How do I research an unsolved case without spreading misinformation? Start with the investigating agency and jurisdiction, build a claim ledger, verify every image or document in context, and keep confirmed facts separate from allegations and hypotheses. Send potentially useful information through an official tip channel rather than publishing it or confronting anyone. An old case is not automatically inactive, and a public database entry is not the same thing as access to an investigative file.
What “unsolved” and “cold case” actually mean
There is no universal time limit that turns a case into a cold case. The National Institute of Justice (NIJ) Cold Case Investigation Working Group used a three-year threshold for its best-practice definition: “A case, such as a violent crime, missing person, or unidentified person that has remained unsolved for at least three years and has the potential to be solved through newly acquired information or advanced technologies to analyze evidence.” That definition was written for a law-enforcement guide, not as a legal rule. NIJ also notes that jurisdictions may use thresholds from one to five years.
NamUs uses a different operational category: it describes a missing-person case as long-term after 180 days. These definitions serve different institutional purposes, so do not combine them or infer that a case is inactive because it is old. NIJ cautions that the word “cold” can suggest to victims and families that authorities have given up. Use “unsolved,” “long-term missing,” or the investigating agency’s own wording when that is more accurate.
A released document does not prove that an investigation has reopened. The Civil Rights Cold Case Records Review Board reviews and releases records; law enforcement decides whether to reopen a case. The board’s FAQ states: “Any decision to re-open a case lies with law enforcement officials.”

Begin by defining the case and its jurisdiction
Make a one-page case identity sheet
Before searching, write down the person’s full name, known aliases, case type, date range, location, and investigating agency. Include spelling variants and the county, city, state, or tribal jurisdiction if known. Record the agency’s current case status exactly as published, with the date you checked it.
Add a short timeline with only dated events that you can source. Note whether a date is exact, estimated or merely the date a source was published. Record the original jurisdiction even if another agency later assisted. This prevents a later task force, prosecutor or records office from being mistaken for the agency that controls the investigation.
That basic sheet prevents a common error: merging two people with similar names or treating a later unrelated incident as part of the original case. It also tells you which government body has authority over records, evidence and tips.
Check the agency first
Search the official investigating agency’s case page, missing-person bulletin or press-release archive before relying on social media, podcasts or aggregators. Look for updates, corrections, contact instructions and warnings about information that cannot be released. Do not infer “inactive” from silence, an old page or the word “cold.”
Save the page title, URL and access date. Agencies can replace pages, correct photographs or change contact instructions. A dated copy of what you saw lets you explain which version supported your account without claiming that an old page is still current.
Use specialist U.S. services for what they actually publish
For U.S. missing and unidentified-person cases, NamUs is a useful public search starting point. NamUs says entries are reviewed with the appropriate agency before public display. Public case information is separate from sensitive information available only to vetted professional users, so a public profile is not the investigative file and cannot answer every question about evidence or suspects. NamUs provides a web form for tips and possible matches.
For civil-rights-era cases covered by the federal records process, search the Civil Rights Cold Case Records Collection and the National Archives Catalog. The Review Board’s collection covers relevant cases from January 1, 1940, through December 31, 1979. Documents may be redacted to protect privacy, national security or an ongoing investigation. A redaction tells you that information was withheld; it is not evidence supporting a theory.

Keep a claim ledger instead of a theory file
A claim ledger makes your work auditable and stops repetition from becoming “proof.” Create one row for every factual assertion you might publish or send to an agency.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Ledger field | What to record |
|---|---|
| Exact claim | Write the assertion in one sentence, without stronger wording than the source uses. |
| Source and date | Record the owner, author or agency, publication date and the date you accessed it. |
| Source type | Label it as a primary record, agency statement, named witness account, news report or later retelling. |
| Knowledge basis | Mark whether it is firsthand, secondhand or unattributed. |
| Corroboration | List genuinely independent sources, not outlets copying the same original report. |
| Uncertainty | Note what is disputed, redacted, corrected, missing or not verified. |
Add a status column that says “confirmed,” “reported,” “disputed,” “unverified” or “unknown.” Use the same label consistently. If a source later changes its wording, retain the earlier wording in a note and explain the update rather than silently replacing it.
Keep allegations attributed: “A 1998 newspaper report alleged…” is different from “The suspect did…”. An official document can still be incomplete or mistaken; state only what that document establishes. Multiple pages repeating one unsourced post are one lead, not independent confirmation.
Use a source hierarchy, then compare sources on six tests
No source is automatically complete. Weigh each source on the following questions:
- Proximity: Is it the original record or a firsthand account, or a later retelling?
- Authority and access: Could this agency, archive or witness actually know the detail claimed?
- Independence: Did separate reporting confirm it, or did several outlets repeat one story?
- Specificity: Does the source give attributable names, dates and places, or only vague language?
- Recency and status: Has the agency corrected, updated or superseded it?
- Privacy and investigative sensitivity: Could repeating the detail expose someone or interfere with a live inquiry?
When sources conflict, describe the conflict rather than selecting the version that best fits a preferred narrative. Preserve the exact dates and wording so readers can see whether two accounts truly disagree.
Authority is not the same as certainty. An agency announcement may be the best source for the status of a case but may intentionally omit evidence details. A witness may be closest to an event but may remember a date imperfectly. A later article may provide useful context while still depending on an unnamed source. Explain what each source can establish and what it cannot.
Verify images and videos before repeating them
Establish who posted the file
An image can be genuine and still carry a false caption. Identify the account that first circulated it and ask whether that user appears to be the original photographer or uploader. Search for earlier appearances and use reverse-image search where useful. The earliest discoverable version may supply a date, place or event that later posts removed.

Test the claimed time and location
Compare visible landmarks, signs, weather, clothing, vehicles and lighting with independent reporting or records. A file that appears to show a person or scene may have been taken years earlier or in another country. Phrase your conclusion narrowly: “The image appears to show…” does not mean “The image proves…”
Treat metadata as a clue, not a verdict
Platforms commonly strip metadata, and users can edit timestamps and location fields. A matching timestamp alone does not establish authenticity; an absent field does not disprove it. Save the original file when lawfully available, preserve the URL and access date, and record any transformations or downloads. Verification improves an assessment but may not settle the truth permanently.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDo not improve a file in a way that could be mistaken for the original. Keep an untouched copy, then make any crop or enhancement on a separate derivative and label it. Do not infer a person’s identity from a low-resolution resemblance; send a possible match privately to investigators with the reasons for your uncertainty.
Read records within their legal and investigative limits
Check the document’s date, author, type, attachments and redactions. A police summary, court filing, dispatch log and witness statement answer different questions. Compare each record with independent material before drawing a conclusion, and distinguish an allegation in a document from a finding by a court or agency.
Read surrounding pages and footnotes when available. A sentence copied from a summary can omit a qualification, such as “according to an unverified witness” or “later corrected.” Redactions can conceal personal information, national-security material or details connected to an ongoing investigation. Their presence does not reveal what the hidden text says.
The NIJ guide National Best Practices for Implementing and Sustaining a Cold Case Investigation Unit was published in July 2019 and is 158 pages long. It is written for agencies building cold-case capacity, not for civilian investigators. Its recommendations concern evidence control, forensic testing, case review and communication with families; they do not authorize a member of the public to obtain, handle, test or publish evidence. The guide states: “The recommendations presented in this guide are not mandated by any governing body; they are recommended best practices based on research, well-established processes, and the professional experience of CCIWG members.”

Protect families, witnesses and named people
Minimize personal information
Do not publish private addresses, phone numbers, medical details, school information, account handles or other identifying details that do not advance a verified account. Public interest is not a license to expose a family member or witness.
Do not turn silence into evidence
Relatives and witnesses may decline interviews for safety, grief, legal or personal reasons. Do not treat silence as confirmation of a theory, and do not repeatedly contact people who have asked you to stop. Avoid unsolicited visits, pressure campaigns and requests for private records.
Never confront a suspected person
Do not publish an unverified identity, encourage harassment or attempt surveillance. Even a well-intentioned accusation can cause immediate harm and contaminate witness accounts. If a detail could identify a person or change someone’s behavior, keep it out of public posts and send it privately through an official channel.
Use victim-centered language. Families are not research material, and a family member’s public statement does not waive every other relative’s privacy. If you contact someone, make one clear, respectful request, identify yourself, explain the purpose, and accept a refusal without follow-up pressure.
Send a possible tip through the official route
If you have information that could identify a missing person, locate a witness, authenticate an image or connect a record to the case, give it to the investigating agency or its designated tip service. NamUs directs users to its web form for tips and possible matches. For civil-rights-era matters, the U.S. Department of Justice lists routes through its Civil Rights Division and the FBI.
- Preserve the original. Keep the original file, message, document or physical item when lawfully possible. Do not edit, enhance, rename or annotate the only copy.
- State how you obtained it. Give the date, platform, account or person involved and whether you personally observed the event.
- Separate knowledge from hearsay. Explain what you saw or heard directly and identify what someone else told you.
- Describe uncertainty. Say if the date, identity, location or chain of custody is unclear.
- Use the agency’s instructions. Follow file-size, contact and confidentiality requirements, and keep the confirmation number if one is provided.
- Stop after submitting. Do not send repeated versions to multiple public channels or announce the tip online.
Do not mail or bring an object to an agency without first asking how it should be handled. Improper handling can destroy forensic value or create safety risks.
A tip is not a public accusation. Investigators may not respond, may ask for clarification, or may keep the information confidential. Lack of a reply does not show that the tip was ignored, and a confirmation number does not mean the information was verified.

Statistics need their definitions attached
Official counts describe particular databases or programs, not the total number of unresolved cases in the United States.
| Figure | What it measures | Date and source context |
|---|---|---|
| Over 500,000 people go missing in the United States each year | NamUs says many are quickly found alive and well. | NamUs FAQ, undated page accessed October 13, 2026. |
| Approximately 90,000 active missing-person cases in NCIC on a given day | A point-in-time NCIC figure. | NamUs FAQ, accessed October 13, 2026. |
| More than 15,000 active unidentified-decedent cases published in NamUs | Cases in the NamUs database, not every unresolved case. | Count as of June 1, 2026. |
| More than $77 million awarded | Funding to state and local agencies through NIJ’s Solving Cold Cases with DNA program. | 2005–2014 program period; NIJ report published 2019. |
| More than 140,000 cases reviewed; 5,000 CODIS uploads; 2,000 hits | Outcomes reported for that NIJ program; reviewed does not mean solved. | NIJ, 2019. |
| 138 cases reopened | Cases under the Emmett Till Unsolved Civil Rights Crime Act initiative. | As of January 24, 2024; separate from the records-release mandate. |
Do not add these figures together or present a database count as a national total. Definitions, inclusion rules and update dates differ. “Active” can describe a database record, not the amount of investigative work occurring at that moment. “Hit” can mean a database association requiring further review, not a solved case or proven suspect.
Common mistakes and safer replacements
- Mistake: “It has been decades, so police abandoned it.” Safer: Quote the agency’s current status and say when it was last checked.
- Mistake: “The redacted paragraph proves the hidden suspect was X.” Safer: State that the information was withheld and identify the stated legal basis.
- Mistake: “Thousands of accounts confirm the photo.” Safer: Trace them to the earliest source and count only independent corroboration.
- Mistake: “A family member refused to talk, so the rumor is true.” Safer: Respect the boundary and omit the inference.
- Mistake: “A record release reopened the case.” Safer: Check for a separate law-enforcement announcement.
- Mistake: “I can test this evidence myself.” Safer: Do not handle or alter potential evidence; ask the agency for instructions.
- Mistake: “The database lists it, so every detail is verified.” Safer: Explain what the listing confirms and what information is restricted or still unverified.
A publication checklist
- Have you named the correct jurisdiction and investigating agency?
- Does every factual sentence have a traceable source and date?
- Have you labeled allegations, hearsay, hypotheses and confirmed findings differently?
- Did you check for later corrections or status updates?
- Did you verify an image’s earliest source, claimed place and claimed date?
- Have you removed private details and unverified identities?
- Could publication expose someone, provoke harassment or interfere with an active investigation?
- Have you given a useful lead to the official tip channel instead of publishing it?
- Have you explained important statistics’ database, program and date boundaries?
- Did you preserve the distinction between a records release and a decision to reopen?
What careful research can—and cannot—do
Independent research can organize public records, expose contradictions, preserve context and direct credible information to investigators. It cannot replace forensic examination, subpoena power, witness protection, or the agency’s responsibility to decide whether a case should be reopened. The most responsible account may leave important questions unanswered. That is a sign that the evidence has been kept separate from speculation, not that the research failed.
Frequently Asked Questions
How can I verify an online claim about a cold case?
Write the claim precisely, find the earliest identifiable source, compare it with the investigating agency and other independent records, and label anything that remains disputed or unverified. Repeated copies of one post are not separate confirmation.
Recommended Free Tools
Does a public NamUs entry show the whole investigative file?
No. NamUs public information is separate from sensitive details available to vetted professional users. The entry is a starting point, not proof that every detail or theory is confirmed.
Does a newly released record mean the case has reopened?
No. The Civil Rights Cold Case Records Review Board reviews and releases records. Any decision to reopen belongs to law enforcement, as the board’s FAQ explains.
Where should I send a possible tip?
Use the investigating agency’s official channel or the designated NamUs web form for a NamUs case. For covered civil-rights-era cases, use the routes listed by the Department of Justice Civil Rights Division and FBI. Preserve the original and explain what you know firsthand.
Can I publish a suspected person’s name so investigators notice it?
Do not publish an unverified identity or confront anyone. Send the information privately through an official channel. Public accusations can cause harm, harassment and interference with witnesses or an active investigation.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallHow long must a case be unsolved to count as a cold case?
There is no universal threshold. The NIJ working group used three years for its best-practice definition, jurisdictions may use one to five years, and NamUs describes a missing-person case as long-term after 180 days. These categories are not interchangeable.
The Bottom Line
Research an unsolved case as a record-keeping and verification task, not a race to a theory: identify the right jurisdiction, trace every claim to its source, test images and documents in context, protect the people involved, and send credible tips only through official channels. When the evidence does not resolve a question, say so plainly.
