame rate, audio, and bitrate to match the source and your tested settings. This example has not been tested as a universal deployment command.

-repaces file reading at its native frame rate instead of sending it as fast as the machine can read it.-stream_loop -1repeats the input indefinitely. These are input options, so place them before the applicable-i.-g 60sets a 60-frame GOP; at 30 fps, that is a two-second keyframe interval. Ensure the encoder’s actual keyframe behavior matches the target interval.-b:vsets the target video bitrate;-maxrateand-bufsizeare rate-control parameters, not a substitute for measuring CPU and upload capacity.-f flvselects the output format used for RTMP-family ingest. Confirm the installed FFmpeg build supports the required encoder and RTMPS protocol.
YouTube’s guidance covers RTMP/RTMPS and lists H.264, H.265, and AV1 encoders, but the example above uses H.264. FFmpeg option support and behavior depend on the installed build and command structure. Consult the FFmpeg documentation for command-line options and protocol options.

Make the service recoverable—not just repeat the file
The loop options keep a readable file repeating; they do not restart FFmpeg after a crash or prove an ingest session will survive a network outage. Run FFmpeg under a process supervisor configured to restart it if it exits, retain logs, and arrange monitoring or alerts so you know when it stops or repeatedly fails. The exact service-unit configuration depends on the Linux distribution and how you store the key, so test the service with your own permissions and configuration.
FFmpeg documents reconnection options for supported inputs and a FIFO muxer example that attempts output recovery after temporary failures. These mechanisms are not interchangeable or universally effective: suitability depends on the protocol, build, command structure, and failure type. A restarted encoder may need attention in Live Control Room or create a new broadcast/session. Test the interruption and recovery path before relying on it. Preflight and operating checklist
- Confirm that the VM is in the tenancy home region, the image and shape fit the intended billing arrangement, and the console shows sufficient current quota and capacity.
- Use media you own or are licensed to retransmit continuously. Confirm the channel has live-streaming features enabled. Copyright status and account eligibility depend on your circumstances; neither follows from the VM setup.
- Send RTMPS over port 443 and keep the stream key private.
- Test representative motion and audio. Check CPU and sustained upload while encoding, then inspect the YouTube preview and stream-health panel.
- Test file looping, process restart, and ingest recovery as separate behaviors. Do not treat a successful file loop as proof of uninterrupted delivery.
- Decide how you will handle recordings for broadcasts longer than YouTube’s documented under-12-hour automatic-archive window.
Troubleshoot common failures
The VM cannot be created
Check that the chosen Always Free resource is being provisioned in the tenancy home region, and review current quotas, shape availability, and capacity in the OCI console. Temporary host-capacity shortages can prevent creation even when the desired shape is listed.

YouTube does not show a preview
Check that FFmpeg is running, that the RTMPS URL and key were copied from the correct stream settings, and that outbound connectivity permits the RTMPS connection on port 443. Review FFmpeg’s error output and YouTube’s stream-health indicators. Do not post the key while requesting help.
The stream buffers or drops frames
Measure sustained upload and CPU use while the actual source is encoding. Lower resolution, frame rate, or bitrate if either resource lacks headroom; verify that the selected bitrate and keyframe interval align with YouTube’s encoder guidance. A listed shape or bitrate recommendation does not guarantee performance on your instance.
The stream stops when FFmpeg exits
-stream_loop -1 only repeats input while the FFmpeg process is running. Check the logs for the exit cause, configure and test a process supervisor, and separately verify whether the YouTube session accepts the restarted encoder.

The stream does not reconnect as expected
Reconnection behavior depends on the failure, protocol, FFmpeg build, and options used. Review the applicable FFmpeg protocol or muxer documentation and test the exact recovery path. If a restart creates a new broadcast/session, use Live Control Room to confirm the correct event is active.
The instance is at risk of idle reclamation
Review OCI metrics over time. Oracle’s stated eligibility test considers CPU p95, network utilization, and (for A1) memory utilization below 20% over seven days; check the current policy and your instance’s measurements rather than assuming a running process alone prevents reclamation.
